European Parliament members voted 625-28 in favor of the new rules, which will become final when they are approved next week by EU finance ministers, as expected. From 2011, bankers will be able to get only part of their yearly bonuses in cash upfront. The other 70 percent will be held back and paid out if the company performs well. The caps come after a European outcry over payments to executives of banks that received huge state bailouts during the financial crisis.

Some say bonuses encouraged bankers to take massive risks at the expense of the long-term future of their businesses. Michel Barnier, the financial services commissioner, said the new rules sent a strong message that will be no return to business as will need to change radically their practices and the mentality that have led in many cases to excessive risk- taking and contributed to the financial he said. Starting next January, cash bonuses will be capped at 30 percent of the total bonus and 20 percent for bonuses. The measure leaves it to individual governments to determine what means in their econo- mies. While some European countries, including Britain, have already imposed limits on banker bonuses, the new rules set minimum caps for all 27 EU members.

French and German governments have also effectively set caps, by pressing banks to agree to limit executive pay. The Fed and other major banking regulators under a newly adopted plan can veto pay policies that cause too much risk-taking by executives, traders, loan officers and other key employees.

She started her journey in 1970 serving as a Missionary under the South Africa Evangelistic Mission.

Vonnies love of children spread throughout South Africa serving as the Evangelist speading her love of the Lord. During her time there, she saw many children give their life to the Lord help raise funds to build over 100 churches. Vonnie enjoyed her visits home spending time with her family friends, although her real home was South Africa where she served the Lord in so many ways. She will be sadly missed by many people in both countries. Her final resting place will be in Port Shepstone, South Africa on July 3, 2010.

Age 58, of Economy, passed away on Tuesday, July 6, 2010. Patrice was born in Bethlehem, PA August 16, 1951, a daughter of William and Dolores (Hopkins) Clemson. She graduated from Muhlenberg College in 1973 with a degree in Political Science. She later received her degree and doctorate from the University of School of Information Sciences. Most of her career has been as faculty or staff in academic institutions.

She began her career at the New York University Graduate School of Business; subsequent positions were at the Penn State University Pattee Library, the University of Graduate School of Public and International Affairs, Duquesne University, and the University of Illinois Graduate School of Library and Information Science. She was also the University of Data Administrator in the Computer Services and Systems Development department. Most recently, Patrice was a faculty member in the College of Information Sciences and Technology at Penn State Beaver Campus. She believed strongly that university faculty in her field should have practical experience in industry. Consequently, she also was employed for several years in the Information Services and Data Processing divisions of National Data Corporation and Pittsburgh National Corporation.

Patrice was a talented fiber artist and weaver. She never tired of telling her students how the modern computer is a direct descendent of the programmable Jacquard loom of the nineteenth century. She also was an accomplished musician who spent many hours at her piano. She was a fan of all varieties of music. Patrice performed with the Mendelssohn Choir of Pittsburgh for several years and sang in the choir of the First Presbyterian Church of Edgewood during the many years she and her family resided in Edgewood.

She also played with the Handbell Choirs. Since moving to the country six years ago, Patrice became an avid birdwatcher and an enthusiastic gardener. She and her students became regular volunteers at Old Economy Village in Ambridge where they worked on developing websites and computer systems for recording and indexing the many historic documents and artifacts maintained at the site. In recognition of her many efforts to bring together the campus and business communities to provide internship and employment opportunities for her students, the Penn State Advisory Board awarded Patrice the Faculty Excellence in Service Award for Outstanding Service to the University, Society and the Profession. She was a long-standing member of several professional societies, including State Beaver Campus.

She believed strongly that university faculty in her field should have practical experience in industry. Consequently, she also was employed for several years in the Information Services and Data Processing divisions of National Data Corporation and Pittsburgh National Corporation.
