It is a matter of fact which every honest man must admit that Dr.

Lane left Portland In all respects a much better city than he found it, and that his labors have made it a comparatively easy task for Mr. Simon to work still greater reform If he so desires. Lane was opposed at every step by at least two of the dally newspapers, as well a corrupt and hostile council. while Simon will be commended for everything he does by these same papers and has a council that is in harmony with him from a political standpoint at least. That Portland Is a fairly decent city to live in is due largely to Harry Lane, and his suc cessor Is forced to accept many of his views relative to municipal gov ernment.
