Creek flows into the Holston River in a swimming hole known as Broady Hole The girl apparently flipped under the water without any bystanders noticing and drowned before anyone missed her The body Norton died riday night following a single car accident on Route 620 three miles north of here According to state police Joyner was a passenger in a truck driven by Stevie Bolling address unknown They were travelling north on Route 620 when the truck ran off the left side of the road struck an embankment and overturned No other vehicles were involved in the accident which occurred around 9:50 pm riday according to police No cause for the accident was given No charges have been placed The accident was investigated by Trooper Kyle Joyner was a charter member of the Warlords Motorcycle Club and delay the measure for awhile Even if House and Senate i a find common ground on some issues the compromises may prove unac ceptable to one or the other body Key differences between the two bills include surfacggwier rights exemptions for yJer coal operators mining in the avlluvial valleys of the West and the extent to which reclaimed lands must approxi mate their original contours In the Senate bill mining of government owned coals in privately owned lands would require consent of the surface owner unless the secretary of interior decided it was the national interest" to mine the coal The Senate bill unlike the House bill would give a two year exemption from applica tion of the federal standards to coal mines that produce less than 100000 tons a year Such mines are estimated to produce about a third of the coal The House bill would ban strip mining in alluvial valleys but would not apply to mines already in operation in 1976 or to those which have state permits issued prior to 1977 The Senate relaxed the ban by limiting it to areas where it would affect farming and ranching The Senate bill also would let miners leave vertical cuts in the land if they get state approval and the area will be used for residen tial commercial or recreational development Besides requiring coal opera tors to restore lands damaged by future mining the legisla tion would create a reclamation fund for erasing the scars of past mining operations The fund would be supported by a tax of 35 cents a ton on strip mined coal and 15 cents on coal from deep mines When ydu think SOLAR
