In 325 its work had so developed that it was decided a metropolitan area vould afford its workers better opportunities for research and the Institute moved to Northwestern, Programs set up by Dr. Ely, with an eye to attacking the problems of the moment, are carried on simultaneously by his highly trained staff -of practical professors and star graduates.

In order to show how the Institute's selection of subjects for research works out, take, for example, the tax situation In Chicago. Dr. Ely, an authority on taxation matters, and several of his men, had been gathering mate-rial in this field for many years. The Institute machinery was oiled and ready to go when thousands of taxpayers in Chicago began protesting against the methtods of the property assements used in this area. Charging inequalities and injustices, these people forced the formation of a Commission to study the situation; and the ommisaion immediately turned to the Land Institute as the logical agency to undertake the tremendous task of, getting at the facts.

The Institute set to work and erne month later Chicago had a mss of data concerning real estate valuations such as probably no Other large city In the country ever had. The Institute found that some Bropertles in the Chicago area had been assessed at leas than five per cent of their sales values, others at more than 100 per cent, while the average was 80 per cent. Naturally this information was of great Interest to the property-owners of tha Chicago Public. This is an example of how the Institute -work Is of importance to property owner or prospective property owners throughout the country, for it does not confine its activities to Chicago by any means.
