The Day, New London, Friday, Feb. 15, 1985 45 Obituaries Edward Rogers Amos Martin NEW LONDON Edward Weston Rogers, 79, of 33 Smith St. died today at Canterbury Vilof Waterford where he was a patient for two weeks. Mr. Rogers enlisted in the Navy in 1924 and served for 30 years, retiring as a chief warrant officer in 1954.

He then served in the Navy Reserves, retiring in 1952. He was employed at Lawrence Memorial. Hospital for several years, retiring in 1969. Born Oct. 22, 1905, in Springfield, he was the son of William and Bessie May Spear Rogers.

He married the former Margaret V. Cole Oct. 3, 1931, in New London. Besides his wife, survivors include a son, Robert L. Rogers of Pittsfield, a daughter, Mildred E.

Hopkins of Hope Valley, R.I.; a brother, Horace O. Rogers of San Diego, sister, Mildred F. McLean of Charlemont, 11 grandchildren and two great-grandchildren. Another daughter, Mary K. Goss, died Dec.

1, 1984. A graveside service for Mr. Rogers will be conducted at 12:30 p.m. Tuesday in the National Cemetery, Bourne, with military Calling hours are 2 to 4 and 7 to 9 p.m. Monday at the Thomas L.

Mr. Martin was a truck driver for the Texaco Oil retiring in the early 1960s after 42 years of service. He was a member of St.

Paul's Church. Born in Preston, Dec. 14, 1899, he was the son of Alphonse and Delia St. Armand Martin. His first wife, Flora Caldon Martin, died in 1964.

He then married the former Marion Avery, who also predeceased him. Survivors include six sons, Adrian A. of Mystic, Joseph C. of Wethersfield, Robert L. of Groton, Kenneth and Alfred both of Waterford and Amos J.

Martin Jr. of Uncasville; three daughters, Lois Brown of Conroe, Texas, Flora Crepeau of Lawton, and Roberta Martin of Waterford; a brother, Louis J. Martin and a sister, Blanche "Evon" Peletier, both of Waterford; 29 grandchildren and 20 great-grandchildren. The funeral will be at 9:15 a.m. Saturday from Byles Memorial Home, New London, to a Mass of Christian Burial at 10 at St.

Tire-slashing probe continues in Pawcatuck STONINGTON Police are continuing to investigate a series of tire slashings over the weekend in the Pawcatuck area but say that have no suspects.

More than a dozen cars were vandalized over the weekend and one or more tires on each were slashed. The slashings were reported Sunday and apparently occurred overnight, police said. The slashings were in the downtown area of Pawcatuck on West Broad Street and the nearby neighborhood, police said. Four of the cars were parked in the lot at Card Chevrolet at 106 West Broad St. Sgt.

Raymond Curioso said the incidents are under investigation, although there are apparently no suspects. Police investigate shooting incident NORWICH Police today were investigating an early. morning shooting at a Union Street residence but no arrests has been made by late this morning. There were no injuries in the shooting which occurred shortly after 2 a.m., police said. No other details were available.

Malcolm Slater, director of the Hartford Foundation for Public Giving, during talk Wednesday to trustees of the Pequot Community Foundation at the Seamen's Inne in Mystic. He spoke about how the foundation was founded in 1925 and grew slowly at first, with assets totalling $7,300 in 1935 and $103,000 in 1943. Assets jumped from $26 million in 1971 to $75 million in 1983. Other charges ruled out in Mianus Bridge case WETHERSFIELD (AP) The state's top prosecutor says a report prepared by one of his investigators fails to lead conclusively to further criminal charges in connection with the collapse of the Mianus River bridge on Interstate-95 in Greenwich. Chief State's Attorney Austin J.

McGuigan said he expects no other charges will be filed. One DOT employee was charged with forgery of bridge inspection notes following the June 28, 1983, collapse. A report by inspector Antonio J. Luppino to McGuigan was released Thursday, stating that the collapse warrants "consideration of possible criminal and or civil proceedings" against state Transportation Department officials. But McGuigan said in a letter to Transportation Commissioner J.

William Burns that the report "is based primarily on no causal relationship being established the condition" cited by Luppino and the collapse of the bridge. McGuigan said he checked with engineering consultants, who found Luppino's conclusions to be incorrect. A 100-foot section of the northbound lanes of the bridge collapsed into the Mianus River, killing three people and critically injuring three others. The collapse brought the state Transportation Department under heavy criticism and forced state officials to initiate a 10-year bridge and road repair program. Many of the conclusions reached by Luppino were brought out in previous DOT administrative actions against the inspectors divers who forged documents.

But the inspector claimed to have uncovered memos recommending repair work that he believed to be linked to the collapse. Luppino based his assumptions on reports that parts of the piers supporting the bridge needed replacing. But DOT officials on Thursday said the problems cited could not be blamed for the collapse. "There is absolutely nothing new in that report," Burns said. William Keish, a spokesman for the transportation agency, said he did not know why McGuigan made the report public Thursday.

He also said the department's officials did not know why the report came out at this time. DOT's engineering consultant is expected to release its final report on the bridge collapse Friday. Federal safety officials have blamed the state for poor maintenance and inspection procedures for the accident. Only one DOT employee was charged following the collapse. Bridge inspector Jerry White was charged with -degree forgery on Sept.

9, 1983, after an investigation determined that he altered notes used in preparing his inspection report on the Mianus River bridge. His inspection had been completed in September 1982. After the collapse on June 28, 1983, White gave the DOT forged notes and burned the originals, officials alleged. White admitted he "panicked" after the collapse and altered the notes. He was convicted on the forgery charge and was sentenced to 150 hours of community service and placed on probation.

He was taken off the bridge inspection team and transferred to a desk job. He retired from the DOT on Nov. 1, 1984, after 29 years of service. Alfred Stanford; Milford Citizen's retired publisher MILFORD (AP) A memorial service will be held Saturday for Alfred Boller Stanford, publisher emeritus of The Milford Citizen, who died Feb. 8 at his home at the age of 84.

Stanford bought the Citizen following a stint as vice president of The New York HeraldTribune in the 1950s. Under his direction, it grew from a weekly, to a six-day-a-week paper and finally, in 1966, to a full daily paper. Stanford wrote a column for its Sunday editions. Stanford was born in East Orange, N.J., and attended Amherst College, from which he graduated after interrupting his studies in 1918 to join the Navy. After being commissioned as an ensign, he graduated in 1921.

While in college he completed his first novel, "Ground Swell," which was published by D. Appleton and he founded Lord Jeff magazine. In the 1920s, he published several other novels and historical works. After working in his father's insurance company, he sold advertising space for Popular Radio magazine. He later worked for several advertising agencies.

He rejoined the Navy during World War II as a lieutenant commander and won the Bronze Star, the Legion of Merit and the Croix de Guerre. He retired as a captain. Police log Waterford Daniel A.
