Page A4 8 T' frngrew Charlottesville Virginia '4 Monday April 3 1978 Good Buddies Come Through Just a little of the inane chatter that usually passes for communication over Citizens Band radio can go a long way A driver who keeps within the speed limit soon wearies of incessant reports of Bears (state troopers) taking pictures (using radar) and handing out autographs when there is trouble however on or off the highway that the CB shows its value It definitely showed it this winter when much of the country was either bat tered by blizzards or drowned in rainfall in Central Virginia the Piedmont Emergency Service monitors channel 9 the emergency fre quency for CB operators and assists anyone radioing for help The area covered by PERS monitoring includes the six counties that border Albemarle east of the Blue Ridge Mountains and this comprises the very heart of the state Members of PERS aided many travelers and area resi dents in trouble during the snow storms of this winter Similar volunteer work was done in other states In Mas sachusetts for example volunteers monitoring emergency channel 9 relayed information about snow con ditions between law enforcement authorities and local radio stations In many areas CB at times was the only means of communication still working In Ohio and Kentucky operations to rescue thousands of stranded motorists and others were coordinated over CB In California volunteer CBers shuttled flood victims' to shelters Treated as a toy (and far too many radios are treated that way) CB is an annoying source of electronic pollu tion But used as a means of transmitting important infor mation for one citizen to another a wonder we ever got along without it i Martha Angle and Robert Walters Welcome in the Solar Age WASHINGTON What energy crisis? Denis Hayes and his friends already have discovered "the world's only inexhausti ble predictable egalitarian non polluting safe terrorist resistant energy There are even more astounding benefits The energy is absolutely free and it can be delivered directly to your home office or factory every morning without pipes power lines or fuel trucks called sunshine The possibility that solar power might some day become a major source of energy for an increasingly desperate na tion and world has of course already been widely discussed But the "official promulgated by both the federal government and the commercial energy companies is that solar is not yet technologically advanced commercially feasible or cost effective enough to offer broad scale benefits the oil companies could figure out some way to exploit sunlight for their own says Hayes be spending hundreds of millions of dollars on advertising to convince everyone that solar energy is our best bet for the future told that solar energy is impractical that its time hasn't come that it will never equal the energy needs of our he adds As for the government President Carter repeatedly has offered lip service but little else to aid in establishing a high priority federal program devoted to commercial application of solar power In his landmark energy message to Congress last spring the president called solar energy most of the renewable and essen tially inexhaustible sources of energy for sustained economic in the long term But first budget presented to Congress earlier this year called for a reduction in solar energy expenditures of $163 million from $3899 million this year to $3736 million next year (If the impact of inflation is considered the budget slash amounts to $42 million) The proposed figure represents only 3 percent of the total Department of Energy budget and it marks the first time solar research and development funds have been cut since the program became part of the federal budget Carter plans to offer nuclear power 4 times as much financial support Hayes and his friends are determined to do something about that lack of money inspiration and enthusiasm organized a group called Solar Action and its principal purpose is to celebrate Sun Day on May 3 Led by co coordinators Richard Munson and Peter Harnik the supporters include members of Congress labor union of ficials scientists environmentalists and respected community leaders The Sun Day celebration will take dif fering forms in scores of cities and rural communities throughout the country One group of people will climb to the peak of Cadillac Mountain in Maine the spot where the sun first hits the United States for a sunrise ceremony In San Diego there will be sunset church services across the city Lincoln Neb will have a groundbreaking for a model solar home while Martinsburg WVa will host tours of the dozen solar homes already built in the community Lectures fairs contests and exhibits are scheduled in Carbondale Ill Daven port Iowa Columbia SC Olympia Wash and in larger cities including San rancisco Los Angeles Philadelphia Boston and Chicago transition to the solar age could well begin right says Hayes chairman of the Suri Day program is technically feasible economically attrac tive and environmentally All needed is a true national commit ment to move ahead 1 Jack Anderson ood Programs lounder WASHINGTON While the bureaucrats fiddle and their food programs flounder millions of their fellowmen cannot scratch up enough to 3 eat They endure the gnawing pains of 3 hunger while they pray for help and hope for death Another 2283 persons will die while the administrators of the United Nations 3 ood and Agriculture Organization are 3 out for lunch Meanwhile hundreds of thousands wait listlessly in the last throes 3 of malnutrition