PRICE ITEEN CENTS Wisconsin: Carter Edges Udall ord Wins Jackson Takes NY MILWAUKEE AP) Jtmmy Carter went to bed trailing Morris Udall in Wisconsin's Democratic presidential pri mary Udall had claimed victory But votes from the more conservative rural dis tricts thrust Carter into first place today And within minutes the former governor was back with 300 screaming supporters waving a Milwaukee newspaper over his head The headline: Upset by Udall" 'And we won anyhow" the smiling Carter shouted With the vote from 99 per cent of Wisconsin's precincts counted it was this way Carter had 269477 or 37 per cent to 262395 or 36 per cent for the Arizona congressman Alabama Gov George Wal lace trailed with 92112 votes 13 per cent followed by Washington Sen Henry Jackson who had 47304 votes or 7' per cent and antiabortion candidate Ellen McCormick with 26750 or4 percent ormer Oklahoma Sen red Harris and four candidates no longer in the race Sens Lloyd Bentsen of Texas and Birch Bayh of Indiana Pennsylvania Gov Milton Shapp and Sargent got a scattering of votes President ord was the clear winner of Republican primary outpolling challenger Ronald Reagan with 55 per cent of the vote Reagan had 44 per cent ord with 99 per cent counted had 324921 votes to 260868 The sixth primary victory earned him all of 45 delegates to the GOP national nominating convention distributed on a winner take all basis in congres sional districts and statewide Democrats will choose delegates in proportion to each can showing and Carter was guaranteed 26 by his finish Udall 25 Wallace was assured of 10 cepted bribes and participated in a scheme to bilk the Small Business Administration office in Richmond the district office he once headed Appearing calm and cool and speaking in a firm voice Regan pleaded innocent to each of 15 counts of an indictment returned against him shortly before noon by a federal grand jury The 19 page document charges him with two counts of racketeering II counts of accep 1 ting bribes one count of mail fraud and one count of interstate transportation of money ob tained by fraud If convicted Regan could re ceive a total of 220 years im prisonment and a $290000 fine US District Court Judge Robert Merhige Jr set May 26 as the date for the trial to begin John Dowd special at torney with the Justice Depart ment's Organized Crime Task orce told the judge he an structure according to Robert Stroh one of the principals in the Jefferson Theater Building Corp Inc the building's owner The project which would remodel the theater's interior for shops restaurants two small cinemas boutiques and gift stores is expected to cost more than $100000 he said Main Street Theater Building To Be The company plans to convert the Main Street level of the present Cinema Theater at 110 Main Street into a 6500 sq ft shop ping arcade stretching 220 feet from the Mall to Water Street with entrances at both points would expect to rent to 15 or 20 dif ferent merchants" Stroh said Besides the main floor remodeling the present theater balcony would be converted to a twin theater with each side seating about 100 patrons he said The proposed remodeling would include the entire main fkxir and balcony but would leave untouched the froqt part of the build ing The present tenants of the four story building would not be involved in the changes Stroh said the developers plan to remove the theater marquee and replace it with a new sign and flag poles new Charlottesville Mall will be completed this summer" he said will undoubtedly attract a great deal of interest i a cooperative project of the city government and the Mall merchants has been planned as part of a program to stop the deterioration of Charlottesville's economic heart thus hopefully perserving the tax base and stemming the emigration of city dwellers to the Albemarle County suburbs Signs indicate that the Mall has already begun to have that effect with hew busi nesses opening up Downtown and plans be ing laid for others business and government leaders say bond "This is no indictment It's a victory they have to either put up or shut up" Regan 47 told The Daily Progress prior to entering'the federal courthouse for his arraignment "I'm innocent" he insisted and said he expects to be vin dicated by his trial Although Regan apparently wanted to talk at length with re porters he was cut off by his court appointed attorney Mat thew Ott of Richmond and declined further comment Regan was fired from his post as Richmond SBA director in ebruary 1974 following a Congressional inquiry into al i leged irregularities in the opera tion of his office which he headed from 1967 The former director the first of three men identified as major targets of the federal probe into alleged underworld involvement in the Richmond SBA to be indicted The others are Regan's brother in law Charlottesville insurance executive Joseph Palumbo and Samuel Calabrese a cousin of Palumbo who federal prosecutors have al leged has underworld links The indictment alleges Regan received bribes in return for his assistance between June 1971 and late 1973 in helping several fraudulent firms obtain more than $1 million in SBA loan ap proval and $6 8 million tn SBA lease guarantees The alleged bribes include more than $31000 in cash 15000 shares of Western American Life Insurance Com pany
