State VFW Is Urging 'Crash' Education Program HARRISBURG (UP)--The Pennsylvania Department, Veterans of Foreign Wars, today proposed a broad "crash" educational program, including federal scholarships for college science students and creation of a National Academy of Science. William J. Tepsic, Pittsburgh, state commander, said he would ask Pennsylvania's 30-member congressional delegation to meet in a group conference to "find an area of agreement" and then offer a jointly-sponsored bill when Congress convenes in January.

The VFW program calls for: --Competitive science scholarships for high school graduates. --Retention of instructors in the sciences of supplementary salary grants. --Economic and professional incentives to teach sciences in high schools. --Inclusion of medical and other science students in the proposed federal education project. --Creation of a National Academy of Science with free, advanced post-graduate studies.

--Increasing the present $600 federal income tax deduction. Tepsic said his organization was making a survey aimed at better utilizing the state's 14 teachers colleges for scientific education.
