As a first step, a survey will be made of water needs of each com munity and Industrial district, to get "concrete facts" for negotiations with the Eastbay municipal utilities district cheaper water than Eastbay industries now obtain. SAME RATES EXPECTED developed during the talks of committee members and chamber of commerce representatives from various towns that the utilities district has indicated that "about the same rates as now" will be charged for water by the district.

Speakers were a unit in the declaration that Oakland and the Eastbay is being hampered in industrial growth by high prices on industrial water and by the limitations of its water supply. The meeting was presided over, by Leroy R. Goodrich, chairman of the new industries committee, Reppresentatives were in attendance from chambers of commerce or other development bodies from Alameda county, Newark, Berkeley, Contra Costans, Associated, Emeryville, Martinez, Livermore, Pittsburg, Rehmond, Walnut Creek, with 20 members of the Oakland new industries committee. UNANIMITY OF OPINION erfect unanimity on the necesalty for campaigning for cheaper water and a supply for future exhibited. There were various sugdevelopment of pine Eastbay was gestions as to industrial water development, in which the proposed salt water barrier was urged as of Immediate importance.

C. A. Ricks of Richmond urged the Oakland chamber of commerce get behind the salt water barrier, which he will be needed in Oakland, "even if you get Mokelumne." Chairman Goodrich told the meeting that the Eastbay must, to develop industrially, be in a position to offer water rates that mill be low enough to be attractive to industries. It was pointed out that Los Angeles has more than once been selected by industries for big plants because water rates there are lower than Oakland. James McElroy of the Bank of Italy raised the question that in Los Angeles the difTerential on the low water rates is probably carried by the taxpayer.

he first step after data is collected will be the appointment of a committee to open negotiations with the municipal utilities district on a lower industrial water rate schodule.
