THERESA VISYAK Fontana resident Theresa Visyak, 82, of Fontana died Friday of cancer at Reche Canyon Rehabilitation Center in Colton. Visyak, a native of McKees-port, lived in Fontana for 46 years. She was a homemaker.

She was a member of Sacred Heart Catholic Church in Rancho Cuca-monga. Survivors include her son, Paul A. of Fontana; three daughters, Paula of Colton, Patricia Baker of Angelus Oaks and Linda Hairston of Morrow, six grandchildren; and eight great-grandchildren. Visitation will be from 5 to 8 p.m. Thursday, with an evening prayer service at 7 p.m., both at Ingold Chapel, 8277 Juniper Fontana.

Speed may slow near large lots By Jake Henshaw The Sun's Sacramento Bureau SACRAMENTO The speed limit may be coming down in some Valley neighborhoods. The Assembly Transportation Committee on Monday approved a bill by Assemblyman Keith 01-berg, R-Vietorville, that would set the speed limit at 35 mph in some Apple Valley areas with large residential lots. The law now recognizes only communities with smaller lots as residential neighborhoods, where the speed limit can be posted at 25 mph. In other communities, like some in Apple Valley with half-acre or larger lots, the speed limit is 55 mph or more.

"We're talking about normal, residential streets, winding roads, stop signs, etc. where the speed limit is 55 mph," Apple Valley Mayor Steve Willoson said. That combination of speed and residential streets means there are "public safety hazards waiting to happen," Olberg said. I The measure, Assembly Bill 1209, next goes to the Assembly Appropriations Committee. As it was first considered Monday, the bill would have set up a new statewide standard for reducing the speed limit in communities with large lots.

Olberg took the statewide approach to avoid creating inconsistent statewide standards for speed limits. But the statewide approach ran into trouble with other legislators who feared it might lead to congestion in their districts. That prompted Olberg to agree to limit the bill only to Apple Valley. Currently, state law routinely sets a 25 mph speed limit in neighborhoods with either at least 13 structures on one side of a quarter-mile section of road or at least 16 structures on both sides of the same length of road. AB 1209 would authorize a 35 mph speed limit for quarter-mile stretch of roads in Apple Valley with either six to 12 structures on one side or 10 to 15 structures on both sides.

The alternative for Apple Valley or other communities statewide now is to conduct an engineering and traffic survey, but there are restrictions on how low the speed limit can go and how it can be enforced. In part, the restrictions are aimed at preventing speed traps. CECIL B. BAILES Miner Cecil B. Bailes 81, of Vic-torville died Saturday at home.

The cause of death is unknown, pending a doctor's report. Bailes, a native of California, lived in Victorville for 70 years. Survivors include his son, Cecil Jr. of Victorville: his daughter, Kathy Tessing of Minnesota; his brother, Benny Bird of California: his sister, Betty Sherwood of Washington: four grandchildren; and seven great-grandchildren. No service will be held.

Interment will be private. Victor Valley Mortuary is directing. CELIA COE Beaumont resident Celia "Sally" Coe. 76, of Beaumont died Thursday of cardiac arrhythmia at home. Coe, a native of Yuma, lived in Beaumont 40 years.

She was a homemaker. Survivors include her husband, Raymond; three sons, Raymond Jr. of Saudi Arabia, Charles W. of Wichita, and Harry J. of Bloomington; her daughter, Barbara R.

Sterns of El Cajon; two brothers, Seferino Fregozo of Yuma, and Richard Fregozo of Palmdale; two sisters, Connie Mesa and Mary Arviso, both of El Centro; 17 grandchildren; and 27 great-grandchildren. Visitation will be from 3 to 7 p.m. today, with vigil at 7 p.m., both at Weaver Mortuary, 690 Euclid Beaumont. Burial Mass will be at 10 a.m. Wednesday at San Gorgonio Catholic Church, 1234 Palm Beaumont.

Interment will follow at Stewart Sun-nyslope Cemetery, 40 Pennslyva-nia Beaumont. ROBERT B. COPE Engineer Robert B. Cope, 70, of Adelan-to died Monday of a stroke at Vitas Hospice in Riverside. Cope, a native of Santa Ana, lived in Adelanto for two years.

He worked as an electrical engineer for Electra Motors for 20 years. He was a Navy veteran and a member of the Masonic Temple of Santa Ana. Survivors include two sons, Robert of Molalla, Charles of Salem, his daughter, Jill Jenkins of Orange; his sister, Carol Land of Walnut Creek; 10 grandchildren; and two great-grandchildren. HELEN J. EVENSEN Manager Helen Jean Evensen, 72, of Yucaipa died Sunday of respiratory failure at Redlands Community Hospital.

Evensen, native of Big Fork, lived in Yucaipa for 31 ot emphy- years. She was a homemaker and was a member of the Moose Lodge. Survivors include her son, Brian of Grand Terrace; her daughter, Pamela Ann of Las Vegas; her mother, Clair St. Ledger of Newberry Park; her brother, Danny St. Ledger of Van Nuys; two sisters, Judy Gimara of Thousand Oaks and Kathy St.

