Representatives of State and federal government and the Chicago sanitary district, met today with the Illinois waterway commission in a discussion of a plan for a long deep waterway connecting Chicago and St. Louis and effecting a water connection -from Lakes to gulf.

Frank O. Hanson of Bloomlngton, presided. A joint committee was expected to be appointed to attempt to work out harmony of the various interests tn respect to the plans. Esperanto now lies a wreck on Sable Island bar. and beside her is Puritan, a splendid new fisher-" man launched here last spring, anl wrecked there a few months afterward Among the fishermen here were several members of Esperanto's crew who recounted incidents of her defeat in successive races with Delewana. The first victory, it was agreed, came easi- ly through Esperanto's windward u- premacy and without special incident, but In the second Delewana early gained a lead of five minutes. This Esperanto slowly made up. and with the 40-mile race more than half sailed, i Captain Marty Welsh of the Glouces-- terman had brought his boat to nearly even terms.

In the leeward berth, approaching the second mark. Captain Marty called to Delewana. close aboard, to give him room. Pelewana gave way. allow-in a barely possible clearance between herself and Devil's Island shoal.

It was wreck her or win If he got throue'n i for Captain Varty and Esperanto. lie took the chance and, with the breakers almost Itciling over his rait shot through the lee, turned the mark first and having taken the lead beat Delewana on the last leg by more than seven minutes. This race, which brought the cup to America, developed a keen interest in the cup competition in both the Canadian and American fli eta. and the succeeding spring found new boats on the ways on both sides cf the border. The Amjrlcrns built Mayflower as their beet bet. But Mayflower was ruled out by the Nora Sco-tlan trrstees as more yacht than fisherman, and Bluenose qualified as the Canadian challenger by winning the elimination race. Here In Gloucester Elsie, fresh from the banks, won the elimination race from which Mayflower was barred, and went to Halifax to meet Bluenose. a boat JO feet longer over all. wider and deeper.

The result of the race the year before was reversed: the Canadian bost won in two straight races. Elsie was outclassed. Fishermen In reviewing those races tonight paid high praise alike to the seamanship of Captain Angus Walters and his Bluenose crew and to Captain Marty Welch and the Elsie's men. The controversy over Mayflower has continued to hold a large part In the discussions of the fishermen, just as it has had a large part in the discussions between the Nova Scotian trustees and the American race committee. But although the latter insisted that Mayflower, by going out in all weather and fishing successfully on all banks in season, had proved herself a bona-flde fisherman, the Nova Scotian trustees ruled her out again as not having been built in accordance with the terms of the deed of gift.

This, it has appeared, was due to the fact thta practices differ between the American and the Canadian fleets, the latter building for salt fishing, the former for fresh fishing. The Canadian practice calls for a bigger cargo, the American for a vessel of finer lines that can make a quick run to market. It is possible that this will be the last competition und-r the present terms of the deed of gift, as the Amer-, lean race committee has suggested changes to make it possible for the fastest vessels of the American and Canadian fleets to meet.
