Probably the most con- trovesial UIL rule is the one-year transfer rule, which was adopted in an effort to prevent high schools from recruiting athletes out of their districts. The rule prohibits sophomores or juniors from basketball for one year following a transfer. Seniors are exempt The rule withstood a class-action lawsuit this year but it is so unpopular that a special league committee proposed changes.

Basically, the committee proposal would abolish the one-year rule. Any transfer student would be immediately eligible if his parents signed a statement in the presence of school officials that they had a bona fide resident in the new district and they were not moving for athletic purposes. If the parents lied, their child could lose all his or her high school athletic eligiblity. The executive committee of the new district would have to approve the transfer. "What the UIL committee wanted to do was put the pressure back on the said Marshall, "Parents," he added, "are the greatest problem we have.

There are more parents shopping for new schools, because everybody thinks their son is going to be an all-American and going to get a college scholarship and play pro ball." The changing-school form would require parents to certify that they "actually live and sleep" in the new district and receive their mail there. Marshall, agrees the proposed rule depends on "good faith and honesty." A ballot on the rule will be mailed to nearly 1,150 high schools on Feb. 1, with results to be made public a month later. If adopted, the rule would go into effect on a two-year trial basis next September. "If everybody does their job, including the parents, it will work fine," said Marshall, "it Is an idealistic rule if the parents are honest, it will work.
