Raise Continued from B1 posal to the council's Legislative Review Committee, with an eye toward putting the question to voters next November. "I'm not saying I disagree with giving you that salary, but where is it going to come from?" said resident Helen Kopczynski, who urged the council to identify where money would come from.

Another woman disagreed. "This is a poor city. You're lucky to get what you do, most of you," said Evelyn Kenney. But a third council watcher was enthusiastic. "The taxpaying residents need to have a say in how their government is run.

And, hopefully, this will open the door for more people to get out and run for office," said Terry Moll. Penman proposed the raises on the theory that higher pay would be the best way to attract high-quality candidates. But his proposal would deny pay raises to present council members until they either left office or won re-election. So far, that idea has received little support. Four council members are up for re-election in November, so the others wouldn't even be immediately eligible for a raise.

"There's a little problem of fairness," said Councilman Jerry Devlin. "We'd all be doing the same sort of work, with some making $50 and others making $24,000." Council raises are a bad idea at any amount, said Councilmen Ralph Hernandez and Frederick Curlin, who cast the only two dissenting votes. "I don't see how we can go and ask the people for an increase in our salaries now, at the worst time in our history financially," Hernandez said. Economic belt-tightening has forced the council to make cutbacks for three years, he said. And a recent sampling of 1 ,592 newspaper readers recently determined that only 4 percent were willing to pay higher taxes to give city employees a raise, Hernandez reminded colleagues.

When council pay raises were discussed last year, residents overwhelmingly replied that any such proposals should come from taxpayers, not the council, Curlin said. "I got that message very strongly and very loudly," he said. "I'm prepared to sit here for the duration of my term at the presentrate. California as a care provider for five years.
