THE DECATUR REVIEW REVIEW can Standards Association shall be prima facie evidence of conformity with approved standards for safety to persons and property. The term "electrical installations" or "electrical equipment" as used in this ordinance, means conductors and equipment installed for the utilization of electricity supplied for light, heat or power, but does not include radio apparatus, or equip; ment for wireless reception of sound and signals and does not include apparatus, conductors and other equipment installed for or by public utilities, including common carriers, which are under the jurisdiction of the Illinois Commerce Commission, for use in their operation as public utilities. Plans 28-10. Plans must be submitted by architects, engineers or owner upon request of the City Electrical Inspection Department before work is started for electrical work to be done in all new buildings except residences and in any building undergoing remodeling. 6 No inspections will be made, certificate issued for the wiring of completed (old) houses unless such houses shall have at least one outlet for lighting and one duplex convenience outlet in each room thereof.

Inspection Required 28-11. An inspection and certificate of approval by the City Electrical Inspection Department will be required on the wiring in all new buildings or in remodeled buildings before the same will be connect- a ed to the supply of electrical energy. Wberever a service to a building is to be renewed. enlarged, or the location changed, said service and subsequent wiring shall be brought up to standard. Re-Inspection 28-12.

Any re-inspection of any wiring installation made necessary through failure of the contractors to properly install same. or in violations of the rules, shall be charged for at Two Dollars ($2.00) for each inspection. Temporary permits may be issued at the option of the Inspection Department. Volatile Liquids or Gases 28-13. Wherever volatile liquids, or flammable gases are stored or handled, including filling station gasoline pump, bulk storage stations, explosion proof fittings or rigid metal conduit only shall be used.

Each gasoline pump with its lights shall be wired on a separate circuit. Permits 28-14. Permits shall be taken out for both old and new work. Permits must be obtained before work is started. No permit needed for extending present branch circuits.

Fees 28-15. The rates for wiring inspection shall be as follows: Wherever there is more than one motor of fractional H.P. the sum total of such fractional H.P. shall be computed and the inspection fee shall be $1.00 for each whole H.P. and any additional fractional H.P.

Semi-Annual Inspection 28-16. It shall be within the authority and jurisdiction of the Inspector (electrical) to require a semi-annual inspection of wiring, used in connection with light or power, in all buildings used for other than residential purposes within the citv limits of Decatur, Illinois. The Electrical Inspection Department shall leave the person in charge of the premises inspected a written notice of such change or alterations as may be required, and such changes shall be made within thirty days after receipt of such written notice. unless in the opinion of the Electrical Inspector such changes should be made at once, at the end of which time the Inspection Department shall re-inspect the changes or alterations mentioned in such written notice. The charge for such re-inspection shall be AS follows: For the first four branch circuits or less in any building inspection shall be One Dollar For each additional circuit a fee of ten cents (10c) shall be charged.

Installation 28-17. All electrical installations within the city limits shall be installed in approved metal conduits or metal mouldings. except in new single unit residence; all new services to be of rigid iron conduit unless special permission is obtained from the Inspection Department. The installation of low voltage (less than 50 volts) wiring shall be permitted as recommended in the then current edition of the National Electrical Code. All new installations shall have a fused disconnect.

Installation 28-21. Wires must not be drawn into conduits until plastering is dev. When wires are pulled in and poled up. all connections must be soldered or spliced with pressure solderless connectors ap-, proved by the Electrical Inspector. This includes joints to which fixtures will be attached.

28-22. All ceiling outlets, in new work, must be installed with a four inch box not less than one and one-half inches deep and equipped with plaster rings if necessary. Each ceiling bracket, switch or receptacle outlet, on new jobs, must be provided with lath supports, or plaster rings; all such plaster rings must be provided with ears: lath supports must be at the outlet. 28-23. Where electric fireplace heaters are to be installed.

the outlet provided for such heater shall be on a separate circuit and the wire for such circuit must be no smaller than No. 12. 28-24. All branch circuit cabinets shall be of the dead front type. 28-25.

Fixtures which are supported in such manner as to make the outlet box inaccessible will not be permitted. This applies to bracket lights which are set in cement as in bathrooms. 29-26. Nine (9) light outlets shall be the maximum of outlets in one lighting circuit in residence work but in no case will more than 1,500 watts be permitted on one branch circuit of No. 14 wire or 2,000 watts for No.

