(AP) The two remaining all-male eating clubs at Princeton University were ordered yesterday to open admission to women as the state concluded a lengthy sex discrimination suit brought by a former student. The ruling by the state Division of Civil Rights overturned a January decision by an administrative law judge who said the clubs the Ivy Club and the Tiger Inn did not have to admit women as long as they severed their ties to the university. After district business manager Larry Seigworth recited a list of shortfalls in tax revenues, investments and federal aid as well as a $3.1 million debt, Silvestri questioned the School Board's foresight. "I find it just a little difficult to comprehend that you couldn't have foreseen some of this," the judge said, pointing out that federal aid has dwindled consistently. "Where's the School Board? What are they doing?" Silvestri asked. Attorney Vincent Tucceri replied that the nine-member board did consider obtaining a tax-anticipation loan.

"That's not looking for a solution," Silvestri retorted, adding that the district should adopt some "hard-nosed attitudes" toward spending instead of "taking the easy way out" by letting a judge make the decision. "What are you going to do in 1995? Keep increasing taxes? Keep borrowing? Where's the end?" Silvestri said. The district's 130 teachers were not paid May 15 because the district did not receive an $800,000 subsidy from the state. The teachers' payroll costs the district $230,000 twice a month. Arlen Specter is co-sponsoring legislation to establish "a comprehensive national system" of highway routes appropriate for the truck transport of hazardous chemicals.

At a roadside press conference yesterday morning, Specter, R-Philadelphia, announced that he has lent his name to proposed amendments to the Hazardous Materials Transportation Act; The legislation would restrict the truck transportation of chemicals on some urban thoroughfares and provide funding for the training of local law enforcement officers to regulate the transport of hazardous materials. The bill also recommends an increase in the number of federal truck inspectors and says that in 1984, there was only one inspector for every 40,000 trucks. "The time has come for a top-to-bottom analysis of how all these materials are carried by both our trucks and our trains," Specter told reporters over the din of construction on the East Valley Expressway near East Ohio Street on the North Side. The legislation, introduced by Sen. Timothy E.

Wirth, D-Colora-do, would allocate $10 million annually for the designation of routes and enforcement of federal regulations. Specter said the bill would require a national study of the the new legislation would designate the official Pittsburgh routes of all toxic haulers. Kevin Mellott, the assistant chief, said the city's Truck Safety Unit, established in August, has cited between 75 to 100 trucks for illegal payloads and improper marking of materials. Mayor Caliguiri said the city would support the legislation while keeping open communications with the chemical companies. "The key word here is minimize." he said.
