three-term congressman the House transportation appropriations subcommittee WASHINGTON (AP) The Internal Revenue Service furloughed 22 percent of its 88,000 employes Tuesday as the Reagan administration and Congress sought ways out of their latest election-year dispute over spending priorities. Stop-gap assistance that would have temporarily averted the layoff of the 19,000 IRS workers, including 642 in Michigan, was offered by key Democrats. But it was blocked at least temporarily by Republicans protesting President Reagan's veto of a $14.2 billion money bill. Included in that bill, which Reagan rejected on grounds it exceeded the budget, was $260 million to help the IRS meet its payroll for the rest of September. On Friday, the IRS had notified the 19,000 employes that, without the new money, they would be sent home at the end of business Tuesday on indefinite furlough.

About three-quarters of the sidelined employes work in the IRS tax collections division; others investigate alleged criminal activities and monitor tax-exempt organizations and employe benefit IRS SPOKESMAN Wilson Fadely said that unless the agency is given new money quickly, several thousand more workers will be laid off at the end of the week. As Congress prepared to reconvene after 2l2-week recess, House Democratic Leader Jim Wright announced that the House will try to override Reagan's veto Thursday afternoon. If two-thirds of the members of the House and Senate vote to override, the bill will become law despite Reagan's objections. But leaders of both parties have expressed doubt the veto will be overridden. If Congress cannot override the veto, it will have to write a new emergency money bill.

Mrs. Hicks By LUTHER JACKSON Free Press Staff Writer Mary Ellen Menard Hicks, a lormer Detroit area newspaper society editor and reporter, died Sunday in the Ochsner Medical Foundation Hospital in Jefferson, after a short illness. She was 67. "She was one hell of a newspaper gal," said her husband, James Hicks. Laurena Pringle Kilpatrick, a longtime friend, said, "She was always very full of life, very peppy and had a vibrant personality." A graduate of the University of Michigan, Mrs.

Hicks was a society reporter at the Detroit News during the 1930s, a society editor at the Free Press during the 1940s, and society editor at the Eccentric in Birmingham until 1969. Mrs. Hicks, a Detroit native, had been a resident of New Orleans since November 1978. The New Orleans Philharmonic Symphony Orchestra, directed by conductor Philippe Entremont, will perform a special memorial concert in her honor Sept. 17 in New Orleans.

Her husband is executive manager and vice-president of the orchestra. In addition to her husband, Mrs. Hicks is survived by a daughter, Jane Ellen Mead, and a sister. Memorial services will be announced later. Burial will be In White Chapel Memorial Cemetery, Troy.

Memorials may be sent to the New Orleans Philharmonic Symphony Orchestra. Joan Levenson, school psychologist Joan W. Levenson, a Detroit area school psychologist for 20 years, died Monday at Harper Hospital in Detroit after a long illness. She was 59. She was a pyschologist for the Redford Union causes, aides said.

It was not known exactly when Benjamin died, but an aide found the body when the congressman didn't show up at his doctor's office. An aide in his Gary, office said Benjamin died of a heart attack. The Metropolitan Police Department said an autopsy was being ordered. Richard Lane, 83, a popular television wrestling and roller derby announcer whose show business career spanned vaudeville, the stage, movies and television. He began as the "Singing and Dancing Juvenile" in vaudeville, acted in repertory theater, joined a traveling circus and then went on to Broadway, where he had parts in 10 shows, including "Big Boy" with Al Jolson and "Sunny Days" with Jeanette MacDonald.

Over the years he made 283 movies and was best known for his role as "Inspector Farraday" in the 1940s "Boston Blackie" features starring Chester Morris. Died in Newport Beach, Calif. Keith G. Sebelius, 65, a Republican congressman from Kansas from 1968 to 1980. Died in Norton, Kan.

La. jet crash victim had criminal record school district, where she co-founded the Pre-Educa-tion Program to identify student learning disabilities. A native of Brooklyn, N.Y., Mrs. Levenson had lived in West Bloomfield since 1973 and had been a Detroit area resident for 31 years. She received a bachelor's degree in psychology from Brooklyn College in 1945 and a master's degree in guidance and counseling from Columbia University in 1946.

She later received her teaching certificate from Wayne State University. Mrs. Levenson was a former supervisor of the Jewish Parents Institute in West Bloomfield, a member of the Michigan Association of School Psychologists and a member of the American Psychological Association. She also was a psychologist with the Jewish Vocational Service in Detroit. Fire fighters get into a fight HICKSVILLE, N.Y.

(UPI) A Labor Day fire fighters' tournament erupted into a brawl where four police officers were injured and at least 13 people were arrested, police said. The tournament, consisting of competition in fire fighting drills' among the departments, was close to ending when a fight broke out among the contestants, a Nassau County police spokesman said. A "large number" of police officers were called in to break up the melee at the Hicksville Fire Department practice field. Four police officers, including a sergeant, were slightly injured during the brawl, he said. Join in the fun Meet new friends.

Parties and social evenings are student how NEW ORLEANS (UPI) The "mystery passenger" who gave a false name before boarding Pan Am Flight" 759 that crashed in Kenner, killing 154 people, had a long criminal record, Miami officials say. Nearly two months after the jetliner crashed in Kenner, the remains of Thomas William Crumpton were identified Sunday. CRUMPTON, 33, of North Miami, gave the name Thomas Kelly to a Miami ticket clerk before boarding the flight, and Miami officials, without elaborating, said he had a long criminal record. The Jefferson Parish coroner, Dr. Charles Odom, said' Crumpton, dubbed the "mystery passenger" because it took two months to identify his body, was identified by the FBI through fingerprints.

i Crumpton's body was mangled in the crash, and law-enforcement officials had to create a composite sketch of the victim through a description provided by the clerk who sold him the ticket. No family member claimed the body, though1 officials got inquiries from Denver, Miami, Chicago and Wisconsin. AIRLINE WORKERS said Crumpton ran up to a Miami ticket counter minutes before Flight 759 took off for Las Vegas via New Orleans. He paid cash at the Miami airport for a ticket to Las Vegas, telling the ticket clerk he was flying to San Diego to get married. He gave the clerk a $12 tip and hurried aboard the jetliner.
