Continued rom Page 1 engineer three months ago" A $400000 grant from the Appalachian Regional Commission marked to pay half of the cost of the development also fell through last week had heard informally we would get the money I had no idea that we be approved until last the coordinator explained He said he learned that the ARC grant set for review in January 1978 be Utilities Continued rom Page 1 gallons of water would pay only $250 Present customers who consume up to 5000 gallons of water a month pay $501 The new rate would be $594 Under the present rates customers can use up to 10000 a month and receive a bill for $861 Their new rates would be $1024 Under the proposed new rate schedule the larger customers would receive the largest rate increases Presently customers can use up to 100000 gallons of water and be billed $6261 Under the proposed rates these customers would pay $7964 monthly A customer consuming one million gallons of water monthly presently pays $2925 Under the proposed rates these commercial users would be billed $4238 for the same amount of water The board presently serves five customers who use over one million gallons each month Tom Adams general manager of the board pointed out however that although the larger customers received the largest increases in the proposed new rates such customers pay much less per 1000 gallons A residential customer who consumes only 1000 gallons of water each month pays $250 for that 1000 gallons A commercial customer who purchases 50000 gallons of water pays 83 cents for each 1000 gallons The biggest water consumers in the city those who consume over one million gallons pay only 42 cents per 1000 gallons Most residential customers Adams said use less than 10000 gallonsbf water a month The new rate proposals Adams added are based on the assumption that Washington County Va is going to be purchasing only one half as much water from Bristol as in past years If the county water authorities decide to continue purchasing the same amount of water or a less amount the rates would have to be revised Adams added A final rate schedule cannot be established Adams continued until bids for renovations and enlargements of the water plant are received Adams said the hired consulting engineers should have alternatives for the board to consider at their next meeting inal adoption of new water prices he concluded is some time off Sen Baker Raps Carter WASHINGTON (UPI) Senate Republican leader Howard Baker Tuesday ac cused President Carter of playing with Middle East peace by involving the Soviet Union in negotia tions Baker in a speech to the World Jewish Congress also said quick resumption of the Geneva peace conference could turn out to be just unrealistic piece of political theater" RE ELECT Marshall HONAKER Sheriff City of Bristol I By Authority Of Claire Wright Duly Designated Treasurer Of Marshall Honaker As Sheriff of Bristol Virginia I strive to operate the jail in a business like manner through innovative programs While my foremost duty is to detain those persons who have broken the law I work to help them retain their feeling of human importance through various programs I work closely with the Offender Aid Restoration Program which brings volunteers into the jail to work with the prisoners Through our own self supporting food producing program the prisoners gain pride in what they produce with their own hands Other work programs also give them this feeling of usefulness While it is necessary to see that criminals are punished through confinement I feel it's equally important to assist with a meaningful rehabilitation program As your Sheriff I will continue to work for the protect ion of our law abiding citizens and the humane treatment of the prisoners committed to me Clinchport approved from a regional representative of the ARC at a Lenowisco meeting in Duffield the same meeting Boggs was told that sewer arrangements couldn't be made so the development could hook into the Duffield Industrial treatment system other words someone just threw a monkey wrench in the machine Duffield (Development Authority) and Lenowisco told the ARC to back off or ARC clubbed Duffield and one of them clubbed the a citizen said After the meeting several residents of the Clinch River town said they believe the politicans and developers have different plans for that County supervisors purchased the property for investment purposes in 1968 It is set for residential development in the land use plan Boggs had hoped the supervisors would donate the land to those being relocated last week when negotiations began with landowners and TVA for their flood prone homes But last night he said supervisors have indicated they aren't in a financial position to donate the Because plans for sewer service have fallen through and perk testing on the parcel has shown it suitable for' the installation of septic systems the original 97 acre development has been reduced to 30 acres with its own package treatment plant The director will attend this meeting in Gate City to ask for the land or to work out an agreement where the housing authority can purchase the property and sell the lots A loan for the 30 acres could be made available by the Virginia Development and Housing Authority the agency Boggs had planned to borrow the remainder of the $800000 site development funds from had the ARC grant come through Should the development plans become reality Clinchport citizens will have to spend least another year in the flood according to the coordinator With 40 45 homesites available on the 30 acre tract most of the 70 households to be relocated by TVA will still have to look elsewhere for housing The price of the lots in the small subdivision will cost approximately $7500 including the 20000 gallon per day package sewage treatment plant whole idea behind this was to provide lots at a reduced around $3500 Boggs explained The $7500 figure is low as (the authority) can get and still feel he added Although the authority could wait a year and reapply to the various grant agencies for funds Boggs continued will take a year from the time we apply and another year for the actual development I think anyone wants to wait that long" The director acknowledged that a lot of people were led to believe TVA was going to fund the whole project is primarily interested in moving people out of the floodplain" Citizens asked that the utility revive its 1973 study of their town's problem after flooding in April devastated the community In 1973 they requested that TVA build a dam to protect the town but the federal agency found such a project would be cost prohibitive and suggested the relocation However 1973 damage as severe and involved fewer people and the town rejected the idea Only a few townspeople were critical of the TVA project to spend $19 million to buy their homes so they could move from the narrow valley But one woman said she and her family would be "fortunate to re coup all of (their) with the money Another added that while the appraisals may be fairly made that construction of Phipps Bend's nuclear power facility had caused construction costs to increase to the point that houses be replaced About half of the group indicated they 'Mil attend the 10 am meeting today to speak on behalf of themselves and their neighbors Without the county land or a similar tract those who are moving will probably go to Tennessee where they work and where housing in the short supply it is in Scott County Boggs quoted a survey that indicated there are presently six houses available for in Scott County Natives said that most of the county suitable for development and that it would be too expensive for contractors to build subdivisions in compliance with the year old subdivision ordinance They also said that desirable homesites usually aren't for sale the open In Clinchport people are asking where the idea for the new town came from seven months people have said looks real good now everything seems to have fallen The JewelBox EASY TERMS AVAILABLE OPEN AN ACCOUNT "A Oamono li orever" Bristol Vi Lyric Mystique
