Braunfels, Texas Counties Wednesday, November 6,1985 Continued from Page 1A majorities in all voting precincts. Proposition 8, which allowed state prisoners to be transferred out of state to prisons which Texas had contracts with, passed here with 1,372 votes for and 757 against. Proposition 11, which changes some procedures on indictments and informations, passed 1,501 for and 583 against. Proposition 12, which granted the Texas Supreme Court and Texas Court of Appeals to answer questions of state law for federal appellate courts, won, 1,348 for and 717 against. Proposition 14 which provides for the abolition of certain county offices in particular counties, was approved by Comal County voters with the largest margins: 1,450 for and 496 against.

This amendment will have no local effect. Proposition 3 which gave cities and towns the authority to use public money to replace or relocate water lateral lines on private property, was defeated in Comal County, 918 for and 1,182 against. In Comal County, propositions 5 and 10 had the majority of voters in their favor only in precincts 6 and 7. Proposition 5, which authorized the legislature to regulate the provision of health care by hospital districts, was defeated, 800 votes for and 1,233 votes against. Proposition 10, which authorized the issuance of general obligation bonds to provide financial assistance for the purchase of farm and ranch land, was also defeated in the county, Proposition 13, which provided for the reapportionment of judicial districts by a Judicial Districts Board or by the Legislative Redistricting Board, and which provided for the administration and jurisdiction of constitutional courts, was also defeated, The county split on this proposition, similar to the split on Proposition 6.

Proposition 9, which authorized prior approval of expenditure or emergency transfer of state appropriations, passed by only 94 votes in the county, with a similar split in precincts as on propostions 8 and 13. Proposition 7, which authorized Chambers County to have one more justice of the peace precinct, passed with 1,084 for and 876 against. This proposition had one of the lower vote totals and had no local consequences. Propositon 4, which authorized proceeds from the sale of land dedicated to the permanent school fund to be used to acquire other land for the fund, also passed by a relatively small margin: 1,135 for and 971 against. Meanwhile, voters in Guadalupe County also approved all but four of the propositions, voting against amendments 3,5,10, and 13.

Guadalupe County Election Administrator Mary Matthies said the 2,401 voters represents only 8.87 percent of the county's registered voters. Dow Jones's average of 30 blue chips, which closed Tuesday at a record high, climbed 1.38 to 1,398.05 by 11 a.m. today on Wall Street. Gainers held a 3-2 lead over losers among New York Stock Exchange- listed issues.

Analysts said falling interest rates have raised hopes on Wall Street for a strong economy in 1986. Prices have risen sharply, with a concomitant drop in interest rates, in the credit markets lately. This morning, prices of long-term government bonds showed gains ranging to $5 for every $1,000 in face value. Lower rates would presumably act as a stimulus to spending for construction and capital equipment, taking the onus off debt-laden consumers to keep the economy growing. At the same time, falling rates reduce the relative appeal of interest-rate bearing investments like bonds that compete with stocks for investors' favor.

Continued from Page 1A Mrs. Whitmlre's victory reflected her resounding turnaround since Welch announced hia candidacy in May, when polls showed him holding a double-digit lead. The 68-year-old Welch quit his Job as president of the Houston Chamber of Commerce and eventually made AIDS the No. 1 issue in the nonpartisan race.

But Mrs. Whitmire, who supported a city ordinance banning sexual discrimination in public hiring only to see city voters throw it out in January, campaigned on her administration's record, including educating people to the dangers of AIDS. "I believe tonight we've sent a message to the nation," Whitmire told her supporters Tuesday. "Because of your love, we sent a message that Houston has made great progress, that we're working to make this city the best city to live, to work, to do business and to raise families." Welch said he had hoped for a higher turnout. "We have known all along that with any count (turnout) less than 400,000 it would be very difficult to win this race," he said in a concession speech.

Mrs. Whitmire finished with 200,788 votes, or 58,88 percent, to Welch's 138,552 votes, or 40.63 percent, in a field that included six candidates. Eight political newcomers calling themselves the Straight Slate sought City Council seats in a campaign based on adopting public health rules to protect residents of the nation's fourth-largest city from AIDS. None of the candidates was close to leading, But in two races, enough votes went to Straight Slate candidates to force a runoff, since the leading vote- getter had less than 50 percent of the ballots. One of the runoffs will involve Anthony Hall, the councilman who first proposed the gay rights that voters rejected.

Larry Heflin has said that while he and others are working toward incorporation of the entire area, they are not ready to file for incorporation. "We're still working on that," said Nancy Heflin when the map was proposed.

"We haven't got all of the legal details worked out but we know we want to incorporate the entire lake area so that we can control our own destiny." The Heflins and Richey agree with the backers of Tuesday's incorporation move that the area needs to incorporate to stop annexation from New Braunfels and San Antonio. Norris Flodine, a backer of Tuesday's incorporation effort, said he thinks incorporating the entire lake area would require a very high tax rate. Flodine said there is a possibility that the backers of Tuesday's effort will change the boundaries and refile for incorporation. NEW YORK (AP) ABC's "North and South" and "Dynasty" were Top 10 shows last week, but the network finished third again because Its series clones, movie specials and tired Aaron Spelling shows dominated the Bottom 10. Parti of "North and South," ABC's 12-hour miniseries, ranked fourth and had a 25.8 rating and 37 share, performing better than network researchers had forecast, which means ABC should pick up high ratings for the follow-up installments this week.

But, after that, ABC must rely on its regular series, which has meant generally low ratings, with the exception of "Monday Night Football" and Several programs on Tuesday and Wednesday night. Figures released Tuesday by the A.C. Nielsen Co. had NBC winning the week of Oct. 28-Nov.

3 with an average rating of 17.5. CBS had rating and ABC a 15.3. For the six- week prime-time season, NBC leads with an 18.0 rating to CBS' 16.9 and ABC's 16.2. A rating 'measures the percentage of the nation's 85.9 million homes with television. A share measures the percentage of sets in use.

The week's Top 10, in descending order, had NBC's "The Cosby Show" with a 30.1 rating, NBC's "Family Ties," CBS' "Murder, She Wrote," Part 1 of ABC's "North and South," CBS' "60 Minutes," NBC's "Cheers," CBS' "Dallas," NBC's "Night Court" and ABC's "Dynasty," tied for eighth, and NBC's movie, "48 Hrs." Nielsen's Bottom 10 included NBC's "Misfits of Science," CBS' "Twilight Zone" and ABC's "Ripley's Believe It or Not," tied for 55th, followed by a two-hour episode of ABC's "The Love Boat," ABC's "The Insiders," CBS' "Donald Duck's 50th Birthday Special," "Charlie CBS' "George Burns Comedy Week," ABC's movie "In the Midnight Hour," NBC's "Silver Spoons," ABC's movie repeat, "Goldfinger," and ABC's "Hollywood Beat," In last place. Of the ABC failures last week, "Hollywood Beat" and "The Insiders" both new shows were considered poor imitations of NBC's "Miami Vice."