WILLIAM R. SHOOK Business owner Former San Bernardino resident William R. Shook, 77, of Oceanside died Saturday at Tri City Medical Center in Ocean-side. The cause of death is unknown, pending a doctor's report. Shook, a native of Los Angeles, lived in San Ber nardino for 40 years.

He was founder and owner of Shook Graphic Equipment in San Bernardino for 30 years. Survivors include his wife, Lucile; two sons, William B. of Highland and Jon D. of Las Vegas, his daughter, Susan Byrnes of Cardiff by the Sea; his brother, Tom of Little Rock, and four grandchildren. Visitation will be from 3 to 8 p.m.

Friday, with service at 2 p.m. Saturday, both at Mt. View Mortuary and Cemetery, 570 E. Highland San Bernardino. Interment will follow.

Morris, a native of Eaton, lived in San Ber-n a i for 43 years. He was a civil engineer at California Division of Highways for 25 years. He was a Navy veteran and a member of the First Presbyterian Church, California State Employees Association, Retired Public Employees Association and a former member of Professional Engineers in California Government. Survivors include his wife, Margaret his son, Hank of Oceanside; three grandchildren; and one great-grandchild. Memorial service will be at 2 p.m.

RITA RODRIGUEZ Redlands resident Rita Rodriguez, 76, of Red-lands died Friday of cancer at Redlands Community Hospital. Rodriguez, native of Safford, was a lifelong resident of Redlands. She was a homemaker for 60 years.

She was a member of St. Mary's Church. Survivors include four sons, Estcban Raymond, Manuel and Enrique, all of Redlands; four daughters, Juanita, Ramona, Geraldine Moreno and Mary, all of Redlands; her sister, Margarita Racich of Oregon; 21 grandchildren; 30 great-grandchildren; and five great-great grandchildren. Visitation will be from 5 to 8 p.m. today at Cortner Chapel, 221 Brookside Redlands.

LOUIS ROSENBERG Administrative judge Louis Rosenberg. 89, of San Bernardino died Monday at Holly Manor Care Center in Mend-ham, N.J. The cause of death is unknown pending a doctor's report. Rosenberg, native of New York, was a resident of San Bernardino for 20 years. He was an administrative judge for the Social Security Administration for 20 years.

Survivors include his two sons, David of Norfolk, N.J., and Peter of Mcndham. N.J.; his brother, Maurice of Trenton, N.J.; and his sister, Sylvia Mill-man of Hewlett Harbor, N.Y.. Services and interment will be in New York. Boulevard-Riverside Mortuary and Chapels will be directing. MARY M.

RUSSELL Retired waitress Mary M. Russell. 75, of Red-lands died Wednesday at Bras-well's Colonial Care in Red-lands. The cause of death is unknown, pending a doctor's report. Russell, a native of Wayne, lived in Redlands for 42 years.

She was a waitress at the San Gorgonio Inn in Banning for 18 years. Survivors include two sons, Leonard Smith of Redlands and Lester Smith of Mentone; his brother. Gerald Buscanio of Zephyrhills, five grandchildren; and 10 great-grandchildren. Graveside service will be at 11 a.m. today at Hillside Memorial Park, 1540 Alcssandro Road.

of Red-lands died Thursday of congestive heart failure at Assistencia Villa Convalescent Home. Sandel. native of Florein, lived in Redlands for 52 years. She worked as a homemaker for 70 years. lived in San Bernardino County for more than 36 years.

He retired as a senior buyer for the City of San He re tired as a technical sergeant after 21 years in the Air Force. He served as a gunner and navigator during the Korean War. He was among the first enlisted airmen to be selected for the Air Force's Missile Program in 1959. He was a member of Redlands Elk Club No. 583, the Redlands Elks Rovers R.V.

Club and the Redlands American Legion. Survivors include his wife, Florence; his son, Rick of Twin Falls, Idaho; his brother, Donald, and his sister, Dorothy Kirk, both of Billings, and three grandchildren. william McCaffrey jr. Barstow resident William A. "Bill" McCaffrey 83, of Barstow died Friday at Victor Valley Community Hospital. The cause of death is unknown, pending a doctor's report. McCaffrey, a native of Brooklyn, N.Y., lived in Barstow 34 years.

He served in the Marines 30 years, including World War II, Korea and Vietnam. He was a member of the Knights of Columbus and the Marine Corps League. Survivors include his son, William A. of Barstow; four daughters, Lois Marie Carr, Ellen M. and Mary Fest, all of Barstow, and Joanne Friend of Victorville; 10 grandchildren; and eight great-grandchildren.

Visitation will be from 4 to 7 p.m. Wednesday, with vigil at 7 p.m., both at Mead Mortuary Chapel, 36939 Fort Irwin Road, Barstow. Burial Mass will be at 10 a.m. Thurday at St. Joseph Catholic Church, 505 E.

