3. t. Airline Rates Loom ior Salem Due to the necessity of turning over airplanes to the army, the airlines of the United States instead of having 350 transport planes as before Pearl Harbor have only 200, and, consequently, are not able to provide frequency of service as in normal times, but United Air Lines has definite plans for rapid expansion of service as soon as planes are made available, said Harold Clary ot Chicago, vice presi dent of United Air Lines, upon his arrival in Salem today on a western inspection trip. Mr. Crary was accompanied by Homer Merchant, western sales manager of San Francisco and W.

R. Thigpen, district traffic manager of Portland, and while here conferred with W. T. Mclntyro, United': station manager. 'United, like other airlines.

has a two-fold job now, one of continuing scheduled air trans portation to forty cities, and the other of performing definite military flight operations and doing work for the army in its maintenance base and in other ways," he said. Mr. Crary predicted that af ter the war, when equipment is available, additional service will be given towns on 'United' coastal route, and the policy will be to give as much service as traffic justifies. The present schedules, he said, are those desired by the post office depart ment and give Salem over-night delivery of mail, passengers and express from all points north, as well as points as far south as San Diego. Crary announced that United Air Lines yesterday filed with the civil aeronautics board notice thai it proposes to make Salem a common rate point which will mean a substantial reduction in fare from Salem to Chicago and points east, and giving Salem the benefits of a common rate fare as do seaboard cities.

Badoglio, the Italian armed forces assumed responsibility for holding for the allies all their positions and while the assignment of the Mediterranean armies could not be disclosed at once, It could be assumed they were on (he move. It was assumed the Italian high command fully advised tha allies on the dispositions of their, troops at many points to enable the allies to send in forces strong enough to cope with any eventuality. It also was assumed the Hal-, ians gave the allies a wealth, of information on the disposition, strength and arms of alt German forces in Italy as well, as what they knew of the German situation in the Balkans, and the Dodecanese. There was not the slightest doubt the allies anticipate the fullest briefing by (he Italians ot all military secrets in their possession since this is a formal, requirement of unconditional' surrender. The Italian capitulation, itr was noted, shows for the second, lime the full imprint of what is beginning lo be termed "Eisenhower's mystery strategy." The allies' invasion of Aftira and the invasion of Italy were preceded by detailed nrgolia- tions designed by Gen.

Dwighi D. Eisenhower lo harness diplomacy to the military machine. In both instances the effect was to assure the success of allied landings and hold military' losses to the barest minimum. While it could be revealed the' initial Italian contact was made' with the British, the chief negotiations were conducted directly under Eisenhower with frequent references of delicate points In President Roosevelt and Prime Minister Churchill for decision.
