He was a Navy veteran of World War II. served in the Naval Reserve for 111 years and relired with Hie rank of captain, lie was a charter renovation project. Allocation of the grants has become an eagerly anticipated annual ritual in Redlands. where the money provides a variety of high-profile programs such as summer music workshops and sexual assault support services. Major Doug Bowman of the Salvation Army said the funding would keep the organization's twice-daily meal programs going.

The money allows the Salvation Army to hire part-time employees, who receive training in food preparation. Seven of the nine employees have gone on to full-lime work in the community. The two remaining have continued working at the Salvation Army as volunteers. Bowman said. The program ran out of funds Jan.

The other site is in southwest Grand Terrace near Interstate 215 where a Southern California Edison peak plant is located. The plant is used only during times of high energy demand and is one of several sites that Edison wants to sell. The new high school, the third in the Colton district, should open in the next decade. job without adequate funds for material and labor. Also, subcontractors sometimes have trouble getting paid by the general contractor and have to file a lien against the project's owners to make sure they get their money.

The document, known as a "mechanic's lien." is filed against the property itself to ensure that the contractor is paid first if the project is sold. "It seems like sort of a trend in the industry nowadays." Larson said.
