food stamps during the past six weeks to buy everything from used cars jewelry and boats to marijuana beer and wine filed charges Wednesday against 59 persons for welfare fraud lap at USDA Over Plaque Honoring Cannibal WASHINGTON (UPI) One of largest bureaucracies clashed with the chief housekeeping agency Wednesday over a plaque dedicated to a cannibal who de voured five Democrats in 1874 The Agriculture Department poking fun at the quality of food its thousands of em ployes are offered at work mounted the plaque in its cafeteria last week Melvin Schick who works for the Gen eral Services Administration as manager of the Agriculture Department building took it down He said it was in bad taste That touched off a small furor During dedication ceremonies of the plaque last week Secretary Bob Bergland said the case of cannibal Alferd Packer the spirit and the fare of this Agriculture Department He asked Wednesday what justification GSA had for removing it Tom Sand press secretary did a little investigating and found there was even disagreement on the issue within GSA It seems Sand said that the reg ional office had given the Agriculture De partment permission to mount the plaque and building manager Schick acted on his own in taking it down Sand said he is optimistic the plaque will be seen in the cafeteria again The $29 brass plaque six by eight in ches is dedicated to Alferd Packer who signed his first name that way on a confession in 1874 He was convicted in Colorado of killing and eating five pros pectors he was guiding through the Rocky Mountains By coincidence the five were Democ rats and as Bergland tells the story the judge who sentenced Packer said was only six Democrats in all of Hinsdale County and you you man eating son of a bitch you ate five of them I sentence you to hang by the neck until dead dead Packer did not hang however and after his parole he lived until 1907 dying near Denver As the years passed Packer became something of a folk hero in Colorado and the University of Colorado at Boulder has had an Alferd Packer grill for 10 years with no government housekeeping agency objecting Sand said a number of Agriculture De partment employes up its claim to the channel in 1970 The trustees opened bids from four banks at last school board meeting but postponed action then until they had time to study the bids in detail The board also hired State De partment reported Wednesday Bell Exec Testifies Cheating On Accounts Never Probed SAN ANTONIO Tex (AP) A high executive of Southwestern Bell Telephone Co testified Wednesday he was told of ex pense account cheating by some employes but never acted on the reports Todd vice president and general manager for Bell in San Antonio said company investigators told him some management employes made political contributions and then padded expense vouchers to recover the money Todd was called as a hostile witness in a $29 million damage suit against South western Bell by former executive James Ashley and the family of Gravitt who was the company's top Texas official when he committed suicide Oct 17 1974 The suit being tried in state court al leges that Ashley was wrongfully fired and that Gravitt was driven to suicide as a result of an improper internal investiga tion by the company in 1974 Todd said lie suspended Ashley a 23 year company employe from his S55000 a year job in San Antonio on Oct 9 1974 and informed him as the two drove to a hotel where Bell security ag ents quizzed Ashley Most of testimony was given by a psychiatrist who said he be lieved Gravitt was driven to insanity and suicide by Southwestern Bell's internal investigation Dr Gary Byrd a practicing psychiatrist and professor at the Baylor College of Medicine in Houston said Gravitt was by an irresistible impulse" to kill Lawyers Will Renegotiate Sewer Contract Attorneys from Lacy Lakeview and Northcrest city councils will meet this week to discuss a sewer contract causing headaches for Lacy Lakeview and Brazos River Authority The contract entered into by Lacy Lakeview and Northcrest 25 years ago establishes a flat rate sewer charge for Northcrest residents Unfortunately federal regulations are in conflict with the contract between the two cities and funds which were to be channeled to Lacy Lakeview via BRA have been held up Valentine Lacy Lakeview attorney and Gene arr Northcrest attorney will meet soon to attempt to remedy the situation The initial meeting was to be riday according to Lacy Lakeview officials but schedule problems have made the early meeting unlikely are trying to change it (the contract) on a very equitable Valentine told Lacy Lakeview City Council Monday night Money is needed to pay for rising maintenance and service costs to Lacy Lakeview which provides sewer service to Northcrest we pay more to BRA they pay he said "If we pay less they pay less" One requirement set up by the federal government for sewer systems is an individual user charge system which charges each residential user for the amount he uses the sewer service Individual sewer cost is determined by the amount of water used at each residence To allow Lacy Lakeview to qualify for federal money Northcrest must agree to amend the contract to incorporate this and other federal requirements Several years ago Lacy Lakeview contracted with BRA to establish a waste water disposal system The problem in BRA transferring federal funds to Lacy Lakeview since the new federal requirements were put into effect is the subcontract with Northcrest himself as a result of the probe Southwestern Bell has maintained it launched the 1974 probe as a result re ports of in the San Antonio office The company in a counterclaim in the damage suit alleges that Ashley and Gravitt defrauded the firm of about $30000 by filing false travel and expense vouchers Byrd said he believed the investigation was the motivating cause of suicide Byrd who said lie has studied suicide for more than 200 hours and read thousands of pages compiled a personal ity profile of Gravitt He said Gravitt was the type of person who was unable to express anger and rage outwardly and turned them inward re sulting in depression He said he believed Gravitt was en raged by the investigation of him and his judgment was finally im paired by severe depression Gravitt would have been particularly sensitive to a probe because of his status in his community and in his company Byrd said Asked what caused death Byrd said think a sequence of events was set up which he had no control over and of which suicide was the final result had made it such that he was irresistably pushed to take his own Byrd added The psychiatrist said an autopsy report showed heart was 50 per cent larger than normal at the time of his death Medical records showed the heart a normal size six months earlier Byrd said He' testified that the larger heart was caused by increases in blood pressure which were produced by his rage and anger in the weeks before his death Under cross examination by Southwest ern attorneys Byrd said he never talked to any of telephone com pany friends in compiling his personality profile In a ebruary 1975 report to the Gravitt family's lawyer Byrd said he could be of assistance in the present case He also said in the report prior to his investigation of death that suicide appeared to him to be "a direct result of investigations and related activities of the Bell Byrd said in the 1975 report there ap peared no evidence that Gravitt was men tally ill Pressed by Bell lawyers Byrd said crazy until he was driven
