10 on a grand jury indictment accusing' her of kidnap and murder in the sex slaying of 6-year-old Rose Marie Riddle. Mrs. Lindsey's husband, Richard Arlen Lindsey, 30, a Texas exconvict and former mental patient, already has confessed to his part in the crime. He has been sentenced to death in the gas chamber. The couple admittedly kidnaped Rose Marie Feb.

12 from her home in nearby Shafter. Lindsey said he raped the child and that his wife then beat her with a lug wrench. Mrs. Lindsey claimed Lindsey forced her from the auto after the kidnaping. She said she never saw the child after that.

Outlook Appears Bleak From where Kennedy stood, the outlook seemed rather bleak he made it plain that the New Frontier is not synonymous with the promised land. The new President did, however, relieve my mind on one point. I was happy to note that he can make a public appearance without creating a snowstorm. His administration, as you know. was born in a blizzard and ice before it learned to walk.

Kennedy skaten gets ready to leave the White House, the Weather Bureau automatically predicts snow flurries. Monday, for a change, the climate here warmed up a bit, but not enough to thaw out most Republican members of Congress. Their reaction to much of Kennedy's message was a bit on the cool side. This did not bother the Democrats who assembled in the House chamber to listen the President. They warded hear the GOP by beating their hands together.

Soviet Ambassador Silent As Kennedy was reading the message, I kept an eye on the Soviet ambassador, who was seated on the Republican side of the aisle. He didn't applaud much either. It can't be said, though, that the ambassador plays favorites. His silence was equally stony when Eisenhower was president. At only one point did the Republicans initiate the applause.

That was when Kennedy said that "this country is ahead in the science and- technology of space. It sounded like Kennedy finally was agreeing with what Nixon kept telling everyone during the campaign. But it was a good thing the Republicans began clapping before he finished the sentence. It had another clause saying that "the Soviet Union is ahead in the capacity to lift large vehicles into orbit." Nobody clapped about that, not even the Soviet ambassador. I personally, thought the message was a big improvement over Kennedy's inaugural address in one important respect it was delivered indoors.

Destruction Of Property Nets Man $160 Fine A 21-year-old Eastern Oregon College student, John C. Fager, has been fined a total of $160 and given a 90-day suspended jail sentence on two counts of destruction of personal property and discharging firearms within the city limits. Fager, who appeared before Municpal Judge Colon Eberhard, was fined $150 for destruction of property with all but $50 sus-1 pended and given the 90-day sentence on that count, also. Fager was placed on probation during the 90-day period of suspended I sentence. On the charge of discharging firearms in the city limits, Fager was fined $10 and was made to forfeit the .22 revolver he was using.

Fager was also forced to make restitution for the street lights, Chief of Police Oliver Reeve said. K. Krishna Menon. This remarkable man lately came up with what, must have been his greatest and most painful contradiction of all. In a speech in New Delhi he accused Red China of "betraying" India's friendship and said that China's "stupid" attitude toward its border dispute with India cast doubt on the whole concept of peaceful coexistence.

His tirade sprang from reports that neighboring Pakistan and Red China were nearing agreement on their border dispute involving Kashmir and Tibet. But the full import of Krishna Menon's remarks may be realized only from a study of his record. Booster of Reds For more 10 years, this lanky, dark-complexioned Indian with the acid tongue has been a leading exponent of Red China's membership in the United Nations and a leading apologist for both Moscow and Peiping. He turned the full force of his bitter tongue against Great Brittain and France for their invasion of Suez. But he called the Hungarian revolt a civil disturbance and voted against a U.N.

resolution calling for withdrawal of Soviet forces from Hungary. He showed little or no sympathy for the plight of Tibet when it was overrun by the Red Chinese. Change of Heart He has been a pillar of righteousness in condemning the French in Algeria and against colonialism in general. But it was a different Krisha Menon who responded to a U.N. resolution callfor India to permit Kashmir the right of self-determination.

The subject, he implied was closed and he replied to criticism from former Sen. William F. Knowland of California with the advice to "visit a doctor, a psychopath or somebody." And, demonstrating that the fit of the shoe depends upon who is wearing it, it was Kashmir which also touched off his indignation against Red China. Moslem Kashmir is claimed both by Pakistan and India but is held mostly by India.
