The Board serves residents in the rural southern Virginia Counties of Brunswick, Halifax, and Mecklenberg, along the North Carolina border. The Board's service area covers 2,009 square miles and includes a population of 88,154 people. The Board's FY 2005 budget totals 8.4 million, it employs 175 staff, and over 4,000 residents are served from the Board's programs. The Boards of Supervisors of the three counties established the Board and appoint its Board of Directors. The Executive Director directly supervises the Board's senior management team which is responsible for direct services in the three program areas (mental health, mental retardation, and substance abuse services). The Executive Director is also responsible for the Board's financial management, quality improvement, information technology, standards compliance, human resources (personnel) management, strategic planning, and state and local governmental relations activities, as well as support of the Board of Directors. The incumbent reports directly to the agency's Board of Directors and represents the agency in a number of inter-agency planning and service coordinating activities.
