B4 The Sun FRIDAY, November 8, 1991 want bickering on booking ended LOCAL BRIEFS Lawmakers By JAKE HENSHAW Gannett News Service ties also were allowed to collect fees from cities, school districts and special districts to cover the cost of collecting property taxes for them. Several lawsuits were filed and lobbying efforts launched to overturn the fees. But so far, only schools have won an exemption. In San Bernardino County, booking fees totaled $4 million in fiscal 1990-91, and all of the new fees the county charged cities amounted to $10.27 million. Statewide, fees totaled $247 million.

Officials of the local agencies forced to pay the fees complained that they had to cut personnel and make fewer arrests because of the it. "I think it is a terrible bill." said Sen. Ruben Ayala, D-Chino, who voted against the original legislation. booking fees without a substitute source of funds for counties. Cities and counties must come up with better ways to house non-violent offenders, use police time more efficiently and reduce costs, said Assemblyman Sam Farr, D-Carmel.

"Maybe," he said facetiously, "we ought to lease out these jails to Motel 6, so somebody comes in and figures out how to run them more cost-effectively." The remarks came at a joint legislative hearing chaired by Farr and Sen. Marian Ber-geson, R-Newport Beach, to review booking fees, one of the most controversial issues between cities and counties. The Legislature authorized the fees in 1990 as part of a budget compromise. Coun SACRAMENTO City and county officials should stop fighting over a controversial, state-imposed jail booking Tee and start working together on more serious problems like jail crowding, legislators said Thursday. In a daylong hearing, legislators agreed booking fees they created last year allowing counties to charge cities for every prisoner brought to jail might need fine-tuning.

But it became clear the fees are here to stay despite efforts to have them thrown out. Deputy finance director Steve Olsen said Gov. In addition, the Ahmanson Land Co. will donate about 3,000 acres of the Ahmanson Ranch, Zeidner said.

In exchange, Ahmanson and another developer, Potomac Investment Associates, will be allowed to build 2,600 homes and two golf courses on an adjoining section of the ranch property. The park land will be purchased with a combination of state bonds and federal funds, Zeidner said. About $5 million of the bond money will require approval of voters next June, she said. Ultimately, Zeidner said, the land would be transferred to the state and federal governments. "What we have here is a huge public-private partnership in which the public really benefits more than the private interests.

Officials propose Highway 91 toll lanes to Corona SANTA ANA Toll lanes planned for Highway 91 would be extended to Corona under a proposal from Orange County transportation officials intent on gaining Riverside County support. Free rides for car pools of three or more people also are being recommended to make the toll lanes more attractive to the many Orange County-bound commuters expected to use them. Transportation agencies in Riverside and Orange counties will consider the proposals next week at separate meetings. The toll lanes, one of four test projects approved by the state 14 months ago, has created friction between the counties over tolls and their length. Adelanto Victor Valley Community Hospital park deal which is unusual," she said. "This is going to be a huge gift to the residents here." Richard Sybert, director of Wilson's Office of Planning and Research, called it "a spectacular real estate deal for the people of California." Sybert said Hope previously had been offered about $35 million for one 870-acre parcel alone. "What Bob Hope gets out of this, in financial terms, is frankly not much," Sybert said. "For all intents and purposes, he's giving this land away. It's about $3,000 an acre.

That's grossly below market." The conservancy has been trying to acquire the Hope land for about a decade, and nearly closed a deal in 1990. However, the project stalled in a public dispute over a proposed housing and golf course development on Hope's land. The controversy sprang from Hope's plan to sell some of the land to Potomac Investment Associates, which wanted to build 750 high-priced homes and a tournament-quality golf course. day at McNearney-Pierce Bros.
