Cold War negotiator for 2 presidents By William Yardley The New York Times Max Kampelman, a U.S. diplomat enlisted by Democratic and Republican presidents to negotiate Cold War treaties with the Soviet Union on nuclear weapons and human rights, died Jan. 25 at his home in Washington, D.C. He was 92. The cause was congestive heart failure, his son Jeffrey said.

Mr. Kampelman, who was a legislative counsel to Sen. Hubert Humphrey of Minnesota in the 1950s, had become a prominent lawyer in Washington when he received a call from another Minnesotan, Vice President Walter Mondale, in 1980. President Jimmy Carter wanted Mr. Kampelman to represent the United States at the coming East-West meetings in Madrid, in which the United States was seeking to bring the Soviet Union and some Eastern European countries into compliance with world human rights accords signed in Helsinki in 1975.

Mr. Kampelman took the job reluctantly and only after being assured it would last just three months. Instead it lasted three years deep into the first term of President Ronald Reagan, who retained Mr. Kampelman as lead negotiator. When an agreement was announced in July 1983, Mr.

Kampelman was careful not to give the Soviets too much credit. cannot in good conscience permit a limited negotiating success, important as we believe it to be, to make us forget, much to our regret, that signatures on a document do not necessarily produce compliance with its Mr. Kampelman said in Madrid, days after the agreement was announced. His comments, recounting a laundry list of past Soviet violations, including the 1979 invasion in Afghanistan and the 1981 imposition of martial law in Poland, angered Soviet delegates. The toughness and clear- eyed patience he displayed in Madrid impressed the Republican administration.

Less than two years later even after Mr. Kampelman had served as an adviser to Mr. Mondale in his 1984 presidential campaign Reagan appointed him to lead arms-control talks with the Soviets in Geneva. The president said he had more important in his second term than to reduce nuclear weapons. MAX KAMPELMAN Nov.

He then moved into their Advertising and Public Relations department, where he eventually was promoted to Advertising Manager. He received his Bachelor of Arts degree in Journalism and Communications from Point Park College. While at Calgon Carbon, he was actively involved in Toastmasters and United Way Campaign activities. After retirement, he tutored elementary age students at Holy Innocents. For leisure, he enjoyed gardening, fishing, bowling, and spending time with family.

Louise married Nicholas Rittenhouse Criss, Jr. on February 9, 1943.

Saturday would have been their 70th wedding anniversary. Louise was a tireless supporter of many organizations. She was a member and officer of the Rockledge Garden Club for over 60 years. She served on many committees and as Elder and Deacon for East Liberty Presbyterian Church. In 2006 she became a member of Fox Chapel Presbyterian Church.

Louise served on the Board for the Jane Holmes Residence for many years. A true anglophile, Louise loved to travel, making many trips to London during her lifetime. She loved spending time with family, friends and was a founding member of P.O.E.T.S social club of Briarcliff Road. Louise was preceded in death by her husband; her sister, Barbara Caldwell Blackburn; and her sons, Nicholas Rittenhouse Criss III of San Diego and Russell Caldwell Criss of O'Hara. She is survived by her daughter, Sally (Criss) Allan of Pittsburgh; her sister, Marjorie Caldwell Berlin of Naples FL; her grandchildren, Catherine (Criss) Parker, Nicholas Rittenhouse Criss IV, Elizabeth Criss, John Criss, Louise Criss, Jim Allan, David Allan, Bobby Allan; and two great- grandchildren.

86, of Pittsburgh, passed away on Monday, January 28, 2013. Known by his friends as Don or Donny, he was born in Wilkinsburg, PA to the late Joseph and Dorothy (Andrews) Cunningham on November 20, 1926. A brilliant man, Don graduated high school early, enlisting in the Army Air Force at age seventeen. Upon discharge he went on to attend the University of Pittsburgh, where he received a Bachelor's Degree in Mechanical Engineering. He married the late Ann Marie (Webb) Cunningham and they lived together happily until her passing in 1987.

Don served in the Army Air Force as a B-29 flight engineer prior to the end of WWII. He went on to devote over 50 years working for one company, starting his career with the then Edwin L. Wiegand and Company as an electrical engineer where he developed multiple patents, including Heating Cable. After retiring as V.P. of Electrical Engineering for a division of Emerson Electric, he stayed on as a consultant with Emerson for several years.

Don was also a volunteer firefighter for 15 yrs at the Churchill Fire Department, serving as Fire Chief for several years. He was a member of the Wilkinsburg B.P.O.E. Elks Lodge was elected, and served as Exulted Ruler. An avid runner, he ran in multiple marathons, including his favorite, the Marine Corps Marathon. He enjoyed walking or jogging with friends every morning at the Woodland Hills H.S.

track, bird watching from his back deck, and was known to be a great Steeler's fan. He was a very loving and involved father and grandfather. A selfless man, he was always positive in all respects, a true cheerleader, and positive role model to all who knew him. He will be deeply missed and remembered for generations to come. Preceded in death by his children, Bruce Cunningham and Carol Cunningham; and grandson Matthew Cunningham, he is survived by his loving children, Mark Cunningham, Jill (Cunningham) Stewart; son-in-law, David Stewart; and his adoring grandchildren, Gwendolyn Cunningham and spouse Matthew Sichel, Emily Cunningham, Christine Cunningham, Marcus Cunningham, Katherine (Katie) Stewart, Cameron Stewart, and Connor Stewart.

He loved and cared greatly for his devoted caregiver, Sara Pothoff and her son Asher, both of whom provided him much love, comfort, and happiness. Viewing will be 2-4 and 6-8 p.m. Friday, Feb. 8, 2013, with an 11 a.m. Funeral Service Saturday, Feb.
