Virginia on Monday The Gulf Coast states Mississippi Valley Plains and central and southern Rockies had sunny to partly cloudy skies and seasonable temperatures Rains in North Carolina caused flooding prison system Earlier this year Calhoun or dered the Parole Board to appear before his court after he learned it had granted early releases to two inmates to whom he had given three year prison sentences Calhoun stopped short of holding the state in contempt for paroling 20 prisoners for Sullivan County early but he warned of fu ture reprisals including contempt of court citations if the releases continue Calhoun blasted the state Pa role Board in a July 31 opinion He said the board freed the 20 criminals sentenced in his court up to six months prematurely by and rely ing on an
