City Manager E.N. Delashmutt has found more than 70 streets that need to be improved, at a total estimated cost of $538,969. All he wants the council to do now is put them in order of importance. Council accepted the list Monday with a collective groan.

Members suggested Fred Ryden and his Public Works Department could supply a little more information about the condition of each street and how much traffic it's catching. Delashmutt said he'd pass the list through Ryden's office. But he added, "If Council will remember, we gave you priorities last year." After much adding, subtracting and rearranging, members eventually came up with their own list. It may be much the same this year. Councilwoman Laverne Eberhard already wants Jahn Street added to this year's list.

Mayor Pro Tern Gerald Schaefer com; plained that Gardenia Street wasn't on it. "We've got Magnolia. What's the difference?" chuckled Mayor O.A. Stratemann Jr. "Are you saying all these streets are really In need of repair?" Councilwoman Barbara Tieken asked Delashmutt.

"Oh yes. And I could come up with another list just like it," Delashmutt said. Tieken said if the situation was that serious, the city should look into other ways of funding street repairs especially since this year's revenue sharing entitlement may be the last. "We're going to have an increased tax base," she pointed out. City roundup New property values set by the Comal County Appraisal District will show up in the roll for the next fiscal year.

The city could set a lower tax rate and still collect the same revenue. But Tieken said she'd prefer to leave the tax rate where it is (38 cents per $100 valuation) and apply the extra money toward streets. "If you increase your tax base, and leave the rate where it is, that's the same thing as increasing taxes. You still have to have the hearings and all," said Councilmember DonnieSeay. "Let's have the hearings then," Tieken said.

Delashmutt, interviewed after the meeting, said that Tieken actually had "the beginning of a good idea." He said he much preferred the pay-as-you-go plan to bonded indebtedness for financing city projects. "An extra penny on the tax rate, based on past collection figures, will generate a little more than $26,000," Delashmutt said. The State Department of Highways and Public Transportation may soon be undertaking projects of its own. A resolution passed by council Monday requests traffic studies on FM 725 and Texas Highway 46 between IH 35 and the city's southern boundary. State engineers will also consider a section of 46 between Landa Street and Howard Lane.

At that point, the highway is known as Walnut Avenue. Council approved Vernon Taylor's five- year contract on the Landa Park concessions, but there's one minor point to be up before it's signed. City Attorney John Chunn isn't sure Taylor and his partner, Charles Reeves, can legally call themselves Wurstworld Ltd. "This indicates to me that they're a limited partnership," Chunn said. He wanted to see papers stating the existence of such a partnership, but Delashmutt thus far Has not been able to get them.

If Taylor and Reeves aren't a limited partnership, Chunn said, he'd rather have them sign the contract as individuals. In that case, either of them can be held liable for its terms. Another after-the-fact building permit was requested this month, for a retaining wall on the Guadalupe River bank at 1757 KuehlerAve. Delashmutt said the wall, under construction by L.L. Roberts, is approximately 75 percent complete.

The builder had a permit from the Guadalupe-BIanco River Authority, and "I was advised that the GBRA told them they didn't need another permit," the city manager said. "Now I'm back to the GBRA again to get that squared away." In view of the complications Delashmutt has to deal with every day, council members decided to raise his salary to $40,000 annually, retroactive to Jan. 3. The city manager reviewed five Texas cities, two bigger and three a little smaller than New Braunfels, and found that their city managers made between $42,500 and $47,000 annually. Delashmutt's salary was raised to $36,750 in January 1982.

24, at Guadalupe Valley Memorial Hospital in Seguin. Willie M. Jostes Graveside services for Willie M. Jostes of 631 Lakeview will be at 3:30 p.m. Wednesday in Comal Cemetery.

The Rev. Friedrich Rest of New Braunfels will officiate, under the direction of Zoeller Funeral Home. Jostes, 94, died at 12:45 p.m. Monday, Jan. 24, at McKenna Memorial Hospital.

Born on Feb. 10,1888, in Guadalupe County, he was the son of Franz and Charlotte (nee Westmeier) Jostes. He later married Meta (nee Gold) Jostes, who preceded him in death in 1972. A resident of New Braunfels for 62 years, Jostes was a retired store clerk, and a member of the First Protestant United Church of Christ. He was also a 50-year member of the Hermann Sons Lodge No.

106, a New Braunfels and'Secretary of the Rural Telephone -Co-op. Memorials may be given to the Eden Home for the Aged, or First Protestant United Church of Christ. Eugene Richter Sr. Services for Eugene Richter of 1070 Highway 81 East, Lot No. 21, were at 2 p.m.

Tuesday at Zoeller Funeral Home, with burial in Comal Cemetery. The Rev. Friedrich Rest of New Braunfels officiated. Richter, 88, died at 1:15 p.m. Sunday, Jan.

23, at McKenna Memorial Hospital, where he had been hospitalized for one day. The son of Alvin and Marie (nee Schulze) Richter, he was born on March 4,1894, in Fayette County. He married Lillie M. (nee Achterberg) Richter on April 13, 1929 in Seguin. A retired farmer and carpenter, Richter was a resident of New Braunfels for 49 years.

He was also a member of the Seguin and New Braunfels American Legion Band, and the Village Band. He is survived by his wife, Mrs. Lillie M. Richter; two sons, Charles Richter Sr. and Eugene Richter all of New Braunfels; a sister, Clara Koehler of Wharton; four grandchildren, and two great- grandchildren.

He was also preceded in death by a daughter. Pallbearers were Chester Schwab, Milton Koehler, Chuck Richter, Robert Scheel, Gussie Rust and Russell Richter. Mrs. Marcelina G. Gaytart Services for Mrs.

Marcelina G. Gaytan of 1083 Oasis, will be at 10 a.m. Wednesday at Our Lady of Perpetual Help Church, with Father Audet of New Braunfels officiating. Burial will be in Sts. Peter and Paul Catholic Cemetery, under the direction of Zoeller Funeral Home.

Mrs. Gaytan, 85, died at 7:20 a.m. Monday, Jan. 24, at McKenna Memorial Hospital, where she had been hospitalized for eight days. The daughter of Emilio Guerrero, she was born on June 2, 1897, in Mexico.

There, she later married Pedro Gaytan, who preceded her in death. She lived most of her life in New Braunfels, where she was a homemaker and a member of Our Lady of Perpetual Help Church. She is survived by six daughters, Mrs. Louise Garza, Mrs. Guadalupe Farias, Mrs.

Manuella Martinez, Mrs. Carmen Hendrus, and Mrs. Olivia Zamora, all of New Braunfels, and Mrs. Maria Bernal of Killeen; two sons, Pedro Gaytan of Waco, and Santiago Gaytan of New Braunfels; a sister, Mrs. Angie 0.

Santoy of Dallas; two brothers, Frank Guerrero of San Antonio, and' Paul Guerrero of Dallas; 54 grandchildren, and 112 great- grandchildren, A rosary will be recited at 7 p.m. Tuesday at Zoeller Funeral Home.
