Porter Barrett Day Nurs A goal of $29011464 was an nounced yesterday by the Unit ed Givers und of Charlottes ville and Albemarle County for the 1965 66 fund drive: Story Jr made the budget committee report to the UG Board of Directors The amount is an increase of about $30000 over last UG campaign This year's campaign will in clude 25 local state and nation al agencies Two new agencies the Charlottesville YMCA Dr Virgil Marshall cam paign chairman discussed plans for the fund drive scheduled to begin in October He presented his pledge to Coleman Trainor president of the UG Board of United and the annual naturali zation ceremony at Monticello head a day long schedule of ac tivities to be held for the ob servance of Independence Day the Charlottesville area The events will take place July 5 since the ourth falls on a Sunday this year The cele bration has been arranged by the Charlottesville Indepen dence Day Celebration Commit tee under the chairmanship of Bernard Chamberlain Ambassador Herve Alphand will give the Independence Day address at Thomas home He and Madame Alph and who accepted an invitation to visit here several months ago will be the guests of the Thanas Jefferson Memorial oundation Other details of their visit are still to be an nounced The US District Court for the Western District of Virginia will convene at 10 am at Mon ticello with Judge Thomas Michie presiding for the na turalization ceremony This is expected to precede the rench address A color guard from the Monticello Guard will participate The ceremony at Monticello will actually begin at 9:30 am when the Charlottesville Muni cipal Band will present a half hour concert Monticello will suspend its admission charge from 9:15 to 11 am A bus made available by the Yellow Cab and Transit Co will provide free transpor tation to the ceremony leaving the Monticello Hotel at 9:15 Bell ringing sports events a picnic and fireworks round out the activities At 1:45 pm the Albemarle Chapter of the Daughters of the American Revolution will con duct a bell ringing program at the irehouse on Ridge Street Bells all over the city will be gin ringing at 2 pm The City Recreation Depart Cecil Barker was admitted to the University Hospital yesterday with chest and head injuries suffered in an accident at the erron Cement Company of Carlton Avenue Barker told Patrolman Jim Haden that he was unloading dry cement into a conveyor from a tank truck which was filled with compressed air to push the cement from the truck up a pipe and into the conveyor Haden said Barker apparently opened the wrong: hatch cover on the truck and the force of the compressed air blew the cover off and into the man Barker was reported in satis factory condition this morning at the hospital In traffic accidents within the county and Charlottesville: A University student Wil liam Lloyd 20 was charged with reckless driving yesterday after a two car collision about one mile west of the Mechum River Bridge on US 250 Albemarle Deputy Sheriff George Bailey said Lloyd was driving west on US 250 in a compact car when he apparent ly decided to make a turn in the three lane highway As Lloyd started to make the turn from the right hand lane lear driven by Arnold Cousins 42 of Richmond which was following attempted to pull out and pass The two cars collided in the middle lane Bailey said The wreck caused about $300 damage Mrs Helen Haas of Day ton Ohio was charged with failure to yield the right of way yesterday following an accident involving her car and another driven by Lee Jr of East Market Street near the intersection of Second and East High streets Damage was es timated at $350 At 12:15 pm yesterday cars driven by Horace Miller and Linwood Bowles collided on West Main Street resulting in approximately $400 damage Bowles was charged with reck less driving A reckless driving charge was brought against a Rich mond man William Bailey after a two car accident on Avon Street about 5:25 pm yesterday Police said a car driven by Warren Payne of Amityville NY had stopped in a line of traffic on Avon Street when he was struck from behind by a car driven by Bailey The crash caused about $250 damage Only minor damage was re ported when a car driven by William Dailey of Baltimore struck a parked station wagon this morning The station wagon is owned by Gip son of Estes Street Police said the accident hap pened while Dailey was turning his car around No charge was placed be held at McIntire Park This will be followed beginning at 8 pm by another concert by the Municipal Band The $3) and United Service Organizations $750 (down $190) Last Escapee Apprehended By BIAgents Ralph Junior Harlow 29 the last of five fugitives remaining at large after escaping from the Charlottesville City Jail May 2 was arrested yesterday in Bal timore by BI agents An BI spokesman said Har low will be given a hearing be fore the US Commissioner in Baltimore today on a warrant of unlawful flight to avoid prose cution for forgery Harlow is expected to be brought back to the city jail sometime this week by the members of Charlottesville Po lice Department Details of arrest were not available this morn ing The five men made their bid for freedom here when Harlow asked to be transferred to an other cell When the cell door was opened Harlow jumped the guard and with the help of the other four inmates took the keys and gun After locking (he jailer in a cell the escapees ran out of the jail climbed a fence and disappeared Six days later BI agents cornered four where they had been hiding in a cinderblock chicken coop near Richmond The other escapees were Claude Shifflett 22 rank Dudley 21 Leland razier 22 and his brother Russell ra zier 25 Baptists Plan Bible Classes The annual Vacation mate rial on the Elementary and Secondary Education Act of 1964 under which qualifying school systems may receive fed eral funds for certain approved projects Two Attend National Meeting in Colorado Emerson Spies and Walter Wadlington professors of law at the University of i ginia attended a national meet ing of the Law School Admis sions Test Council last week in Colorado Springs Colo Spies director of admissions at the law school was re elected to his third term chairman oi the council Phillips in Driver's Seat as Cochran Looks On BLA Sr Rescue Squad Picks Registration Campaign rederic Phillips has been named chairman of this fund drive for the Charlottes ville Albemarle Rescue Squad with the launch date set for Aug 15 The goal for the annual drive is $40000 The proceeds are to provide $15000 for operating expenses $5000 for replace ment of equipment and $20000 toward the remainder of the mortgage on the