April T. CBy Associated The adminis tration of the California school sys tem was characterised as "a political oligarchy, top heavy, with un- priced and useless spendthrifts," in a' statement issued yesterday by Governor Friend W.

Richardson. The governor charged that "reck less extravagance" had' character ized the management of the schools and that the people generally were dissatisfied with the subjects taught. The governor's statement follows: "The people are coming to know that reckless extravagance has characterized the management of the schools and that our children are being taught to spend foolishly and unwisely, Instead of to save, to practice economy and to follow the doctrines of the great Franklin. With the excessive taxes loaded upon the people for school purposes there has been no corresponding increase in school ef ficiency. ''For the past few weeks I nave been asking parents from all over California, the results of the teach ing their children are receiving.

T-e answers have been that their children are getting a 1 smattering of many subjects, but know little, of any, that they cannot spell cor- rectnly, cannot read well, cannot write legibly, and cannot do simple nroblems. and that high taxes, ex travagance and spending are advocated and even the smallest tot used for spreading political propaganda. "DETHRONE POITICIANS." "The time has come when the schools of California must be put on a business basis, when real edu cation must be. given children, ana when political educators should be dethroned. I am as strong an advocate of the public schools as anyone.

believe In their worth. I know they are the foundation of our gov e.nment. Every teacher has. my sympathetic support and appreci atlon. I stand strongly for good pay for teachers.

But the public schools are facing a dangerous situation Politicians under the guise of edu cators have loaded the school pay roll with unnecessary expenses, have bought recklessly at publio expense and have piled the. tax burden so high upon the people that the whole school structure is In danger. "There must be a return to sane methods and economical admints tration. The political oligarchy in control of the schools must be unhorsed, For the good of the schools there must be a change. The schools are topheavy with unnecessary supervision and high priced and useless spendthrifts.

BUDGET HELD AMPLE. "The elimination of these unnecessary barnacles will result in freeing the teachers from the annoyances of their overlords and give them more time for teaching. I have great confidence in the teachers of California. I believe they are doing their best. I believe, if f.eed from the political highcr-ups they can do betterfi "The budget makes ample provision for the publio schools of California.

It maintains the state's full share of the teachers' salaries and provides well for the children." WOOD MAKES NO REPLY." SAN JOSE, April 6. "I am not particularly Interested in the governor's statement," said Will C. Wood, state superintendent of schools, who was here for a school dedication at Campbell. 'The statement answers itself and the people of California know whether or not it is true." Winters Girl Tells Of Her Engagement WOODLAND, April 7. Mr.

and Mrs. Robert Morrison, of Winters, announces the betrothal of their daughter, Miss Katherine Virginia Morrison, to Attorney Richard Frederick Kahle. of San Diego. Miss Morrison was formerly a stu dent of Columbia University, N. while Kahle is a graduate of Stanford University.
