Station manager Dennis Mockler has said the parody was created by a Los Angeles comedy network and that listeners understand that the spot makes fun of radio. A spokesman for Lansing Mayor David Hollister said Mockler apologized during a Thursday morning meeting with the mayor and other officials. Marylou Mason, executive director of the Michigan Commission on Spanish Speaking Affairs, attended the meeting and said Mockler agreed to draft an apology that would be broadcast on the station and released to the news media.

"This is the first step," Mason said. "The healing process has started." She would not say whether her group would ask the station to discipline those involved. Gilchrist Free Press Staff Writer The executive of a Lansing area radio station apologized Thursday to Hispanics for a racist parody that was broadcast recently. Hispanics are discussing what action they might take against WJXQ-FM, a pop music station that broadcasts from Holt.

The parody ran May 5, the day on which Cinco De Mayo is celebrated, marking Mexico's victory over French invaders in 1862. The station, also known as Q106, came under intense criticism after word of the broadcast spread among Michigan Hispanics this week. Parodying a call-in contest, an announcer said that after a mooing sound, smuggled Mexicans would be given away to the fifth caller, according to several people who heard the broadcast. The Mexican could be used to wash cars, clean houses, pick crops and anything else. Winners would be responsible for bathing and debusing the the National Hispanic Media Coalition.

Renteria said she never has seen, anything as blatantly racist. "This is the same kind of thing that use to happen to the black community," she said. "I'm surprised that peo-. pie need to learn the lesson again of what is offensive." Gumecindo Salas, who teaches a diversity class at Michigan State Uni-. versity, said he teaches cultural re-, spect to his students.

She said the funds were hidden in a "pocket," a budget trick often used when departments want to squirrel away cash that can be raided as the year goes on and funds get tight. By Dan holly Free Press Staff Writer The City Council, unhappy with Mayor Dennis Archer's proposed entrance fee for Belle Isle, came up with another idea Thursday for raising money cutting funds for new computers to modernize Detroit's bill-paying system. The council, in a straw vote, cut $1.5 million that Archer wanted to set aside for the eventual purchase of an $8-million to $10-million computer system.

The action isn't binding until the council's final vote Tuesday on Archer's proposed budget, but it appears unlikely to be reversed. The computer appropriation is identical to the amount of money Archer hopes to raise by imposing a controversial $3 fee on vehicles entering Belle Isle. Council members, who oppose the fee, said that cutting computer funds makes it easier to kill the fee. Marguerite Norris, president of the Detroit Red Wings the last time the team won the National Hockey League championship in 1955, died of heart failure Wednesday at her home in Southbury, Conn. Norris was the daughter-of James Norris, a Chicago grain merchant and sports impresario who bought Detroit's hockey team in 1932. A graduate of Smith College in Massachusetts, Mrs. Norris was the first female chief executive in the NHL. Man hurt by girlfriend requires 65 stitches SAGINAW A 35-year-old man required 65 stitches to repair his penis, which police say was nearly bitten off by his girlfriend Thursday morning.

The man, who has not been identified, was treated at Saginaw General Hospital and released, police said. He has refused to press charges. The girlfriend, 32, apparently attacked the man because she suspected he was seeing another woman, police said. "There appeared to be two separate bite marks," said Saginaw Police Detective Sgt. Pat Rudy.

"There was no amputation or dismemberment." Legislature approves tax break for farmers Lansing A promise made to Michigan's farmers during the Proposal A campaign is close to being fulfilled. The Legislature gave final approval Thursday to a bill that would make sure nearly all farmland in the state is taxed at the lowest rate under Proposal 6 mills. It now goes to Gov. John Engler, who has promised to sign it. It requires farmland owners to file an affidavit by June 1 in order to get the 6-mill property tax rate.

WASHTENAW Posby gets life sentence for '92 killing of doctor ANN ARBOR A 70-year-old man convicted of killing a nationally known ear doctor at the University of Michigan Hospital clinic was sentenced Thursday to life in prison. Chester Posby was convicted in April for the June 1992 shooting of Dr. John Kemink. The jury found him guilty but mentally ill, meaning he is to receive mental health treatment while in prison. Posby testified he shot Kemink because he was upset over his treatment and the doctor betrayed him.

Erikson, 91, a psychoanalyst who profoundly reshaped views of human development, died Thursday in Harwich, Mass. A friend and disciple of Sigmund Freud, Mr. Erikson was best known for the theory that each stage of life, from infancy on, is associated with a specific psychological struggle that contributes to one's personality. Mr.

Erickson, who coined the term "identity crisis," taught at Harvard, and wrote best-sellers about Mohandas Gandhi and Martin Luther. By exploring the manner in which political, economic and social systems mold a person's inner life, Mr. Erikson combined psychoanalysis and the social sciences. Born in Germany, he came to the United States in 1933. Arthur J.

Minasy, 68, an engineer who invented the electronic tags used to stop shoplifters, died of pneumonia Monday in Brussels, Belgium. Mr. Minasy founded Knogo which produces the plastic tag that sets off an alarm if store merchandise is carried past an electronic sensor. The device was patented in 1966. Richard Penry, 45, awarded a Medal of Honor for heroism in Vietnam, died of cancer Monday in Petalu-ma, Calif.

He received the medal for displayed when his infantry platoon was raked by automatic weapon, rocket and mortar fire in Vietnam in 1970. The only GI not wounded or killed, he moved the wounded and called for artillery and air support. Lewis B. Puller 48, a former marine who won a 1992 Pulitzer Prize for his autobiographical account of his experiences as a disabled Vietnam veteran, committed suicide Wednesday in Fairfax, Va. He was the son of the most decorated marine in history, Gen.
