EMMETT SCOTT TO SPEAK. There will be all kinds af sports, such as baeebaU and races. One of the leading features of tomorrow' program will be an address at Emancipation park by Emmett Scott, secretary to Booker T. Washington. Scott la known In Houaton, having begun his work here several years ago ss an employe of The Houston Post.

He is a gifted speaker. Monday morning the negroes of Houston and vicinity will hold a big street parade previous to the inauguration of the real festlvitlea The line of march will be formed at Travis street at 10 o'clock. The board of directors of ths Toung Men's Christian Association refuses to discuss the petition being circulated by members asking for a fair hearing for a number of members that were discharged from tho association. No official statement has been Issued and the board members refuse to discuss the subjeot In any of Its phases. With the petition still going the rounds and general discussion among members continuing. It is apparent that the matter Is not to be dropped. It is the plan of tha Institution members to present the petition to the board at the next regular or special meeting.

The board meets the second Friday of each month, and there are no Indications of a special meeting being called before tbst time. William Bradburn, who Is well known to many of ths people of Houaton, today makea announcement that he desires the democratic nomination for eounty surveyor. He Is a civil engineer and surveyor of wide experience and believes he Is thoroughly fitted for the place.

Mr. Bradburn was one of the pioneers of the Western country. He was one of the engineers of the Union Pacific railroad and remained with the construction work until the completion of the road, after which ha located at Omaha, where he engaged in civil engineering and surveying: among his other work there being plans for the first gasplant put in for Omaha. He came to Texas In November, 1170, as civil engineer for the International railroad, then under construction between Palestine snd Hearne (It afterward became tha International and Great Northern). He haa alnce held various positions with Texaa railroads as section foreman, roadmaster, superintendent of bridges snd buildings, assistant and chief snglneer; had charge of tha bridges and building in the construction of the Gulf.

Colorado and Santa Fe on the Lsmpasas branch and was afterward division engineer In full charge of the construction work of the brnnoh between Dallas and Paris. He also has had chares as chief engineer of several of the small roads in the State. Mr. Bradburn located In Houston fifteen years ago; has been tn the employ ef the city engineering department as first assistant; wss elected county surveyor In 18S8 and held tho office until IBM, during four years of which service he sraa jso the engineer for Harris eounty. Bradburn believes that he Is thoroughly competent to handle both that and the road building problems. He is one of the consulting engineers In ths National good roads movement and has delivered a number of lectures en the proper method of building roads and providing for drainage; and his Study of ths subject, coupled with his practical experience as ctvtl engineer and surveyor he believes fit hlra especially for the place at this particular ttms.