12 wire. General Lighting 28-27. General Lighting in accordance with the then current edition National Electrical Code shall be prima facie evidence that such installations are reasonably safe to persons and property. Eugene Fluss City Clerk -10- ORDINANCE NO. 2742 An Ordinance Providing for An Electrical Commission and Setting Up Standards for Electrical Installations and Equipment. Be it hereby ordained by the Council of the City of Decatur, Illinois: Definition 28-1. The term "Electrical Contractor" as used herein means any person engaged in the business of installing, altering, erecting, repairing or contracting to install, alter, erect, or repair electrical equipment or wiring to supply light, heat, or power, not including radio apparatus or equipment for wireless reception of sound or signals, and not including apparatus, conductors and other equipment installed for or by public utilities, including common carriers, which are under the jurisdiction of the Illinois Commerce Commission, for use in their operations as public utilities; but the term 'Electrical Contractor" does not include employees employed by such contractors to do or supervise such work.

Registration Required 28-2. It shall be unlawful for any person to engage in the business of "Electrical Contractor" in Decatur, Illinois AS herein defined. without being registered as an "Electrical in the mannet set forth: provided, however, that if such person is already registered for the current year and has paid a registration fee of Twenty-Five Dollars ($25.00) in any city or village within the State of Illinois, such "Electrical Contractor" shall not be required to be registered or to pay a registration fee for such year in the city of Decatur, Illinois. Application Fee 28-3. Any person desiring to engage in the business of "Electrical Contractor" shall fill out application for registration to the Electrical Inspector.

Upon filing of such application in proper form and the payment of Twenty-Five Dollars ($25.00) the Electrical Inspector shall issue receipt to applicant. Such application shall be accompanied by satisfactory affidavit, that the applicant has had at least four (4) years practical experience in installing, altering or repairing electrical equipment. Examination 28-4. Before a Certificate of Registration shall be issued to an applicant by the Electrical Commission of the City of Decatur, Illinois, applicant shall, following reasonable advance notice, present himself for examination as instructed by the Electrical Inspector at a time and place set by him. The Electrical Commission shall examine such applicant as to his practical knowledge of the installation and alteration of electrical equipment as set forth in the rules and regulations of the Electrical Code of the City of Decatur, Illinois, and in the latest issue of the National Electrical Code which is the Regulations of the National Board of Fire Underwriters, as recommended by the National Fire Protection Association and approved by American Standards Association.

Such examination shall be in whole. or in part, in writing and shall be of practical character, as determined by the Electrical Commission. but sufficiently strict to thoroughly test the experience and qualifications of the applicant. Re-examination may be held no sooner than 90 days. Issuance of Certificate 28-5.

Any person who shall have filed proper application and later shall have passed satisfactory examination shall be entitled to receive a Certificate of Registration to do electrical wiring and engage in the business of electrical contracting in the City of Decatur, Illinois. No Assignment-Revocation 28-6. Certificate of Registration issued by the Electrical Commission shall not be loaned, rented, or transferred. Each and every Certificate of Registration may, after hearing, be suspended or revoked by the City Council upon recommendation of the Electrical Commission upon failure or refusal of the "Electrical Contractor" to comply with the rules and requirements of the Electrical Inspector. Term of Certificate- -Renewal 28-7.

No person, granted a Certificate of Registration, under provisions of this ordinance shall install, repair or perform any wiring after the expiration of the Certificate of Registration, or, after said Certificate of Registration shall have been suspended or revoked by the City Council, as herein provided. Certificate of Registration shall expire on October 31st. in the year issued, and a renewal shall be taken out before any further permits will be issued by the Electrical Inspector. Any person having secured Electrical Contractor's Certificate or Registration under the conditions above set forth, shall be granted a renewal of such Certificate, provided, application is made to said Electrical Inspector, by the holder of such Certificate, and upon payment of Twenty-Five Dollars ($25.00) with such renewal request. Electrical Commission 28-8.

There is hereby created an Electrical Commission, to consist of five (5) members, as follows: The Electrical Inspector, who shall be a member and exofficio Chairman of such commission; the other four (4) members shall be an electrical contractor, one journeyman electrician, one a representative of an inspection bureau, if such a representative resides in the City of Decatur, Illinois, and if no such representative resides in the said City of Decatur, Illinois, then the Chief of the Fire Department, and one representative of an electricity supply company. Such members of said Commission shall be ap: pointed by the Mayor for the period of one year and until their successors are duly appointed and qualified, except the Electrical Inspector, who shall hold his office as a member of said Commission during his time of office. Two (2) members and the chairman shall make quorum. Duties Such electrical commission shall recormend to the Council safe and practical standards and specifications for the installation and alteration of electrical equipment designed to meet the necessities and conditions of the locality within their jurisdiction; shall prescribe reasonable fees to be paid for inspection of electrical equipment, installation and alteration of the same, provided, that such standards and specifications and such fees shall not become effective until approved by the Council, such approval to be evidenced by an ordinance of the City. Said Commission shal: further have the power to provide and establish regulations concerning applications for permits for the installation and alteration of electrical equipment and to provide the conditions upon which the same shall be issued by the Electrical Inspector, such regulations likewise to be approved by the Council by ordinance.