MACK Meat wrapper Edith R. Mack. 89, of San Bernardino died April 7 at Del Rosa Convalescent. The cause of death is unknown, pending a doctor's report. Mack, a native of Springhouse, lived in San Bernardino 75 years.

She was a meat wrapper for Market Basket. She was a member of Saddle Pals and the Cali-f i a State As sociation. SUSIE C. MEDLOCK San Bernardino resident Susie C. Medlock, 89, of San Bernardino died Wednesday of lung cancer at San Bernardino Convalescent Hospital. Medlock, a native of Oklahoma, lived in San Bernardino for 68 years. She was a homemaker.

Survivors include her son, Albert of Eugene. her daughter, Jewell Wellard of San Bernardino; her brother, Jack Evans; and her sister. Ida Orum both of Duncan, nine grandchildren; 16 great-grand-children; and two great-great-grandchildren. No services or burial will be held. Mark B.

Mellon, native of Gary, lived in Redlands 23 years. He worked in materials management for Kaiser Permanente Medical Center nine years. He was a member of the United Steel Workers Union.

Survivors include his father and stepmother, Arthur and Miriam of McMurray. Pa; his mother, Phiomena of Redlands: and two brothers, Sean of Redlands and David of Syracuse, Utah. Visitation will be from 5 p.m. to 8 p.m. Thursday at Cortner Chapel, 221 Bronkside Red-lands.

Maxine were married May 25, 1943, at Cucamonga Methodist Church. They moved to Yucaipa in 1963. Jack is survived by his mother Hazel Gaither, Pebble Beach, Ca. and a sister Virginia Puenler-Repp, Upland, Ca. Maxine is survived by her Step-mother, Wanda Kinnaman of Lakeland, FL.

and a brother Robert Kinnaman, Valley Station, KY. They are survived by their children, Debra Hitt, of Canton, Susan Hoffman, Calimesa, CA. Douglas Schultz, Colton, CA. and Stephen Schultz, also of Calimesa, CA. 8c their spouses.

Maxine and Jack had 14 grandchildren, and 10 greatgrandchildren. MARY HOOKER Registered nurse Former San Bernardino resident Mary Hooker, 61. of Hayden Lake, Idaho, died Friday of stathlyococcus septicemia at home. Hooker, a native of Los Angeles, formerly lived in San Bernardino for 41 years. She retired as a registered nurse after 44 years and retired from Kootenai Medical Center. She was a member of the American Cancer Society, Kootenai County Sheriff Auxiliary and Calvary Baptist Church.

Survivors include her husband, Jerry two sons, Douglas G. of Cookeville, and Daniel J. of Moses Lake, her daughter, Judith Ann Lowery of Hayden Lake; and 10 grandchildren. Funeral service will be at 2 p.m. today at Yates Funeral Home in Coeur d'Alene, Idaho.

JOAN MARY KAWELL Hostess Joan Mary Kawell, 55, of Hes-peria died April 6 of lung cancer at home. Kawell, native of Angola, N.Y., lived in Hesperia for 35 years. She worked as a hostess for the Olive Garden for two years. Survivors include her son, Jason of Hesperia; her daughter, Leann Kawell-Baggctt of Colton; her parents, Harold Miller of New York and Bertha Schwartz of Victorville; and her half-brother, Laverne Miller of New York. Graveside service will be at 2 p.m.

Friday at Montecito Memorial Park and Chapel, 24145 Barton Road, Loma Linda. Interment will follow. RICHARD C. LOGAN Highland resident Richard C. "Dick" Logan, 68, of Highland died Saturday of complications of cancer and emphysema at home.

3m Crime and public safety 2 escapees recaptured NORCO Two escapees from a medium security prison were recaptured Sunday after a day on the run. officials said. Michael Bradley, 38, and Gregory Smith, 40, were arrested at 3:15 a.m. Sunday as they tried to hitch a ride on the Corona Freeway. They were returned to custody without resistance, said Cynthia Tampkins of the California Department of Corrections.

Bradley is serving a life sentence for several crimes, including murder. Smith has been in prison for 10 years for robbery and sexual crimes. Both men escaped from a Norco dormitory Saturday morning by pushing out a window security screen and crawling under a building to the prison fence. Man arrested on suspicion of murder SAN BERNARDINO A San Bernardino man was arrested on suspicion of murder after a woman was strangled in his home, police said. Gerald J.

McCall, 51, was jailed at West Valley Detention Center without bail. Police said Hennrietta Davis, 41, of San Bernardino was at McCall's apartment in the 1300 block of Lynwood early Sunday when an argument started. A fight ensued. Davis was taken to St. Bernardine Medical Center where she died.

Detectives arrested McCall. They obtained a search warrant at his apartment and seized unspecified items as evidence. Police investigate S.B. shooting SAN BERNARDINO Police were investigating a shooting that left a man with a wound to the back of the head Monday night. The shooting occurred near and Sixth streets at 9:30 p.m., police said.

The unidentified San Bernardino man suffered a glancing wound to the back of his head and was taken to a local hospital. The man was in his car, an older model brown Cadillac when he was shot.
