study for the finished sculpture This theory persisted until very recently when a University library staff member discover ed a second plaster bust (right below) in a study formerly oc cupied by Harry Clemons the University's librarian from 1927 to 1950: Inquiries revealed that this bust had come to Clemons many years ago as a bequest from a donor now unknown The bronze and plaster busts are far from identical The dra system based on Beaver Creek Reservoir Part of the money borrowed from the county may remain on loan to finance the studies at Scottsville since: Scottsville work estimates covered in the bond issue of $825000 The Authority also instructed County Executive Otis Brown who is acting director of the Authority and Barry i Marshall an attorney to draw up an agreement through which the Authority would lease the water distribution facilities at Crozet from the Sanitary Dis trict This would be in return for sufficient payments to amor tize the $90000 in district bonds which are still outstanding The Authority would then handle all water sales in the Crozet area i instead of selling water to the district for resale In another bond issue matter i the Authority requested the Vir ginia National Bank be desig nated co trustee and paying agent for the sale of Authority bonds The Scottsville actions were based on a report by William Overman of Virginia Beach en gineer for the work at Beaver Creek Crozet and the subdivisions north of Charlottes ville The area he recommends as feasible for Authority juris diction includes the Scottsville plant of the US Rubber Co This is 'the largest water user on the present town system but it is outside the town limits The Town Council asked the Board of Supervisors his spring to make a feasibility study Earlier plans for the Authority to take over the Scottsville op eration had been deferred while Scottsville worked with another engineer to see if the town could finance improvements more cheaply Under either form of operation a federal grant will be sought through an application to the State Water Control Board meeting will be held at 9 a Re appointed Dr Law rence Quarles to a three year term on the city school board committee which operates Burley High School 5 Were toid by Cale that before planning could begin for use of new federal aid funds the county would have to get instructions on how to carry out programs in schools where pupils range from very low income homes to high income homes The programs are for low income families Agreed to serve on a panel the morning of Aug 24 to discuss schools before coun ty teachers at the annual pre school conference The Board of Supervisors will be invited to hold a similar panel discus sion the afternoon of the same day The three day joint ses sion of the conference will be at Albemarle High School Aug 23 25 Deferred discussion of a question on sex education until they were in executive session One board member asked what had been found out about state regulations on this since the question had arisen at a meet ing of the Burley committee but Cale suggested that due to the nature of the subject it be discussed in executive session Received written reports from air county school princi pals dealing with progress in their schools the past session Almost all were present for meeting but they made no oral reports One assignment problem on which Cale told the School Board he has started work on is requests from parents in Key West subdivision to attend McIntire Elementary School rather than Stony Point The distance to McIntire Is shorter but Cale said he discussed this problem with an attorney for the US Office of Education in terms of what would happen then to balance out class rooms Would children from US 29 north of Charlottesville then have to be taken a long er distance to Stony Point? The next closest school for them Broadus Wood is already a crowded Cale said 3 approximately 150 volunteers who are making a door to door march to collect contributions for the MS fund These volunteers are pres ently working with representa tives from the Richmond MS Chapter which covers seven major cities and 40 counties in Virginia However one of the Richmond MS board members recently suggested setting a permanent committee within Albemarle County The formation of such a local committee would permit a share of the collected funds to remain in the Charlottesville area for use in patient serv ices the victims of this disease presently incurable are without hope' but through this drive and similar drives throughout the nation we (the volunteers) can at least give them Mrs Totty said of the aims of the cur rent drive is to inform the gen eral public of some of the truths and eliminate some of the mis conceptions commonly Mrs Totty added Multiple sclerosis is called great Reporter Because of the efforts of a few interested persons who wanted to a lottesville and Albemarle Coun ty may soon have its own Mul tiple Sclerosis Chapter Current interest in centered around the first annual MS fund drive which runs until June 20 The campaign Was organized locally by a of civic minded women led by Mrs William A Totty III the 1965 MS drive residential chair man The local fund drive with 15 area captains has spread to Electrical Service Interrupted in City An estimated 150 customers of the Virginia Electric and Power Co were without elec tricity this morning due to an equipment failure A Vepco spokesman said an automatic circuit recloser failed at about 