or using them as a trade in A $204 MILLION operating budget for Tennessee universities and colleges has been recommended for the next budget year The total is up $30 million from the current appropriation The proposal by the Tennessee Higher Education Commission for the year beginning July 1 1978 would provide for a seven per cent increase in other expenditures In addition the commission schedule which would increase the cert of water approximately 18 per cent for residential customers and up to 45 per cent for large City Official Under ire Of Citizens A large group of angry Bristol residents appeared before the Bristol Tennessee City Council last night to complain about an alleged land developing scheme involving the city attorney The residents told the council they feared an attempt to rezone an abandoned railroad right of way which would allow the use of the right of way for an access road to an industrial site The abandoned railroad property in question runs along Seventh Avenue near the Volunteer Parkway between Cedar Street and Montvue Road City Attorney Craig Caldwell some residents complained hopes to purchase the old right of way and then resell the land to an industrial concern Such a move the residents fear would lead to a devaluation of the surrounding residential properties Councilman Earl MacCormac assured the residents that any zoning change would have to See CITIZEN'S Page 2 commercial customers is being considered by the Bristol Virginia Utilities Board The board last night received a proposed new rate schedule from the Wiley and Wilson consulting firm of Lynchburg Va The board had hired the consulting engineers to develop a new schedule of rates with proposed water service improvements and inflationary costs in mind Some board members voiced dissatisfaction with sections of the report especially the proposal to raise rates up to 45 per cent for the city's large in dustrial customers The board requested the consulting engineers to draw up alternatives to some aspects of the proposed rate schedule and present them to the board for additional consideration The proposed rate schedule suggested reducing the minimum rate from $285 to $250 a month The board members generally agreed it was more desirable to increase the minimum bill to $3 a month Such an increase board members stated would not cause any noticeable hardships on customers and would bring in an estimated $30000 a year extra revenue City water customers who consume up to 2000 gallons of water a month are presently charged $285 the minimum rate Under the proposed new rates the same customer would pay $336 each month But under the proposed schedule a customer who used only 1000 See UTILITIES Page 2 Extra $9 Billion To Enter Pockets Of Lower Paid WASHINGTON (AP) Pres ident Carter signed into law Tuesday the biggest increase ever in the minimum wage re quiring most employers to pay their workers an annual min imum salary of almost $7000 by 1981 The current minimum is $4784 The law raises the minimum wage from the current $230 an hour to $265 on Jan 1 and then in three annual steps to $335 an hour by Jan 1 1981 Based on a 40 hour week that is $6968 a year Carter said it will pump an extra $9 billion into the pockets of low wage work ers who will it for the ne cessities of life" impact on our economy will be very the president said WASHINGTON (UPI) President Carter will address the nation on his energy proposal soon the White House said Tuesday but he has not yet decided whether to postpone a scheduled overseas tour to stay home and lobby for his energy proposals the timing (for an energy address) will need to come fairly soon" Deputy Press Secretary Rex Granum told reporters has been no final decision on when the speech will be he has indicated from the beginning he did hope at some point to have an energy speech to talk to the American people about the need to have an energy Although Granum did not discuss that aspect the White House presumably would aim for a nationally televised speech by the president whose last nationwide address confined solely to the energy crisis came hopes of keeping their community in tact were diminished at a town meeting Tuesday night and citizens are talking about moving out of Scott during his first and only side many months ago Since then his grand design for a national energy conserva tion policy has run into serious trouble on Capitol Hill where the Senate scrapped most of his key taxation proposals and is now in conference with the House in an attempt to reach some compromise Carter planned a supper meeting Tuesday with the congressional Democratic lead ership to get their assessment on whether he ought to postpone an 11 day four continent tour tentatively scheduled to begin Nov 22 in order to stay home and lobby for the energy legislation The president told reporters Tuesday he does not whether he will make the trip as scheduled Presidential Assistant International Speedway from Bristolians Larry Carrier and Senator Carl Moore for $1 million dollars The new owners will assume control of the 72 acre speedway portion of the Bristol racing complex on December 1 1977 Moore and Carrier who built the facility 17 years ago will retain the Bristol International Dragway and Carrier has bought the Thunder Valley Stables and Auction Arena portion of the Bristol complex "We have decided to sell the speedway in order to give Larry more time to devote to his increasing duties as president of International Hot Rod Association and to allow me to devote more time to my governmental Moore noted Carrier added that IHRA had grown from three tracks to more than 100 and it was impossible for him to continue to split his time between IHRA and NASCAR racing Moore and Carrier of course will assist the new owners for the first year of operation Hester a diamond importer and gemologist and Baker a CPA and attorney will share some of the complex office space forcing his way into the home of a magazine writer and hitting her on the face because of his unhappiness over a story about his affiliation with the World wide Church of God Sgt Lonnie Johnson said a warrant accusing the 34 year old ischer with misdemeanor battery trespassing and dis turbing the peace was issued last riday The warrant is based on a complaint by Holly Ruiz 37 who also has filed suit against ischer in Superior Court seeking damages of $5000 She claimed ischer invaded her apartment and ordered her to sign a statement saying she did not inform him that a tape recorder was being
