state Bentsen is also very popular with the oil indus try and is expected to help the Dem ocratic ticket in the oil producing states of Louisiana and Oklahoma When the race tightens he may also be called on to sharpen the dis tinction between his qualifications for vice president and those of Quayle who is far younger and less experienced OVER INVOICE heavily in the South but in different ways Sen Dan Quayle of Indiana running mate has shaken free from questions about dodging the draft poor performance in school exaggerating his resume and an accusation from a female lobby ist turned strategists consider Bentsen central to Dukakis's South ern strength As a conservative Southern Democrat role is to shore up image as a moderate level headed manager As chairman of the Senate i nance Committee he also has the credentials to hammer at President Duane Meeks said Earl Black a professor of politi cal science at the University of South Carolina If he loses Texas he needs 40 per cent of the rest of the electoral While Bush is pulling ahead in the polls he faces two challenges in the South irst blacks traditionally vote Democratic Assuming that Dukakis gets nearly all the black vote Bush needs more than 60 percent of white voters to win a majority in most Southern states (Dukakis by con trast needs only to exceed 40 per cent of the white vote to win in Dixie) Second the South is still domi nated by the Democratic party task is to strip conservatives away from their traditional party and convince them they should vote Republican as they did for Ronald Reagan To attract the necessary share of white conservative Democrats Bush has gone on the offensive He has attacked Dukakis for ve toing a Massachusetts bill that would have forced teachers to lead students in the Pledge of Allegiance He has attacked him for failing to stop a prison furlough policy that al lowed convicted murders out on weekends until one of them was charged with additional crimes He has also criticized Dukakis for supporting gun control and opposing several major weapon systems These are all part of what Griffith said are button issues in the that play into Republican hands Others include opposi tion to capital punishment and his pro choice position on abortion Harrington believes the Republi cans have attacked too early before voters are really paying attention no longer gather attention or they may risk a backlash from the voters as being unfair urthermore Harrington said Democrats are far better organized in this campaign than four years ago when Democratic nominee Walter Mondale lost every Southern state The ticket of Dukakis and Sen Lloyd Bentsen of Texas is being em braced by most Southern Democrat ic office holders many of whom hid from Mondale in 1984 The campaign plans to showcase this support at ev ery opportunity inally the Democrats have far more money this time for the cam paign Harrington said although he acknowledged it compare with the $55 million that the Republicans are allotting for their Southern cam paign Both campaigns are planning to use their vice presidential nominees ana COOLING HEATING J4 By KENNETH WEISS 1988 NY Tinies News Service WASHINGTON Southern swing voters beware: the presidential campaigns are about to come call ing And calling and calling In the next 60 days conservative Democrats and independent voters across the South will receive tele phone calls inquiring if they prefer George Bush or Michael Dukakis for president They will get a follow up call in November reminding them to vote get pamphlets by mail that deliver a political punch be bombarded by radio and television advertisements from both political parties Not all of the ads will be nice or months the Republican and Democratic parties have been pre paring for the final stretch of the 1988 presidential campaign which begins in earnest after Labor Day The result is a mixture of tough media advertising high tech voter mobilization and old fashioned pre cinct politics The message through a combina tion of sophisticated techniques is aimed primarily at Democrats who voted for President Reagan in 1984 and other groups of middle class voters who traditionally the election one way or another Using political ads direct mail and phone banks the Republican party hopes to portray Dukakis the Democratic governor of Massachu setts as too liberal for the average Southern voter the message will be: Du kakis is soft on crime weak on na tional defense naive and dangerous on foreign policy rejects traditional family values and is a tax and spend liberal said Lanny Griffith Southern political coordinator The Democrats on the other hand will promote Dukakis as a reliable leader who cares about good paying jobs for hard working people has a track record of manag ing the economy and will do well in a said Larry Harrington Du Southernpolitical director That image ultimately will be con trasted with involvement with the Reagan failings particularly the nation's whopping budget deficit the Iran Contra scandal and the invasion of drugs into this country How moderate and conservative Southerners respond to these cam paign themes may decide the out come of the election The South with its swelling pop ulation has become an important component of the jigsaw puzzle of states that must be assembled for either victory The presidency is won through the electoral college and each state has as many electoral votes as it has US representatives and senators The victor will be the candidate who can compile a 270 vote majority of the 538 electoral votes Both campaigns agree that the South is strongest region De spite its Democratic tradition the region has favored a Republican president in four of the last five elec tions Bush strategists hope for a sweep which would give him 155 electoral votes out of 13 Southern states That would put him in good shape in other regions where he is not as popular The Dukakis campaign mean while is running a 50 state strategy and refuses publicly to concede any state But privately Dukakis strategists agree it would be a tremendous vic tory to win Texas the biggest prize in the South and three or four other Southern states Bush can carry all of the South he only needs one third of the electo When these themes re emerge later ral vote in the rest of the in the campaign he said they may