6 am The power was off for hours while workmen tested various parts of the cir cuit before the source of the trouble was located and re paired Most of those affected were in the southwest part of town But the spokesman added scattered failures occurred since the cir cuit is not concentrated in one particular section because of a phasing systetn By ALAN BRUNS Progress Staff Reporter Albemarle School Super intendent Paul Cale told the School Board yesterday that you deal with 6400 children and their parents you have a whole lot of in school assignment possibili ties and it may be some time before next school assignments are worked out Each child took home a form the last week of school on which a first and second choice school could be indicated with preference going to those living closest to their first i school The blanks came back with some requests to attend schools in the city luvanna County or all the way across Albe 'Quiet Zone' Boundary Clarification Given The eastern border of the radio television referred to in an article in yes issue of The Daily Progress is the midpoint be tween the 78th and 79th merid ians and runs in a straight north south line through Albe marle just west of Earlysville through the grounds of the University of Virginia and just west of Scottsville In yester article a faulty figure made it sound as if this were the 78th meridian rather than 30 west of that me ridian In cases heard before Coun ty Court Judge Stuart Head during the past three days a North Garden man Douglas Thomas was fined a total bf $50 plus court costs on two fishing offenses Thomas was fined $25 for ex ceeding the eight trout creel limit and another $25 for fish ing after obtaining the creel limit Nine motorists given ranging from $15 to $25 James Campbell Cedar Hill Road (70 mph in a 60 zone) Jerold Kreid ler 21 a University of Virginia student (62 mph in a 45 zone) Donald Preston Tate 19 of Waynesboro (75 niph in a 60 zone) Daniel Dondiego of Waynesboro (72 mph in a 60 zone) Ronald enrick 30 of Grove Street (55 mph in a 45 zone) and Thomas Hood 25 of Bristol (73 mph in a 60 zone) all fined $15 I Whitlock Jr of Waynes boro (do mph in William Wright gina (60 mph in and Mrs Marjorie alls Church (74 mph in a 60 zone) all fined $20 each Earl Eddins of Waynes boro passing and Roger Wood 22 $50 for leaving the scene of an acci dent and another $25 for reck less driving matic bronze bears a tortured expression eyes appear to be staring at unseen horrors The Baer plaster is more con templative and somewhat sor rowful reflecting greater hu man warmth The two plaster busts while similar in pose and expression bear differences in surface tex ture and details of attitude These indicated to one member of the art faculty who has examined them that the Baer bust may have been a refinement of the rougher more spontaneous Clemons bust The question posed by the ex istence of the three busts con cerns the nature of the plasters Were they both studies for the bronze or were they perhaps two of a small edition made by the artist for distribution among friends? The bronze was presented to the University in 1898 by the Edgar Allan Poe oundation for the old Poe Alcove in the Ro tunda At present it stands on a pedestal in a hallway outside the noted Garnett Room and its collection of early Americana The new Baer plaster has been placed in the Taylor Room on own writing desk where it Is appropriately sur rounded by first editions of American novels Marble for the last 66 years been a prized possession of the University of Virginia now has two small mysterious plaster companions The three busts are creations of George Julian Zolnay (1863 1949) an American sculptor who came to this country in 1892 from his native Hungary The first of the small plaster busts ('enter in photo below) came to the University earlier this year as a gift from Carlyle Society 2315 Monument Avenue Richmond Va 23220 The Albemarle Service Auth ority decided last night to ask the Board of Supervisors Thurs day to extend its jurisdictional area to include Scottsville and its immediately surrounding area This action was requested by the Scottsville Town Council Bids are to be opened July 14 on a sewage treatment plant for Scottsville and when this cost is determined the Town and the Authority can decide which will build and operate it Extending the jurisdictional area will mean the Authority can take over water and sewer operations for Scottsville if the cost can be recovered from revenues from consumers The Authority also took final action last night on the pur chase of the water system that serves Northfields Carrsbrook and Westmoreland subdivisions all east of US 29 north of Rio Road The $130000 purchase effective June 15 is from Dr and Mrs Charles Hurt the North Corporation and the East Corporation A rate schedule to be recom mended to the Board of Super visors Thursday will establish a monthly minimum of $6 which is for 6000 gallons The pres ent minimum is $4 for 2250 gallons but the present aver age monthly bill is for $833 Under the new rate schedule that average monthly consump 6250 would cost $614 The $130000 was borrowed from the general fund but this and $162000 borrowed from the county for work at Crozet last year will be re paid when the bonds are sold probably within the next six weeks The bonds will be repaid over a period of years from revenue from water sales in system fed by two weeks in the subdivisions north of town and from a Crozet