CHICAGO, Feb. 0. The rule was made at the formal meeting of the rules committees of (he two major leagues and already has been given a vote of approval by the board of directors of the American league whlcbwaa in session in the afternoon. The National league men declared themselves in favor of the new rule at their December meet-lift. Other changes in the playing rules were made, the only one of importance being the allowing of a home run to I batter any time he hits the ball out of the lot on fair ground. This was made so that a batter wouldn't be deprived on his four-base drive in case he came up in the last of the ninth inning or in the last half of extra inning game with one or more men on the bases and only one run needed to win and hits the ball over the fence. Previously, he would be given only a single if the winning run came in from third, or a double, if it came from second, or a triple if it came from first, providing he ran to second or third.

Under the new rule, his run and all he drives in will count in the score. Regarding the provision to allow spit hall pitchers to use that delivery for the Ut'JO season, only recognized spit ball pitchers of past years will have the privilege and each club is limited to two men who may use it. The names of the two must be declared to the league president days before the opening of the season. No new pitchers coming up this year wlU be allowed to throw the suitter. The rule makers figure that the old-time spit ball pitchers will be able to develop a new delivery in a year's time.

Chief among the rules were those relating to the home run, the Intentional pass, the balk, the "dead ball" and legislation regarding freak deliveries of pitchers. In all nineteen rules were amended and one added. i Tbe addition Weals with the Intentional pass, which, declares it illegal for the catcher to step from his box. to aid the pitcher in pitching wide. The rule governing the home run says that when a player knocks the ball into the stands or the crowds on fair ground, he shall be given credit for a borne run if he completes the circuit and all runners score ahead of bim.

The amendment dealing with the "balk" reads: "Any motion to pitch while standing in his position without having the hall in his possession or regardless of whether he makes any motion to pitch or not. if the pitcher takes a legal position on the rubber without the ball in bis possession, or if he takes a pitching position off the rubber and feints to deliver the ball to the bat, it shall be called a In dealing with the "dead ball," the code was amended to read: "(1) A dead ball is a ball delivered to the bat by the pitcher, not struck at by the batsman, that touches any part of the batsman's person or clothing while he is standing in his position, or (2) a wildly pitched ball which the batsman plainly makes an attempt to dodge to avoid being hit, but which ball accidentally hits his bat." The fight on the freak deliveries occupied much of the meeting. The rule finally was amended to read as follows: That uo time daring the -progress of the game shall the pitcher be allowed to 1 apply a foreign substance of any kind to the ball: (2) to expectorate either on the ball or his glove; (3) -to rub the ball on his glove, person or clothing, or (4) to deface the ball in any manner or to deliver wbat is called the "shine" ball, "spit" ball, "mud" ball or "emery" ball. For a violation of any provision of this rule the pitcher shall be ordered from the game, and be barred from participation in any championship contest for 10 days. In adopting the rule against freak deliveries it was understood and agreed that all bonafide spit ball pitchers listed by club owners and presented to the heads of the two major leagues prior to the starting of the season, should have only the season of 1020 to use the so-called delivery, after which it will not be permitted.

President Johnson will call the meeting to order at noon. At the same hour President Heydler will call the formal meeting of the National league in another room at file same hotel. It looks as if tbe National leaguers may have a quick session hit they have little to do except adopt the schedule for the coming season. The American leaguers accomplished practically nothing at their December meeting because of their internal row and have much to do besides attempting a possible settlement of the squabble. Ownera Ruppert and Huston of the New York club and President Fraiee of the Boston club arrived Sunday morning with a squad of war scribes from Gotham and immediately made it known they were here to fight to a finish.

The Johnson faction had nothing to say regarding the battle. The vote seems to be 5 to 3 on that side just as it was in December. Ruppert announced he would more that the meeting Tuesday be open to newspaper men who might hear everything that is President Frazee has agreed to second such a motion. When it's put to a vote it is almost certain to lose by the same 5 to ,1 vote, andthe warriors will do their battling behind closed doors.
