"We discussed today only thr question of the development of hydro-electric enerpy by the utility district In conjunction it the domestic water development In connection with the -Mokelumne water project, whkh you are ow proceeding to develop for the use of this community. "The other points at Issue between us, namely the question of the quality of the water which will be supplied to the community with the Dana reservoir used for rare purposes, and the Important matter of a Brevity flow system for the transmission of the water to our distributing reservoirs, were not dwelt upon at length. "I believe it will be possible to enter Into a conditional contract with the owners of these properties, even without naming a pacific price, except by protecting ourselves against any increase over the present option price; but providing that if the water commission grants the application of the district for water in the Mokelumne river, thatnhe board- shall the properties at a price later to be agreed upon, and if an agree ment la not reached that the board may proceed with the acquisition of the properties through process of condemnation, arbitration or appraisal.
