I LLf ll Not fair having to choose between Anthony Andrews' enchanting, devilishly romantic portrayal of Sir Percy Blakeney in "The Scarlet Pimpernel" or Sir Alec Guinness' somber, morally wrenching heroism as George Smiley in "Smiley's People" is an Who won't be on ON-TV Alec Guinness as George Smiley Anthony Andrews as the Scarlet Pimpernel impossible, task. Blessed are those fortunate enough to own a video recorder on nights such as this.

"The Scarlet Pimpernel," a lavish, three-hour retelling of the Baroness Orczy tale of adventure during the French Revolution, has been dropped without much fanfare into the CBS lineup IikG (Channel 2 in Detroit) at 8 to- DllffV Meanwhile, "Smiley's Peo- 1 pie," based on the chilling espio "Smiley's People" is remarkably intelligent, absorbing television. The six-hour production is being syndicated nationally by Operation Prime Time, the company responsible for last year's excellent "A Woman Called Golda." Guinness is a marvel as the intense, aging British spy George Smiley. Smiley is called back into action with England's counterintelligence agency, the "Circus," when a Russian ex-general is mysteriously slain after trying to contact Smiley. Complex plot twists and even more convoluted character encounters, brief and otherwise, ensue. And Smiley is drawn toward a final showdown with his Russian nemesis and su-perspy counterpart, Karla.

The moral ambiguity of his pursuits haunts George Smiley. "I have learned to interpret the whole of life in terms of conspiracy," he says. "These people terrify me, but I am one of them." Doubts linger in a shadowy world where good and evil seem to be merging. "It's not a fighting war, not like in our days," Smiley tells a confidant. "It's gray half-devils and half-angels.

Nobody knows where the goodies are." Everything in this British production, from the triumphant performances of Alec Guinness and a splendid supporting cast to the direction of Simon Langton and the screenplay by LeCarre and John Hopkins, sparkles with a mesmerizing glow. "Smiley's People" is never simple-minded or simple. is that rare, subtle sort 'of television that demands a viewer's close, concentrated attention. For your efforts, the regrets will be few and the rewards many: THE REWARDS of "The Scarlet Pimpernel" are The Who's final concert on its North American farewell tour Dec. 17 will be televised as a pay-per-view event but ON-TV, Detroit's biggest subscription TV system, won't carry it.

"It was our feeling that it wasn't an event of enough general audience interest," said ON general manager, Bill Wishman. But IT-TV, the Ann Arbor based-system which has Detroit subscribers, will have the Who at per view the final cost hasn't been determined yet. IT-TV also reported that about 500 subscribers paid $15 to watch the stage musical "Sophisticated Ladies," Nov. 5. Also on the pay-per-view calendar is the movie version of "The Pirates of Penzance" in February, the day before its national release to theaters.

Neither ON nor IT has decided whether to carry film. SO LONG ALICE: CBS revamped its weak Wednesday night schedule Monday, pulling seven-year veteran "Alice" and two new series, and replacing them with movies, effective Nov. 24. The comedy "Filthy Rich," and the mystery-comedy "Tucker's Witch" were also pulled, all for "The CBS Wednesday Night Movie." For the week ending Oct. 31, "Filthy Rich" was No.

60, "Alice" was tied for No. 62, and "Tucker's Witch" was No. 69 out of 74 prime time shows in the Nielsen ratings. The trio ran into ABC's powerhouse of "The Fall Guy" and "Dynasty." The new CBS series "Seven Brides for Seven Brothers," which finished No. 45, survives.

But CBS added "Alice" and "Filthy Rich" will remain in production. "Tucker's Witch" has already closed production after 12 shows. The Free Press entertainment staff contributed to this column. not inconsiderable either. But they fall much more into the sheer escapist delight category. The whole affair, filled with ample swash and buckle, is a most engaging romp thanks to the dashing Andrews. Of course, he has the kind of role most actors would commit unspeakable acts to win.

It's not enough that Andrews created the unforgettable Sebastian Flyte on "Brideshead Revisted" last year. Now he gets to prove what a great horseman and master of disguises he is. As Sir Percy Blakeney, a foppish, dandified British nobleman, Andrews is the pluperfect twit. He delights in daintily tapping his snuff box and saying fractured French things like "Bone-joor, Mon-sewer." But blink your eyes and he has swiftly engaged himself in derring-do as the Scarlet Pimpernel, a legendary hero who helped French aristocrats escape the guillotine's blade during the French Revolution's Reign of Terror. Wit, romance, Anthony Andrews, elegance, Jane Seymour (she plays the French actress who marries Sir Percy without realizing his alter ego) and a little harpsichord music? "The Scarlet Pimpernel" has them all.

Pardon me while I swoon. nage novel by John LeCarre and a sequel to LeCarre's exquisitely taut "Tinker, Tailor, Soldier, Spy," appears three consecutive nights at 8 on Channel beginning tonight. i iONCE AGAIN, viewers are the pawns in the ratings race. November is a ratings sweeps month, when schedules are spiced with special attractions. Often, high-quality productions go bump on the same night.

Sunday at 8 p.m., for instance, CBS will send out its heavily promoted mini-series, "The Blue and the Gray," to do battle with movie blockbusters "The Blue Lagoon" on NBC and "Superman" on ABC.