with distended stomachs shriveled limbs and running sores Even as we contemplate the terrible 4 statistics 700 million people one person in six suffer ing from 20 million 5 perishing every year directly or indirect ly from lack of food the mind rejects the knowledge that they are human be ings with a basic right to nourishment The stark facts have been presented to President Carter in a confidential 20 3 page memo which declares bluntly: past and current efforts to address the world hunger problem has been marked largely by the lack of a cohesive policy and clear cut or all our humanitarian intentions the White House study adds the programs have been botched by bureaucratic ineptitude "There has been no effective interagency coordinating mechanism for world hunger the memo charges citing a mishmash of 26 federal agencies involved in the programs It contends that international organiza tions particularly the UN ood and J' Agriculture Organization have been? ineffective and poorly ad ministered severely compromising their Jr ability to bring to bear available resources in a coordinated strategy orcapitalize on world concern about Americans assigned to the in i' ternatioh agencies the report concedes not always been of the highest While US food programs may have saved millions from starvation since World War II they may have actually hindered rather than helped bring about fundamental internal changes in developing countries that would lead to food self the report suggests "At the World ood Conference in 1974 we joined other food donor nations in pledging our support for a number of ac tions but we have failed to do our part to provide sufficient leadership There has been a failure by the United States and other nations to instill in the leaders of most developing countries the political will to give this problem a sufficiently high The White House study contends that domestic political concerns and foreign policy factors have been major im pediment" in setting up an effective US world hunger policy this is in evitable to some the report comments present our motivations are not only suspect but our strategy is often It points out candidly: problems in the past have arisen largely from our inability to separate our motivations and objectives with regard to world hunger from the domestically inspired need to dispose of large commodity This has created the awkward spec tacle of American farmers holding back grain in order to increase prices while their less blessed neighbors across the seas are starving On ebruary 13 for ex ample Agriculture Secretary Bob Bergland reported to the Cabinet behind closed doors that United States will exceed all international records in ton nage of soybeans and feed grains this year? Wheat tonnage will be about the But he explained that farmers could keep their surplus off the market by stor ing it This is now possible he said under the new farm law that Congress passed last year He boasted triumphantly that "grain is up 50 cents a bushel in the last six months and implementation of the new storage arrangements will increase the price even Bergland said he is now farmers to take advantage of the storage program to keep grain off the world market Yet at the same time President Carter told the Cabinet that he had been discussing "the problem of world and that he had asked aide Peter Bourne a memorandum on the sub This confidential memo will become the basis for a special message that Carter will send to Congress in May on his proposals to combat world hunger As the first step he plans to sign an ex ecutive order establishing a Presidential Commission on World Hunger His advisers view his crusade to eradicate hunger in the backward nations as a vital extension of his human rights campaign They suggest he adopt a number of key themes based on the following: right to food is the most basic of human rights You are committed to providing the leadership to see that the problem is eventually solved You invited the leaders of other nations to join you in giving this issue the highest priority You are aware that this must be more than a short term initiative and you are therefore making a long term commit ment for the United The memo cautions Carter that his proposal would be met with cynicism from less developed countries In the past' some American food shipments wound up in the hands of profiteers and black market operators But key to solving the world hunger the report emphasizes be to increase food production in those countries where hunger exists It is above all their respon sibility to deal with their own Bourne cites the Chinese communists who increased food production on their own The report contends therefore that ability to increase food production is not as we have often believed in the past dependent on either massive transfer of expensive technology with heavy energy consumption or highly trained It suggests that should be placed upon immediate use of simpler voluntary efforts stressing self help and a sense of dedication similar to that which allowed the Chinese to overcome their food WASHINGTON WHIRL Women employees at the Energy Department are fuming at their pipe smoking boss James Schlesinger not for the tobacco he puffs but for discrimination in his promo tion policies Of 650 supervisory jobs at the newest cabinet level agency only 11 have been filled by women Several class action suits have already been filed against the agency President Carter our sources say has decided to name Robert Pitofsky an establishment Washington lawyer to the ederal Trade Commission