By 70 votes to 27, Represents. tives passed and gave immediate effect to the Michigan Educational Association's formula and sent it to the Senate. Members from three counties, Wayne, Kent and Genesee, voted almost unanimously against the bill. They represent 2,49,905 of Michigan 5,256,106 citizens. The 70 affirmative votes were accumulated among members who represent 2,639,666 of the State citizens.

Predictions were made freely that the Senate would substitute the simplified measure prepared by Dr. Eugene B. Elliott, superinten dent of public instruction. 1. fff 9 New Laws Put on State Statute Books Um AMarht4 Fix LANSING, May 13 Nine new laws were added to Michigan's statute books today when Gov. Van Wagoner signed legislation which will: Declare that in the simultaneous death of an insured person and his beneficiary, or where it cannot be determined which died first courts shall settle estates on the premise that the insured was first to die. Insurance Limitation Set Require foreign insurance com panies to subject themselves to the same limitations imposed on domestic companies. Require that an Insurance com pany keep all of its assets in a single pool rather than segregate them into separate funds to pay certain types of claims.

Extend to October, 1943, the Statute of Limitations on defaulted municipal bonds. Permit building and loan asso ciations with assets of more than $5,000 to invest up to 5 per cent of the assets for their office quar ters. New Fishing Regulations Exempt Lake Erie and the lower Detroit River from closed season fishing regulations and prohibit netting of fish at certain times in those waters. Impose a $50 license fee on nonresident fur dealers compared with $10 fee for resident dealers. Appropriate $300 for the atate encampment of United Spanish War Veterans and $300 for the organization's annual Upper Peninsula reunion.

Permit persons moving from one voting precinct to another, without time to establish a new voting residence, to cast their vote in the old precinct. State Optimist District Chooses Its Officers GRAND RAPIDS, May 13 (A. O. L. Shaw, of Lansing, was named president Tuesday of a newly-created Michigan District of Optimist International.

Michigan, formerly Joined with Indiana and Ohio in the Fifth District, now becomes district alone. Lloyd E. Cooper, of Grand Rapids, was elected lieutenant governor and L. S. Reese, of Lansing, was named secretary-treasurer.

Newberry, member of one of Detroit's most prominent families, and director of the Alger House branch of the Detroit Institute of Arts, was denied further draft delay Tuesday by Local Board No. 57, rogue Pointe. Newberry, who was deferred once tor occupational reasons, then denied a second deferment, applied for a commission in the United States Naval Reserve after all efforts at draft delay had been futile and on the eve of induction last month.

The action Tuesday, which virtually removed all possibility that Newberry may enter the Navy as an officer, was taken, the board members explained, because the Navy had made no move to grant him a commission. Newberry, who is unmarried, and lives with his mother at 89 Lake Shore, Grosse Pointe Farms, also asked in his draft questionnaire for deferred classification because of physical disabilities. Newberry Is the nephew of Tru man H. Newberry, former secre tary of the Navy. His father, the late John S.
