Blandford, Jr. The order empowers qualified creditors or lenders to decide whether a proposed remodeling project is "war housing" and is thus exempt from the Regulation credit restrictions established by the board of governors of the Federal Reserve System. The ruling makes it unnecessary to file an application with the Division of Defense Housing, now an integral part of the NHA, to obtain credit approval, for war housing conversion or rehabilitation projects. Since the authenticity of war housing is now being determined by the WPB in conection with priorities on critical materials.

The order calls attention to the fact that lenders and creditors qualified as "registrants" who certify war housing projects are expected to exercise good judgment and good faith In determining whether or not the proposed work actually complies with war housing requirements. The neighborhood In which the Home of the Week Is located makes It easy for a man to get to a number of defense plants. Characteristic Dormem Above the roof slope rise two characteristic dormers of white clapboard to match the house. There are two wide front windows with shutters and multiple upper panes. Above the center door is a protective roof overhang which extends decoratively over one window. The front entrance opens fll- rectly into the living room, which has a front and a side window, An arch at the rear of the room leads to a center hall.

At the end nearest the living room is a door to the attic, spacious enough to provide two extra rooms when finished. Opposite the living room arch is the bathroom, floored with gay patterned linoleum and completed with a mirror cabinet. In the hall is a linen closet, with flush slab doors, upper and lower, since the closet is divided into two sets of shelves. Two Bedrooms There is a front bedroom off the hall, with front and side windows like the living room, two base plugs and a clothes closet. A rear bedroom, similar to the other, is at the far end of the hall.

All these rooms are entirely separated from the kitchen, which is reached by a door at the other end of the living room. This door adjoins the basement door on one side of a little hall which has the side entrance opposite it. This Is more than a grade door, because it has its own cement porch and steps, corresponding to the front porch. Bright Kitchen The kitchen is extremely well lighted, with side and rear windows, the latter placed convenient to the aink and cupboards, which occupy an end wall. The sink Is covered with dark blue linoleum and has one of the room's three base plugs set in its wall.

Above are two cupboards, and below is a variety of cupboard and drawer space. The kitchen register is also cleverly get at the base of one tier of drawers. Down in the basement is a coal furnace, coal bin, laundry tubs and corner fruit cellar. All these utility features have been arranged so that one entire side of the basement is clear. On a corner lot, 50 by 108 feet, this cozy home costs $50 more than homes on the inside lots, which are 44 by 108 feet.

Convenient Frisclikorn Starts 100 New Homes In continuation of its home building program, originally planned and provided for early this year, the Frischkom Construction started last week construction of an additional 100 houses, in two Frisclikorn developments, Evergreen Village, at Plymouth and Evergreen, and Grand Dale, in the Greenfield-Plymouth section. "Uninterrupted building has been made possible by planning against such contingencies as the recent WPB freeze orders, particu larly affecting lumber," Charles R. Fnschkorn, president of the construction company, stated Saturday.

"Prior to issuance of these orders, we not only secured OB mortgage commitments under Title II of the National Housing Act and priorities, but also provided for all materials necessary to complete this group of homes. The result is that no time has been lost from lack of materials or from lack of proper authorization to build them." "So far this year the company has completed and sold and has under construction approximately zou nomes ana tne new unit of 100 houses will be rushed to completion as soon as possible to provide war workers with homes now." Frischkom emphasized that these new homes will be sold under FH A Title II and that they are not affected by the recently announced WPB regulations. STICKT FLOORS If floors become sticky after repainting, the reason may be that all traces of wax or oil were not first removed. Sometimes the sticky condition may be remedied by sponging over with a weak so lution of ammonia and then mi- ing with a thin coat of freshly cut shellac. If no stickiness is ap' parent, you may apply a coat of regular floor varnish.

If the cost of an individual repair unit to the installer is more than 15 or, if the total order for several units is more than $10 but less than $50, the procedure for the homeowner is still the same. For the contractor, however, there is one additional step. He must make a statement on the purchase order to the effect thRt the material in question Is needed for emergency repairs. WPB Permits Cuslomar Repainting Home owners, tenants, landlords and dealers in painting and redecorating materials have been in many instances confused and may be misled to their mutual disadvantage by some hasty and unofficial briefings of the WPB's recent interpretation of Conservation Order L-41, which would tend to reverse the actual purport of the order in the public mind. A false belief has been created, that repainting was banned, whereas the actual ruling, in its first line, stated clearly that "repainting and redecorating without specific authorization are permitted under the terms of the Conservation Order L-41 when they constitute 'maintenance' or 'repair'." The WPB ruling, in effect, implemented an earlier statement of Karl Borders, OPA Director of Rents Division, which made clear that landlords in arcaa controlled by the maximum rent regulation are expected to do the customary repair and maintenance work, including customary repainting of premises occupied by their tenants, and that, should they refuse to do so, OPA may order a decrease In the maximum rent otherwise allow able.

The recent Government order freezing plumbing and heating stocks in the hands of retailers docs not mean that necessary emergency repairs cannot be made by plumbing and heating contractors, says the Plumbing and Heating Industries Bureau. The freezing order, L-7D, does not apply to plumbing and heating work which carries a rating of A-10 or better.
