Crash Family with girl FROM PAGE B1 her chest. Doctors have told the family Shelly could be in a wheelchair for up to three months while she recovers.

Lily Saenger visited her granddaughter Monday night in Whicita but wasn't able to do much more than hold her hand and hope Shelly knew she was there. Shelly will be kept unconscious until at least Saturday so that she remains stabilized, said her brother, Kevin Saenger, 20, a student at Fort Hays University. He was at the hospital Tuesday along with other family members. "She's an all-around girl," he said of his sister, who is the second to youngest of the four siblings. Shelly plays several sports at Bennington High School and was getting ready for the track season.

"She baby-sits for a couple of families in Bennington," he said. "She really loves little kids." Lily Saenger said Shelly's parents met their daughter at Salina Regional Health Center before she was flown to Wichita. At that point, Shelly was still conscious. "She couldn't talk, but her dad told her to squeeze his hand if she could hear him," Lily Saenger said. "She squeezed." Reporter Kara Rhodes can be reached at 823-6464, Ext.

Speaker won't predict resolution's future By The Associated Press TOPEKA Speaker Robin Jennison isn't saying whether he would allow the Kansas House to debate a resolution designed to decrease the fees paid to Attorney General Carla Stovall's former law firm.

The resolution, if adopted by the House, would force Stovall to file a lawsuit in Shawnee County District Court challenging an award of $27 million in legal fees to Entz and Chanay, Topeka, for representing Kansas in lawsuits against tobacco compa- -nies. Stovall hired her former firm in 1996. An arbitration panel awarded the attorneys handling the Kansas litigation $54 million, and Entz and Chanay stands to receive half, or $27 million. The House Taxation Committee agreed last week to sponsor the resolution and could vote on it Thursday or Friday. During a news conference Tuesday, Jennison said he hasn't decided whether he would allow the House to debate the resolution if Wagle's committee endorses it.

Wagle said the proposal has bipartisan sup- port. Jennison already has questioned the need for a continued investigation of Stovall. "I'm not going to help those guys up there make a decision," Jennison said, referring to the tax committee's members. "I'm just going to wait to comment." The resolution hasn't been assigned to Wagle's committee yet, and Jennison could use his power as speaker to send it to another committee. But he said he won't do that.

"I'd sure hate to see any other committee have to mess with it," he told reporters. Hogs Opponents pleased with move Salina Regional Health Center PENN ADMISSIONS Elaine Barlow, Abilene. Cole Grote, 17, lives at 344 S. Connecticut. FROM PAGE B1 Jennison sees that as progress for western Kansas, including a feedmill Seaboard is building in Leoti. "That might preserve a railroad track there," he said. "The same could have been said for Great Bend." Jennison said the state made it possible for large-scale farms to do business in Kansas.

"We have given rural communities the opportunity," he said. "There were ones that chose to take it, and others that didn't." Opponents of large-scale hog farms are congratulating Great Bend. They hope St. Joseph residents also fight Seaboard. "The citizens of Great Bend deserve a reward for their heroism in staring down an international corporate conglomerate hellbent on polluting their water," said Cliff Smedley, co-coordinator of Stewards of the Land.

Smedley said St. Joseph's access to Interstate Highway 70 means western Kansas is still accessible for trucking in hogs.
