all day downpour caused a series Mills Traffic was confined to one lane while high of rock and dirt slides that partially blocked an way crews labored to clear the roadway eighth of a mile section of US 29 south near Gleco by Payne One Man Hurt in Two Car Crash on Pantops Mountain David Milton Sullivan 22 of 416 13th St NE was treated at University of Virginia Hospital Saturday night for a head in jury suffered in a two car col lision on Pantops Mountain about 10:15 Mayo and Penn said Lamb was driving a rented car which struck a parked automo bile owned by Mrs Dorothy Gardner of 1112 Altavista Ave about 6:15 a Lamb was taken to University Hospital for treatment of a knee injury Beagle Named AsCollecfor Of Heart und postmaster Eugene Beagle will be a Heart und Collector again this year The 1965 Heart und contri butions may be mailed in an en velope addressed care of Postmaster Charlottes and they will be for warded promptly to campaign headquarters This was the announcement today by the post office mak ing it easy for residents of Charlottesville and Albemarle County to make their contribu tions as well as expediting handling of the huge stack of mail directed to the Heart und at this time each year will be cred ited to the town indicated by the post said A De Bow Owen Heart Sunday chairman are again indebted to the post office and to postmas ter Beagle for this service through which those residents who cannot readily be reached by Heart und volunteers nev ertheless may make their con tributions to the 1965 cam paign with a minimum of time and the chairman said Contributions may also be mailed to the Heart Sunday treasurer at The National Bank and Trust Co Hispanic Center To Hear Lecture The Hispanic Center at the University of Virginia will pre sent Jorge Salgueiro professor of architecture in the Central University of Venezuela Cara cas in a brief illustrated talk tomorrow night on some aspects of educational development in Venezuela Salgueiro is at present engag ed in graduate work at the University of Virginia His talk will be given at 7:30 pm in the graduate lounge and will be in Spanish The public is invited Deputy Sheriff Thomas Whitten said Sullivan appeared to have attempted to pass an other car operated by Richard Wilbur Terry 16 of Orange About one quarter of a mile east of the city car struck auto in the rear throwing it onto the shoulder Whitten measured 170 feet of tire marks from car before point of impact and 70 feet after the crash Sullivan was charged with reckless driving Damage was about $1400 Police yesterday morning charged Roger Lee Lamb 19 of Rio Road with reckless driv ing and driving without a license after a $1400 wreck on Elliott Avenue City Police Officers Dr Oron Hale professor of history at the University of Virginia was named to a newly established William Corcor an Professorship of History by the Board of Visitors Saturday The chair was established from a $98000 endowment fund given to the University by Wil liam Corcoran the income to be divided between the department of history and the department of philosophy The current market value of the endowment is approximately $250000 Dr Hale had been a member of the University of Virginia faculty since 1929 He was in Germany on a fellowship of the Social Science Research Coun cil in 1932 and 1933 when Hitler came to power In World At 7:35 pm Saturday Elmer Sprouse of 1613 Market St turned tiis car into the driveway of his house when it was struck in the rear by a car operated by Addison Houchens 30 of 617 Altavista Ave Officers Haden and Mawyer estimated damage at $700 and charged Houchens with driving under the influence of alcohol and reckless driving A two car collision occurred at 6:50 am today at Ridge and Garrett streets The drivers were identified as James Lee Smith of RD 6 and James Newton itzgerald of 779 Rives St Officers Haggard and Baird estimated damage at $300 War II he was a colonel in mil itary intelligence on the War general staff In 1950 he was appointed dep uty state commissioner for Bavaria on the US High Com mission In 1951 he became commissioner and served until 1952 when sovereignty was re stored in the ederal Republic He is the author of many and Diplomatic 1 a and Diplo macy 1890 and Cap tive Press in the Third William Wilson Corcoran a native of Georgetown in Wash ington gave the funds for the Corcoran Art Gallery in Washington He also endowed universities churches theologi cal seminaries and various char itable institutions About $1000 damage resulted from a three car collision on US 250 two miles east of Char lottesville at 4:30 pm yester day State Trooper Leonard Driscoll said a car driven by Harvey Wray 58 of Buena Vista stopped for traffic when it was struck in the rear by another car driven by Lee Skipper 25 of RD 5 A third car operated by James McCabe Jr 30 of Key West Drive struck car from behind Skipper and McCabe were charged with following too close in traffic Another rear end collision oc curred at 3:20 pm yesterday on the US 250 bypass at McIntire Road A car driven by Blake Baker Woodson III 48 of 242 Court Square skidded into the rear of an automobile driven by A Guilford 32 of 1607 Monticello Road who had stop ped for a traffic light City Police Officer Morris estimated damage at $900 More than $300 damage was caused by a car which struck a fence and a parking sign at Eighth and Page streets Satur day Officer Hensley charged the driver Clarence A Carter 25 of 600 Dice Street with reckless driving and driv ing without an li cense