area Daniel Van Clief Demo cratic candidate against Repub lican Richard Middleton in the Albemarle Greene House of Delegates contest in 1963 has declared that he favors David Wood Jr in the July 13 pri mary to select a candidate to run against Middleton this year He makes this statement the full knowledge that I shall support the victor in the pri mary against any Republican or independent Van Clief added opponent in the Democratic primary is Hen ry Tiffany Van Clief said either would merit support in November has been my experience that the Democratic Party in Virginia through its extensive use of the primary election for nomination offers each and every citizen of the Common wealth the privilege of selecting a candidate of his choice in an open election to serve the party that has planned and executed the present progressive achieve ments of our State and the par ty that now lays the groundwork for her Van Clief said in Albemarle and Greene counties are fortunate this year to have a choice in the primary election for the Democratic nomination to the House of Dele gates of the General Assembly two qualified and energetic pub lic servants either whom will merit the support of the vast majority of citizens the gen eral election this November I believe that Mr David Wood or Mr Henry Tiffany are both capable men I must as we all must make a choice prior to the July Democratic Van Clief stated I carried the Demo cratic banner into this election two years ago many of my friends and associates have urged that I make this choice known "As a member of the Albe marle Democratic Committeer I hesitate to do this but in all good conscience i and only as an individual I shall support Mr David Wood in the primary election with the full knowledge that I shall support the victor in the primary against any Re publican or independent nomi nee have known Mr Wood for a number of years and have joined with him in support of many worthy community proj Van Clief concluded is a man of outstanding person al qualities and if elected will serve the citizens of our two counties with tional television commenting that while it cannot bear the whole burden of teaching chil dren it is very effective and the instructional staff appreci ates the School sight and in making it possible to receive these pro grams this year McClure described the physi cal testing program for elemen tary schools in which tests in the spring can be compared with tests the previous fall and each can be compared at either time with county and national averages He also reported on instruction on harmful 'effects of narcotics and alcohol in struction which is required un der state law and on smok ing for which three films have been donated by (interested groups At the end of the meeting the School Board adopted a resolution of appreciation for Dr Graham's service to the county Driver Charged In Two Vehicle Crash in Crozet Walter Hunt 38 of Crozet was charged with failure to yield the right of way following a two vehicle collision about noon yesterday near the inter section of State Rts 1201 and 691 in Crozet State Trooper Cham bers said Hunt was backing his truck from Rt 691 into Rt 1201 when it struck a car driven by Mrs Lillian Davis of Crozet who had halted for a stop sign Chambers estimated damage at $125 In an accident within Char lottesville yesterday: Russell Walton of River Vista Avenue was charged with improper passing after his car and another car driven by Jonathan arrer of North Avenue collided near the inter great deal to the quality of learning that is attained and Albemarle County has made great strides in Dr Claude Graham retiring direc tor of instruction for the coun ty told the School Board yester day But he also stated that it disturbs him everytime he hears it heard it thousands of that one or another factor the most important in a school deficiency in any area re sults in a deficiency in your educational he stated Leading off an annual report by the supervisory staff Dr Graham dealt with the school plant instructional materials teachers and the program of studies He said there has been strong emphasis on stimulating Albemarle teachers to engage in self improvement activities and that they have responded to this He reviewed steps taken to develop interest in instruc tional materials and to supply them and broaden the range of them In commenting on libra ries in the schools he stated that the school librarians just as active as any profes sional librarian could in stimulating use of their facili ties Also reporting were Mrs Zadie Martin and Mrs Gladys Leake elemen a education supervisors Clarence McClure physical education supervisor and Hugh Clark attendance offi cer Clark reported that' although seems a to have to take parents to court for failing to send children to school in a county which has good schools and where help with clothes and books is available to any child he took some 30 persons to court under the new com pulsory attendance law and all but one were convicted The usual sentence is ten days sus pended which Superintendent Paul Cale said is more ef fective than a $1000 fine would be Cale praised work both on the official level and in helping children above and be yond his duties Mrs Martin outlined the work of an elementary education su pervisor and paid tribute to Graham who retires June 30 She said she had worked with six different directors of in struction since she became a supervisor 16 years ago and most of them
