Home heating aid programs kick in By Elwin Green Pittsburgh Post-Gazette The basic elements of a pep rally cheerleaders, a marching band and a football star were all present yesterday in the West Club Lounge at Heinz Field. But the rally was not about raising spirits; its aim was to raise awareness about a program that can help ease the sting of heating bills. The rally marked the opening of the Low Income Energy Assistance Heating Program, commonly known as LIHEAP.

Funded with federal dollars and administered by the state Department of Public Welfare, LIHEAP is probably the most well known of several heating assistance programs available as nights lengthen and temperatures drop. The program, which officially starts Monday, provides grants for people who are having a hard time paying their bills and face the prospect of having utilities shut off. It also provides crisis assistance for people whose heat, electricity or water has been cut off. To be eligible, a family must earn less than 150 percent of the federal poverty level, or a monthly income of under $2,500 for a family of four. A family does not have to be on public assistance to be eligible.

Nearly 200 social service workers joined representatives of local gas companies and others involved in the natural gas industry for rally along with cheerleaders and band members from Mt. The attendees were chal- lengedto promote LIHEAP more effectively by working their way through a checklist of tasks such as posting fliers, wearing special T-shirts or buttons and referring all eligible walk-in clients. The Dollar Energy fund, which is stocked from individual donations that are matched dollar- for-dollar by many of the utilities, is another source of heating help for strapped consumers.

The fund, which helps people whose gas, light or water have already been turned off, acts as a last resort for those who have already tried to get assistance from government programs such as LIHEAP or tried to work out payment arrangements with their utilities. Eligibility is limited to households whose income is less than 200 percent of the federal poverty level, or a monthly income of $3,333 for a family of four. All three of natural gas companies Equitable Gas, Columbia Gas and Dominion Peoples have other state-mandated programs designed to help customers in financial difficulty to avoid utility shutoffs.

These include the Customer Assistance Program (or Energy Assistance Program at Equitable)that allows a customer to pay a discounted price on his monthly gas bill with the shortfall being subsidized by customers paying full price. Johnson II The Associated Press NASHVILLE, Tenn. Drugstore operator CVS Corp. said yesterday that it was buying pharmacy benefits manager Caremark Rx Inc. for about $21.2 billion in stock. The deal, which the companies described as a of would create a $75 billion drug distribution powerhouse that could compete more effectively for customers and drive a harder bargain with drug makers.

But investors sent shares of both companies lower, and some analysts raised concerns about integrating the two businesses. Caremark shareholders will be getting CVS stock in the deal. SunTrust Robinson Humphrey analyst David Magee wrote in a note to clients that the deal could be seen as too much risk for CVS, which is still digesting acquisitions from the past couple of years, including the Sav-On drugstore chain purchase this year. He also wrote the deal could distract CVS from developing growth from its existing business lines.

Still, he said he was cautiously optimistic about the long-term implications of the deal because of the size and buying power of the new company. A.G. Edwards Sons Inc. analyst Andrew Speller also wrote in a note that he was concerned about whether the companies could be successfully integrated.