Injured Persons Are Recovering A Patton Janssen of Bellair and Mr and Mrs Irby Hutchens of Glen Morgan Va were re ported in satisfactory condition at the University of Virginia Hospital this morning They suffered head injuries in a two car collision on US 250 near the entrance to Westleigh subdivision about 10 am Satur day A hospital spokesman also reported Billy Morris Stricke leather of Charlotte NC in satisfactory condition He was the driver of one of two tractor trailers which collided at US 29 north and US 250 bypass early Saturday morning Strickeleather is suffering from internal injuries The driver of the other truck Paul Marshall Creech of Rich mond was released from the hospital this morning He re ceived a head injury Hospital Rate Increases Authorized by UV a Board Hale Is Appointed History Chair Increases in daily care rates and other charges at the Uni versity of Virginia Hospital were authorized Saturday by the University Board of Visitors to bring charges more in line with existing costs Represent ing the first increases in nearly three years they will be effec tive March 1 Hospital officials stated that University Hospital costs con tinued to be over 20 per cent below nationwide average costs for similar type hospitals but that rates now lagged behind costs to an extent that necessi tates early adjustment Rising supply and salary costs were stated to be the principal causes for the increases Development of special diag nostic and treatment services required to keep pace with re cent developments in medicine and surgery also was cited as another major cause of in creased costs These include facilities and staffing required for open heart surgery diagno sis and treatment of cardiovas cular disease operation of the artificial kidney and the re cently developed intensive care nursing unit Charges for daily hospital care which includes room board nursing and other rou tine services will be increased an average of $3 per day for most patient accommodations The current rate for semi priv ate accommodations is $17 19 Some increases in charges for use of the operating and deliv ery rdoms and for certain spe cial procedures will be placed in effect at the same time The University Hospital a state assisted institution serves over 17000 inpatients from all sections of Virginia each year The hospital receives support through federal and state and local public assistance pro grams of medical care for the indigent and near needy It endeavors to relate charges to cost to avoid subsidization of indigent patient care by private service patients Prisoner Burns Clothes in Cell A prisoner arrested for being drunk and disorderly early yes terday morning set his clothes on fire in a cell at the police station Police Officer Suddarth said he was in the Municipal Court room behind which the cells are located About 2:50 am Suddarth said he smelled smoke and found that one of the prisoners Ernest Peregory 39 of East Jefferson Street had taken off his clothes and set them on fire Peregory was transferred to the city jaiL Central Virginia Roads Blocked by lood Waters A 35 inch rain that poured on the Charlottesville area Satur day night and all day yester day sent rivers and streams out of their banks and blocked roads in many sections of the Central Virginia The rainfall was measured at the Leander McCormick Obser vatory at 114 inches Saturday and 235 inches yesterday a total of 349 inches The rain stopped early last night The Rivanna and James riv ers were swollen out of their banks in many places but ob servers reported water was re ceding shortly before noon to day and they expected the streams to be returning to nor mal this afternoon A man at the Albemarle Livestock Market on Nassau Road said there had oeen con siderable flooding in nearby fields yesterday when the swol len Rivanna River backed up water in Moores Creek He said ormer Congressman Speaks Wednesday rank Smith author of the recent book from will speak at the University at 8 pm Wednesday on Emerging The speech sponsored by the History Club will be in the south meeting room of comb Hall Smith who is now a director of the Tennessee Valley Author ity was first elected to Con gress in 1950 and was re elected five times In the end ever he lost his seat by his refusal to behave as an extre mist on the race issue In his book Smith tells of his life as a poor country boy in the Mississippi Delta during the Depression his first efforts as a newspaperman and free lance writer his struggle to get a college education and his entry into Mississippi poli tics in 1947 when he served as publicity director during the first campaign of Senator John Stennis a University of Virginia Law School graduate Smith is known in Charlottes ville also for his articles and book reviews in the Virginia Quarterly Review He wrote an essay on Changing for the 30th anniversary issue of the Quarterly in 1955 and has been asked to con tribute again to the 40th anni RANK SMITH Br versary issue which will appear this spring Among his other writings is a volume in the of series onthe Yazoo River and its role in the history of Mississippi He is a former member of the Civil War Centennial Commis sion is a national sponsor of the Atlantic Council and served as director of President Natural Resources Advisory Committee it was the highest the water had come in four or five years The flood did not reach the livestock market's buildings however and no damage was reported The Rivanna at ree Bridge near the city limits on US 250 East was up to