headquarters Rt 20 Group Has Opposition A counter effort to the Stony Point Road Historical and Pro tective Association is being or ganized by Bell who re cently published a letter in The Daily Progress attacking that stand The Historical and Protec tive Association was organized last month to oppose tentative reconstruction plans for a sec tion of State Rt 20 (Stony Point Road) on the grounds it would destroy scenic and historic values Bell is circulating a petition which would support the straightening and improvement plans scheduled by the State Highway Department The Historical and Protective Association has asked the State Highway Department to hold a public hearing on the project something which is done when there is a significant protest to highway project plans No date for a hearing has been an nounced Bell has gathered a number offnames on his peti tion and seek others at his service station which is lo cated on Stony Point Road Culpeper Eyes Gun Ordinance CULPEPER Gun sales may come under closer control here City Council is gathering various gun restricting ordi nances used in other Virginia cities In another matter of guns council granted Seldon Garnett sporting goods shop operator permission to build a firing range in the basement of his store Chairman building The overall goal is the same as last William Hill has been named vice chairman of the drive and will be in charge of business contributions Rescue squad president Joel Cochran said that the fund drive is the only source of rev enue in maintaining the squad before the kickoff date on Aug 15 city and county residents will receive mailed letters of appeal asking voluntary contributions to the rescue Chairman Phil lips said support is a necessary and vital part of pro viding emergency service to the community and In addition to the mail appeal squad members will conduct a on weekends during the drive Two County GOP Meeting Is Planned A joint mass meeting of Albe marle and Greene Republicans will be held at 8:30 pm June 17 at the Albemarle County Courthouse to nominate a candi date for the House of Delegates seat representing the two coun ties Del Richard Middleton who defeated a Democratic in cumbent to win the seat in 1961 and was re elected over Demo cratic opposition in 1963 is the only known candidate for the nomination He is the first Republican delegate to have received as signments to House committees of importance when last year he was named to the committees on agriculture and education The mass meeting was an nounced by Tevis Michie vice chairman of the Albemarle GOP Committee and A (Buddy) Eddins chairman of the Greene GOP Committee Middleton is chairman of the Albemarle GOP Committee A Democratic assault on the House seat is assured this year as David Wood Jr of Ivy and Henry Tiffany of Greenwood both seek the nomi nation to oppose Middleton The Democratic nomination will be settled in a primary election on July 13 or Primary Ends Saturday Charlottesville and Albemarle voting registrars will be open Saturday for the last time until after the July 13 Democratic primary: Saturday is the deadline (30 days before the primary) for registration to vote in the pri mary and the city office must close by state law even though no primary election will be held in the city that day It will be the last day for unregistered county residents to qualify to vote in the Albemarle Greene primary to select a Democratic nominee to oppose Republican Del Richard Middleton however Unregistered county and city residents who wish to qualify for the November election will be able to register again after July 13 up to Oct 2 (30 days before the Nov 2 general elec tion) The only contest in the Albe marie primary and the only names on the ballot is that between Henry Tiffany of: Greenwood and David Wood Jr of Ivy for the House of Delegates nomination The office of Jack Kegley Albemarle registrar will be open from 9 am to 12 noon Saturday and is also open regu lar hours weekdays It is in the County Office Building on Court Square The office of Stuart Rothwell city registrar will be open from 8:30 am until 12 noon on Sat urday and it is open regular hours weekdays It is in the Virginia State Building and Loan Association building at 201 ifth St NE diagonally across the street from City Hall Wood to Give Campaign Ideas David Wood Jr candidate for Democratic nomination for the Albemarle Greene seat in the House of Delegates will present his views and campaign plans tonight at 8 at a public meeting at Meriwether Lewis Elementary School Wood a resident of Ivy Dis trict has invited all registered voters in the district to attend the meeting It is one of a series he has been holding in School Count May Aid Census in Albemarle The school census of Albe marle County which is now un der way will if plans are suc cessful serve as an interim census of the popula tion of all ages The school census required every five years by state law counts residents under the age of 19 in order to keep track of future school enrollment pros pects The census takers this summer mostly principals and teachers will also fill out cards for homes where there are no children The federal census was last taken in 1960 and be tak en again until 1970 so this summer's check on the coun population will serve as a mid period figure for the many planning purposes for which a population count is necessary Albemarle lost part of its 1960 population through the 1963 an nexation yet many parts of the county have grown fast since then leaving officials with only estimates to work with The census takers will also ask each family if it has moved within the last five years (since the last school census was taken) and if so from out side the county or outside the slate Some of the census takers be gan a couple of weeks ago but others are starting only now since the school term has ended A summary of the population under 19 years old must be turned in to the State Depart ment of Education by Sept 1 various parts of the county to discuss campaign plans with supporters Wood and Henry Tiffany of Greenwood both seek nomina tion in the July 13 Democratic primary The winner will op pose Republican Del Richard Middleton in the Nov 2 general election Tiffany addressed a group of Green wood residents last night at Greenwood Elementary School 7400 rayed In Three Days In the first three days of the ray survey being conducted in Charlottesville and A 1 marie 1400 persons have visit ed the mobile unit All those rayed so far have come from industrial plants The first ray clinic for the general public is scheduled for tomorrow from 12 noon to 7 pm in front of the Jefferson Theater.
