The purchase of newspa' per advertising space to ad vertise Red Cross Christma Seals and to give publicity, to other features of philan-j. thropic work which do not' come under the head of news, was advocated by A. Moree, Advisory Expert in Public Health the State Department of Health, and Director of the! Extension Work of the State" Charities Aid Association in an address before the" State Tuberculosis Confer ence in session in Syracuse, N. on the 13th un-ic' der the auspices of the partment of Health and the State Charities Aid. Mr.

Moree pdinted out. that every bit of which the philanthropic or--' ganization obtains must nec- essarily be paid for. If it not paid for in cash it is paid. for by furnishing- the news- papers with that is of value or interest? to their readers. Many philanthropic organizat ionSJ seem to be perfectly willing-to pay for every kind of pub licity but newspaper tising.

They pay the printer" for pamphlets; they pay the5, letter companies for multir. graphing form letters; anr they pay the postage those letters. It is a curious' thing, Mr. Moree said, that-' philanthropic organizations headed, as they usually by men and women of affairs, successful business men. and leaders of public i opinion, have failed to real ize that a publicity which is so universally by the business world can be just as successfully adopted by the public worker.

Mr. Moree pointed out, that every effort made by a public organization of any' kind was essentially a campaign. In its fundamen-; tals, the marketing of a new brand of canned beans is no' different from trying to persuade the people to adopt public health county hospitals, visiting." nurses, dispensaries, open air schopls, modern forms of re-" lief and even the right atti-," tude toward relicion and- church work. "Newspapers are usually-glad to give publicity to the-work of public organizations' aiming at the of good things," the. speaker said.

"They times devote display space'." to this without charge. have in my pocket a tele-' gram stating that one of the; largest popular magazines'' in the country has offered to ive the State Charities Aid Association a half-page in its Christmas Number. This is a contribution of great value by that maga--zine to the work of the Asso- ciation.