Pitofsky who was strongly backed by the business community beat but Willard Mueller uiKE JL IS Your Right to Say It Criticism of UVa Plays Was Attempt to Smear With much dismay I read the recent letters to the editor concerning the Virginia Players' productions of co and I could not believe that the writer of the last letter has the audacity to refer to either of these performances as One only has to consult a dic tionary to know the proper use of the word pornographic It is obvious that these three letter writers are naive to theater as an art form If our universities are forced to avoid subjects of controversy so as not to of fend we are all headed for the return of the dark ages and Mr Jefferson's at tempt to broaden the minds of our youth was in vain I would not be so offended by the recent letters concerning the Virginia Players had they been composed as constructive criticism however I am offended by their cheap attempt as a smear campaign to discourage subscriptions Egnazio Bergbom Charlottesville Note: Mr Bergbom was for 10 years a member of the board of direc tors and stage director for the Peninsula Community Theater in the Hampton Newport News area Democrats to Conduct Nomination Workshop Vote? Both Candidates are just That remark is heard during every election but now it's time for a change There are 12 candidates seeking nominations for US Senate in Virginia Eight of them are Democrats and just about anyone can have a voice in deciding which one will be the Democratic can didate for US senator from Virginia The Democratic Party has an open nominating process Nobody wants to vote for a candidate who was picked by a handful of politicos The Democrats of Charlottesville are try ing to get all qualified voters who con sider themselves Democrats involved in the nominating process If you Charlottesville Extra Work by Deputies Brings No Extra Pay This letter is in reply to the letter in the eb 2 Right to Say headlined Enforced Law Sternly Sans The first thing I wish to point out is the sentence road gets very little traf fic and the cars were not at all in the The main purpose of the law in regards to parking vehicles on the highway right of way or blacktop is to prevent the blockage of the road for emergency vehicles like the rescue squad police vehicles and mostly the large wide fire department vehicle Though most average traffic may be able to pass the fire vehicle may due to its size get stuck trying to get around the vehicles parked on the blacktop This would put lives and property in jeopardy when the fire department is needed There were eight vehicles parked in the area mentioned in the letter The second thing I would like to discuss is the courtesy as described in the letter The officers are not required by law to locate the owners of the vehicles only through the courtesy of the sheriff and his deputies are the owners located and given a chance to move the vehicles before they are removed by the tow trucks At this time I would like to mention the job that the deputies do during the condi tions of snow and ice To point out what I mean I will use the case of eb 2 when four inches of snow fell on Albemarle County In a few hours the dry roads of Albemarle County were covered with snow and after the first couple of vehi cles passed the roads went from snow to ice When the roads get in this condition the job of the deputy sheriffs becomes a cold wet miserable existence of working accidents directing traffic pushing vehi cles and transporting stranded motorists On this day the daylight shift was called out an hour early the midnight shift stayed out four hours late and members of the evening shift put on their uniforms cleaned the snow from their patrol cars and signed on the air to do whatever needed to be done These of ficers are not paid overtime or time and a half or even given time off for the work that they put in to help the people of the county This officer was stationed along with another officer at the intersection of Greenbrier Drive and US 29 North rom 7:30 to 10 am both officers directed traffic and pushed vehicles up the hill at that intersection which after starting our tour of duty at midnight proved to be quite tiring The reason for this letter is show a lit tle more of the Albemarle County deputy sheriff than what was given in the letter Enforced Law Sternly Sans Robert razier Deputy Sheriff Albemarle County Movie Palace to Open In Historic Theater The recent letter of Mr Kenneth Jones (March 24) proposing that Charlie Gold be shown at The Movie Palace is a fine suggestion and we will do our best to show it at an early date The Movie Palace which will open April 21 with Greta Garbo and is located in the former Jefferson Theater one of the most historic buildings in Charlottesville John Hammond Moore in his book County 1726 devotes quite a bit of space to the history of the theater (pp 350 351 etc) Opened in 1912 it was for many years the showplace of Central Virginia with seats for 1200 theatergoers During its heyday the Jefferson presented both live entertainment and the latest movies In 1927 it was the scene of one of Charlot first radio broadcasts We have taken down the 1950 marquee removed the old outside boxoffice and replaced it with one inside remodeled the lobby and restrooms installed automatic 35mm projection equipment for the finest screen image added some additional lighting for live presentations and done as much as possible to bring back the delightful atmosphere of 1912 Our new classic movie policy will use only the main floor of the theater with
