(Houston Post Special.) Manor, Texas, July 17 The railroad commissioners can again rest In peace. The SUMO fire proof San Antonio and Aransas Pass railway bond which they certified th.y consigned to a ftrey furnace.

Is once more In their possession. Judge i. Storey came down from Austin today armed with all sorts of affidavits, receipts, aad these he turned over to Usour Sandburg, who recently found the bond In the capltol grounds at Austin, it was worth tne price of admission to see the smile-that overspread tho judge's face when he once more had tne bond In his possession. How the bond got out of the furnace will probably never be explained, but all three of the commissioners say It won't get away again. Austin.

Texas. July 17. The SI 000 bond of the San Antonio and Aransas Fass Kullroad company, which was found by August Sandburg of Manor, after its destruction by burning In the presence of Chairman Ju. J. Storey of the railroad commission and officials of the San Antonio and Aransas Puss waa supposed to have been accompllsnvd, was recovered today.

Chairman Storey went to Manor early this afternoon and returned this evening, bringing the bond back with him. Sana-burg had left lt at Anderson's store in ilanor, where It was to be called for by Judge Storey. The bond will be destroyed and Its burning this time will be a certainty. Mr. Sandburg gve up the bond Judge Storey talked to him last nlgnt and he said that when he found the bond he did not know whst It was or thst It had been of sny great value.

The bond la supposed to have been dropped while lt was being carried from the east entrance of the capltol to the power house, where the burning took place. It was found by Mr. Sandburg on the walk to the power' house and the date he found It was about July 24, when the burning was done. The bond is of no value to anyone, as lt was a part of those Illegally Issued by the Ban Antonio and Aransas Pass and which had been ordered cancelled and destroyed by the commission ss void because not su-thorlxed to be Issued by the railroad commission or registered In the office of the secretary of state. SAN ANTONIO RATES.

Passenger Men to Discuss Matter Next Saturday. The action taken by the general passenger agents of Texas roads In granting "merchants' rates to Dallas, at the meeting here Tuesday, has been the subject of considerable comment among railway passenger men and business men. There appears to be a division, of opinion as to the advisability of the action taken by the meeting, and this division extends to the railway men as wall as others, sa was evidenced at the meeting when the matter came up for discussion. It Is understood that there were some of the passenger men present who did not approve oi the action taken by the majority, but their protests were voted down and the rates will go Into effect, as stated, next month, provided a satisfactory contract is made between the roads and the Dsllss business men, absolutely guaranteeing the refunding of the difference between regular and merchants' rates In case the patronage afforded these excursions falls short of aw tickets. The roads will Insist upon an iron-clad contract, it Is said, as they have experienced some unsatisfactory results from similar arrangements heretofore.

It is now said that there is talk of other cities making similar requests of the railroads, among them being Houston and San Antonio. It can bs stated authoritatively, however, that Houston has as yet taken no definite steps toward getting tha excursions. M. Ju. Robblna, general passenger agent of the Central-East and West lines, when asked aboot the results of Tuesday's meeting, suid that the proposition of makine sneclal kates for Dallas was the only matter sny importance that came up lor dia- russion.

rte -ia. nowever. that there would he another meeting of the general pass-mger agenta held in San Antonio In a few days for the purpose of discussing a proposition from the business men of that city looking to the putting or ol special rates for the forthcoming Inter-ratlonal fair. It waa subsequently learned That this meeting will be held In San Antonio next Saturday. CORROBORATING IT.

Reports Say Sap-Frisco Deal Is a Reality. Tha article In a recent Issue of The Post, reviving the rumor of the frisco-Bap deal, and purporting to give the plans of the oakum people in connection with the acquisition of the Sap by tha Frisco road, has received the widest comment In railroad circles, and there seems to be a practical unanimity of feeling on the part of railroad people thst there Is "something doing" or about to be done. Many press dlspatchea from other cities have referred to the matter, and havs hinted at corroborations of the rumor from various sources whence newspaper men usually get their supply of Information about these matters. Th Post's publication of the Rock Island plans sre not sgraed upon in detail by thM various dispatches, but In thf main thry all agree that the Rock Inland people have something big up their sleve, and that tha next thing they will spring upon the public will be the Sap dat. From what Is considered excellent authority It ia given out that The Post's exposition of these plans Is correct, and lie re appears to be no cause to modify them.