the edge of its banks early this morning but had started to recede shortly before noon Some flooding was reported north of 250 on Old Stony Point Road An employe of the River Bend Service Station close to the bridge on 250 said he could not remember the water being so high in the last five years Early this morning the James River at Scottsville stood at 17 feet and was rising at about a foot an hour Shortly before noon water had covered the nearby baseball field but had not readied into the streets The water was at 17 feet at Scottsville at noon and was re ceding' but another rise is ex pected that may put water in the streets A 31 foot lev el was reported today at Reu sens near Lynchburg which in the past has meant that a 21 foot level will be reached in Scottsville The downpour plus melted snow from the warm weather pushed up the water level of the new Beaver Creek reservoir at Crozet to where it was vir tually full In luvanna County the Ri vanna River burst its banks in low lying sections and is ex pected to crest around noon On Rt 615 that leads from Wilmington to Carysbrook the Rivanna stood six feet in one section of the road and blocked school buses and other traffic this morning The James River at Bremo has covered low ground and is still rising fast White Bremo postmaster said it ap pears that the water will rise as high as it was in 1948 when houses in the area were flooded At Columbia the James River has reached 25 feet and at the rate it is rising it will cover the highway today WIN A Also Seeks Channel 25 In Greene County the sup ports of the Shelton's ord Bridge were dislodged closing it to traffic The old Page Mill Road leading to the town coun ty dump near Stanardsville was flooded by the South River and Rt 646 was blocked by Swift Run Rts 637 on the South River and Rtv 636 at the foot of the Blue Ridge west of Lydia were blocked for a while but were clear for traffic this morning Basements of homes and busi ness places in Stanardsville were filled with water and had to be pumped out Several Albemarle County roads were blocked by high water for varying lengths of time but many have been re opened Still closed this morning in Albemarle were Rts 795 on the Hardware River Rt 602 near Schuyler Rt 600 at Campbells Rt 649 between Rt 20 and US 29 and Rt 640 from Rt 20 to Rt 641 On the Rapidan River in Orange County the a i a Milling Company operated by Murray Jones closed down because of high water Murray said the Rapidan nor mally stands about two feet this time of year but today at 7 it was up to 16 feet It is sub siding though and was down to 158 at about 9 am Murray said The mill operate when the river passes the five foot mark Murray said the greatest dan ger now is to cattle in Rapidan lowlands Rainfall at Rapidan measured from Saturday night until it stopped Sunday or slightly less than 24 was 274 inches At Somerset the rainfall amounted to 28 inches Three inches of rain fell in the Robinson River area of Madison County A close watch was being kept on the James River in the Ship man area of Nelson No houses are in danger but late this morning it appeared likely that the river will go out of its banks Roads that may be affected by high water of the James in the Shipman area are Rts 56 655 and 626 WINA has filed an applica tion with the CC for UH TV Channel 25 This is the same channel that WSVA TV from Harrisonburg filed for in Jan uary Don president of WINA said he felt the a lottesville area deserves some thing better in television than has been proposed by WSVA TV Heyne proposes an operation of 14500 watts with the anten na and transmitter located on Carter's Mountain 1240 feet above the city of Charlottesville This should provide a 1 1 grade service for about 15 miles from the antenna location and a grade A service for about 19 to 20 miles No city grade or A grade signals are now received in this area WSVA TV proposes a 500 watt operation from a 118 foot anten na atop the Monticello Hotel with the city grade service of about two miles and a grade A service of about three miles Heyne hopes to be able to sign the NBC network if he is successful in securing the per mit from the CC Color tele casting is proposed at least for network service WINA application for the al location for Channel 11 VH Television to the Waynesboro Staunton area was rejected by the CC in December of last year because of its proposed location in the quiet an area reserved for scientific research Heyne said that a television receiver equipped to receive UH signals would be required to receive the signals from Channel 25 except for those people on the cable system The television cable company would be required to carry the signal of the local station under its franchise in the city Avenue in the Rugby Road Cabell Avenue area late last existing parts of the gas system were reinforced The view here is to the southeast as Preston Avenue climbs the hill toward Tenth Street along week Some lines were replaced and Washington Park ire Damages Shed and Truck ire this morning caused an undetermined amount of dam age to a metal shed and a truck owned by the Whitmyer Bros fencing construction firm at 1320 Market St The fire apparently broke out in the shed where several men were working on the truck 1116 cab of the truck and an ap paratus mounted on the back to set fence posts were dam aged A portion of the shed roof and an overhead door were buckled by the flames The alarm was sounded at about 10:15 am and firemen stayed on the scene over half an hour The exact cause of
