PRESIDENTIAL COMMISSION RE PORTS ON POPULATION Ml) 10, I972-IUMOCK iViUKHE.JOUHUL-C.J -Must Reverse Lifestyle Habits, Panel Says was logic lojm ix)sing onj? to be our relatively un- population would have to Barry Commoner believes The fertility rate in the nouulalion "hazardntf anri port by the Commission on tc on jm- fettered way of life," the wail longer for ad- thai iiollirtlon is cm.Jrt ifniVpH 1 3 In the recent sensational report by the Commission on Growth and the American. Future, legalizing abortions and making contraceptives freely available to teenagers grabbed the 'headlines. But it is recommendations of the two-year 'study that would require more drastic jn basic American ways of thinking. The commission, appointed by President Nixon, says population growth should first be slowed and then slopped because "no substantial benefits would result from growth of the nation's population." This woul mean a reversal of. some classic American habits and beliefs and-it would make the U.S.

the first nation in history to have population control an official policy. Carrying out that policy would involve almost every. family. Attacking what it called "the myth" that population growth ''is primarily fueled by the poor and minorities having lots of babies," the commission said that 70 per cent of growth is caused by middle- income whites. These people the backbone of the nation have lo give up some old ideas about the virtues of having children, ihe commission said, "We should strive for the ideal of diversity in which it would be equally honorable to marry or not, to be childless or not, to have one or two or, for that matter, more," the The commission challenged another ingrained American belief that ihe U.S.

should welcome immigrants. Pointing out that foreign-born persons will account for 25 per cent of Ihe nation's future population growth, Ihe report said there IT, both of Lubbock. Richard Wallace, and Mlss ae Wilson. 13, both of Lubhock. Slephen Ronald Rose.

While these measures appear stringent, the commission said, unchecked population growth could lead to even stricter controls over every aspnot of life. The company formed by Ron Bingham of Dallas and Carey Hollis of Hobbs. to be our relatively fettered way of life," study warned. Critics believe that the commission ignored the problems that could come with zero growth. For example, a stable population would be comprised of a high percentage of middle-aged and retired people.

This would produce a more stodgy, coiorless way of life than now exists in our present youth-oriented nation, the critics say. Young people in a stablized population would have to wail longer vancement. A growing jwpulation crca'ns more openings for youth, while a stable population would have all the predictability of an escalator, with everyone moving up one step at a time. Quality Of Ufa Environmentalists a unsure what effect population stability would have on the quality of life. Environmental spokesman Barry Commoner believes that pollution is caused primarily by is technology, not by sheer numbers of people.

While others say population control should have first priority, Commoner says it is more important to get technology under control. Finally, critics of the commission say that population stability is difficult to achieve because the factors that affect child-bearing decisions arc understood. The fertility rate in the United States has fallen precipitously in the past 35 years, from an annual rate of 323 births per 1000 women in 1057 to the present rate of 77.5 births per 1,000 women, The reason for the decrease is unknown, but the drop has invalidated every prediction made about (he future size of the American poulation. The uncertainties behind such dramatic changes make attempts to forecast population "hazardous and, for many practical purposes, meaningless," according to Ihe scientific journal Nature. In the long run, the controversy started by the commission's report will help accomplish what that body was chartered to do: assess the consequences of population growth for the U.S.

Fur uie first time, a national debate about population hfis begun. Traditionally such talk is followed by action. Appliance SALE MOTHER'S 4.
