The report, according to the governor's office, charges that trials are delayed In the San Francisco court and that there Is "lack of Industry on the part of some of the Judges and attorneys." The statement given out by the governor's office follows: Trials are delayed needlessly. Justice Is denied, and prisoners are unjustly detained because of' the lack of organization of the court, lack of industry on the part of some of the judges and attorneys and the domination of the court procedure by attorneys, the report states.
