The traction commission of the city council and representatives of the Chicago Union Traction company and of the Chicago Railway company reached an agreement today regarding the price to be paid fir the properties- of the two companies If the city should ultlmtaely decide to purchase them. It was agreed that the city shall pay 129,000,000 for the properties of the Union Traction company, which operates all the street systems on the North and West sides of the city, and $11,000,000 for the property of the Chicago City Railway company, which controls the transportation on the South side. It was decided by the com mission that It will, as soon as possible, recommend to the city council the passing of an ordinance allowing the purchase of the properties at the prices named.

The federalists and others liberally con-, st rued ths constitution, but all of thorn Insisted that such was the true construction.

The secretary, on the contrary, boldly passes even these bounds and suggests that by Interprstatldh the powers of gov- ernment heretofore rightfully and constitutionally exercised by the States shall taken front them and vested to the gen- oral government. In all probabilities the court martial will take place at Fort Sam Houston. General MeCaskey said this evening that no word had been received officially at Fort Sara Houston of the order of court martial, but that In case the order had been given It had been forwarded by at. The court martial will Impose upon a number of the officers at Fort Sam Houston an unpleasant duty, that of serving on a court martial which Is to try two officers of high rank. This narrows the list of persons to be drawn from to a small number. It la expected General MeCaskey will announce the personnel of the court martial within a few days after the orders for court martial arrive here. Nevertheless, formal notice was served on the archbishop today as he was surrounded by his vicars and clergymen. Admiral Doubassoff. formerly governor uf Moscow, was the object of a desperate attempt at assassination today. In which he received slight Injuries. Three men believed to be terrorists participated in the attack, which took place while the admiral was walking In a secluded path In his garden. A young man dressed as a workdngmaa approached and fired seven shots from a revolver, but missed on account of his nervousness.

The terrorist turned and' ran wtth the admiral In pursuit. Seeing that his capture was Imminent. Doubaav sofTs assailant turned, drew a borrfb 'from his pocket and hurled it at his pursuer. The admiral was thrown to the ground by the force of the explosion. At that moment a watchman ran up and seised the terrorist.

sAs the admiral was rising from the ground a second terrorist, appeared and threw a bomb at him, which passed over his head and did not explode. The second terrorist then fired three shots from a revolver at the admiral, and' missed hlav Doubassoff threw himself upon the terrorist, disarmed and held htm until he was seised by the police. The two terrorists were taken to the nearest police station. A third succeeded In escaping. The attempt on Doubassotra life today Is connected wtth the Moscow revolution.

The kaiser is being forced'to mere and more year by year upon the clericals to secure the enormous appropriations for his pet projects of a large arms and navy things which are being fought In alii legitimate ways possible by the worklngmtm and tl)0 socialists of his realm. Just what the effect will be upon the minds of the work-ins-men of continental Europe If It should mand of the battalion at Fort Brown and Captain Macltn was in command of company at the time of the troubles at Brownsville.

The charge on which they are to he tried is based on alleged neglect of duty la having failed to take proper precaution prevent the clash between the soldiers aai cltlsens, which resulted In bloodshed in Aaag-uststS.