With the acquisition of the Bap by the Frtsco the Rock Island will have already reaitsed one of Its plans for a gigantic Texas system, and. If reports are to bo acrrMlted. the deal will be announced la a few weeks. COMMISSION ORDERS. Notice of Hearing on Sap Differentials.

i Thn Interesting announcement Is made that tho estimated earnings of the Missouri, Kansas and Texaa have been 9 per cent on its preferred stock of 518.000,000, and that after some very liberal expenditures were made for betterments charged to the operating department's expenses. The company will not declare dividend payments this year, however, because Its construction work it not yet completed, lt requires but SSSi.Gmo to pay 4 per cent on its preferred stock. For three years the Missouri, Kansas and Texus has been building Into Oklahoma snd Indian Territory under the name of the Misourl, Kansas and Oklahoma railroad. This extension Is about completed and the "Katy" is now A system of about 3nU0 mill. The Misourl, Kansas and Texas has nor had to enter the money market during the last year for the money for its extensions and rebuilding of Its rood.

The extensions Into Oklahoma and Indian Territory were all built from- the proceeds of the sale of bonds made tnree years ago, and the stock representing the new mileage hss all gone into the treaa urv of the parent company. The entire main line of the. system Is now stone and gravel ballast with the exception of eighty miles, and this section Is now being rvballasted. Over 400 miles of this work was done during the lavt fiscal year. All the lines are equipped with slxty-slx-pound steel rails except a stretch of about seventy miles where the travel Is extraordinarily heavy, when, eighty-nve-pound rails have been laid.

Tho entire system has been rebrldged with stone And steel bridges, so that there is not a bridge or culvert on the entire line that is not prepared for the heaviest equipment. The larger part of this new work has been charged to operating expenses. The Missouri. Kansas and Texas Is now In as strong a position as any railroad In the Southwest, snd, as one of the leading officials of the road says: "We sre now in a position where the other fellow can name the rate." It rumored that the Standard OH Interests In the road, which have been predominant, represented on the board by John P. Rockefeller.

William Rockefeller. H. L. Satterlee and Joel F. Freeman, have been sold to Dutch Interests, which have been represented on the board by H.

J. De M. Oyens of Amsterdam, Holland. This rumor lacks confirmation, but its truth Is not denied In high circles. ORIENT CONSTRUCTION.

Chief Engineer Webster Has His Force Organized. Houston Post Special.) Fort 'Worth. Texas, July H. Webster, chief engineer of the Orient in Texas, was In the city today en route to Chllllcothe. He came here from Swest-water.

where be has been for the last few weeks organising his force for the construction of the track for the Orient north of that city. Mr. Webster states that there are now on the way to Sweetwater several cars of steel rails that wilt be used In this construction work, but he does not know when they will reach there. There Is now on hand at Sweetwater enough steel to lay rails for nine miles and enough ties, bridge material and the like to lay forty miles of trak as soon as the rails arrive. Mr.

Webster further reports that he nas about com- Sleted organisation of his forces at weetwater, and that once started the work of laying the track north will be pushed with all possible vigor. He will be In Chllllcothe tomorrow on business In connection with tha Orient In that section of the State. CONVENTION RATES. All Roads Announced Reduced Fare to Democratic Meeting. All the various lines of railroads entering Houston have announced special rates for the State democratic convention here, August to S.

Preparations are being made by the roads for handling large crowds of people, ss It Is expected that many otrers than those who will attend the convention will avail 'hemselves of the opportunity of visiting the city. A rate of S2 for the round trip will prevail between Galveston and Houston. Interlocking Plant Approved.

The railroad commission today approved the Interlocking' plant at the crossing of the Houston and Texas Central and tha Missouri, Kanaaa and Texaa railroads at a point three miles north of Houston. The placing of the Texas Sou tne railroad in the hands of a receiver is the second action of that ainu mat has fatten place since the organisation of the Texas railroad commission in this State. The other Instance Is that of the Oulf and Interstate, and the receivership in the latter case waa due to the faot that a large part of the road was washed away by tne great Galveston storm. When the commission waa created about one-half of the railroads of the State were In the hands of receivers. Through the operation of the stock and bond law, the laws prohibiting discrimination and rate wars and the securing and maintenance of stability of rates, the railroad properties of the State, lt Is ciaimed. have been placed on a high basis and the receiverships were rapidly dissolved." There are two objections to this attempt of the po pulls tic majority in the Texas railroad commission to obtain credit for their injustice toward railways: First, the great decrease In railway receiverships throughout the country ha been due to good times and not to the beneficent acts of the Texas commission.

In several of the States there have been no railway failures for many years. The survival of any railways in Texaa has been In spite of and not as a result of the railroad commission.
