But he'll see a lot of people auditioning in 1992 singers, jugglers, whistlers, aerobics stars of the future, and more. It's because he now has a second job as host of "The New Original Amateur Hour." The series will start on Jan.

26 on cable TV's The Family Channel, airing Sunday nights, with each show repeated the following Saturday. Scott's show was begat by the granddaddy of all audition shows "Major Bowes' Original Amateur Hour." That became "Ted Mack's Original Amateur Hour" after the good Major joined the Grand Army of the Hereafter in 1946. The original started on NBC Radio which NBC no longer owns in 1934, the year of Scott's birth. Its young hopefuls included Frank Sinatra, singing with the Hoboken Four. The Mack version also was on radio.

But its longest run was on TV. It began there in 1947 and didn't die until 1970, after runs on the Dumont, NBC, ABC and CBS networks. It is said a young man with a swivel-hip condition once auditioned for the TV version in the '50s, but was turned down. He was Elvis Presley. The new "Original Amateur Hour," like the old, puts on a parade of showbiz hopefuls each week.

Unlike those on the syndicated "Star Search," they must be "bona fide amateurs" who don't earn their living through performing. Money down the drain Sunday, CNN correspondent Mark Feldstein examined charges of corruption and fraud at the U.S. Agency for International Development. How bad are things at the nation's main international aid program? Bad, says Feldstein, who reports that agency has thrown away millions of dollars in taxpayer money. Among his examples: The itor" series to go from airing in the 56 million homes that the Discovery Channel reaches to the 2 million homes that receive the 6-month-old Monitor Channel.

So, for local cable systems that are not carrying the Monitor Channel, "World Monitor" is being offered free to run on existing channels, such as local access channels. In return, the Monitor Channel is looking for local systems to make a commitment to add the channel within two years. "World Monitor" leaves Discovery starting Jan. 6, with John Palmer replacing John Hart as anchor. Around the dial ABC's "Good Morning America" has received an award from the American Association of Retired Persons for reporting on issues that affect older people.

Cable TV's Movie Channel will feature "Peter Sellers Week" starting Jan. 6 with "The Pink Panther." The Family Channel, known for wholesome programs, gets gritty Saturday 11 a.m. and 10 p.m. with a hardhitting report about families devastated by drugs and alcohol. "The Ren Stimpy the campy cartoon on Nickelodeon that features a scrawny chihuahua and a cat, begins a six-week run on MTV starting Saturday, 8 p.m.

CNN has hired veteran newsman Jack Smith as senior producer for its political unit in Washington and also promoted Carin Dessauer to associate political director. Smith spent 20 years as a news producer with CBS News and served as the network's Washington bureau chief from 1981-87, where he directed news coverage of the Reagan administration. Smith was CBS News senior producer for political coverage from 1987-89 and coordinated the coverage of the 1988 New Hampshire primary. Willard Scott Has second job agency spent $75 million trying to transform a desert into a low-income housing project in Egypt; today it is 93 percent vacant. U.S.

tax dollars also went to build private tennis courts in Rwanda (one was rebuilt after it was determined the sun got in players' eyes), to buy $17 thermometers in Bolivia and to distribute condoms in Egypt. Kids there use them to make balloons, Feldstein says. An official tells Feldstein that his agency has "not been a stunning success, but neither is it a stunning failure." To which Sen. Patrick Leahy, says, "That's like saying the Titanic had minor leaks." Feldstein says in some ways, the agency has become a giant welfare agency that has created dependence by various countries. But the larger issue is "now that the cold war is over, what's going to happen to American aid, which used to be to fight communism?"