The term "regulation of the Electrical Commission" shall refer only to regulations of said Commission which have been approved and adopted by the Council as by law provided. Conformity Required 28-9. Except as otherwise provided, all electrical installations shall be in conformity with the provisions hereof. Where no specific standards are prescribed by this ordinance, conformity with the regulations set forth in the then current National Electrical Code as approved by the Ameri- for the small appliance load in the kitchen, utility room, dining room and breakfast room, one or more branch circuits shall be provided for all receptacle outlets (other than outlets for clocks) in these rooms and such circuits shall have no other outlets. The conductors of such circuits shall be No 12 wire, minimum watts.

In every kitchen. dining room, breakfast room, recreation room, bedroom and bathroom one duplex receptacle outlet shall be provided for every 20 linear feet or major fraction thereof of the total (gross) distance around the room as measured horizontally along the wall at the floor line. The rating for these outlets shall be not less than 10 amps minimum. Ground Rods 28-31. Ground rod shall be inches galvanized conduit, maximum of 10 feet and minimum of 8 feet with driver point and cap making it possible to measure the length of rod after it is in the ground.

Where a rod is not used. by special permission the ground shall be No. bare copper to the water pipe street side of meter or a No. 6 jumper around the meter. Sizes 28-32.

As kind a of basis for determining the size and entrance service required for new residence wiring the wattage rating, as outlined 28-30 above will be applied as follows: All to be 3 wire 110-220. As a basis for determining the number of circuits for new residence, this method will be used: the first 500 square feet of living space, exclusive of the basement and attic. 4 circuits. The next 250 square feet, 1 circuit. The next 250 square feet, 1 circuit.

Each 150 square feet thereafter, 1 circuit. Number of Circuits-0 to 6 to 10, 10 to 16. Fuse size-60, 70. 100 Wire Size -No. 6, No.

4, No: Cond. Main SW Size-60, 100, 100 Permit Inspection 28-33. No electrical equipment shall be installed or altered except upon a permit issued by the Electrical Inspector. Electrical Inspector shall inspect and shall require that it conform to the standards and specifications applicable thereto which has been recommended and adopted as herein provided. Inspection 28-34.

Upon the completion of the installation or alteration of electrical equipment in any building, it shall be the duty of the person, firm or corporation installing or altering the notify the Electrical such Inspector, who shall inspect and the if work after notice is given; such electrical equipment is found to be fully in compliance with this Code and does not constitute a hazard to life and on. All wires which are to be property the current will then be turned from view shall be inspected before concealment, and any person, firm or corportion installing such wires shall notify the Electrical Inspector giving make him twenty; four hours in which to the required inspection before such wires are concealed. Authority of Inspector 28-35. Authority granted to the Electrical Inspector: (a) The Electrical Inspector shall have the right during reasonable hours or at any time when an extreme danger exists to enter any building in the discharge his official duties or for the purpose of making an inspection, re-inspection, or test of the installation of electrical wiring, devices, appliances, and equipment contained therein. The Electrical Inspector shall have the authority to cut or disconnect any wire in cases of emergency where necessary for safety to life or property or where such wire may interfere with the work of the Fire Department.

Said Electrical Inspector is hereby authorized to connect or order discontinuance of electrical service to any electrical wiring. devices, appliances or equipment found to be dangerous to life or property because they are defective or defectively installed. (b) The Electrical Inspector may, in writing, delegate any of his powers or duties to any assistant electrical inspector. Condemnation 28-36. The Electrical Inspector shall have power to condemn all work in use which is unsafe or hazardous to life or property, and in such case shall serve notice upon the person, firm or corporation owning, using or installing the same 16 place the same in a safe and secure condition.

Appeals may be taken by any person aggrieved by such order to the Electrical Commission whose decision shall be final. Inspection 28-37. No current shall be turned into system of wiring which has been repaired or altered, nor into any neon sign, skeleton window or outside type, except after inspection by the Electrical Inspector. No certificate of inspection or approval shall be issued where the wiring does not conform to the requirements hereof. Faulty work may be required to be placed in a safe and secure condition.

A complete record of inspections made shall be kept by the Electrical Inspector. Poles and Wires 28-38. Any electrical wire, pole carrying wires, or any electrical support or any electrical apparatus in the City which shall not be properly insulated or installed according to the provisions of this Code or which causes any unnecessary risk or danger of injury to persons or property is hereby declared to be a nuisance and the Electrical Inspector is hereby authorized to cause such condition to be remedied or removed. Every person, firm or corporation engaged in the use of electricity in any form within the City for any purpose whatever and permanently maintaining system of poles for carrying wires on the streets, alleys and public areas of the City shall annually on or before September report in writing to the Commissioner of Streets and Public Improvements the number of such poles so maintained. For the purpose of inspecting such poles and of maintaining the same in a safe and proper condition every such son, firm or corporation aforesaid shall pav annually to the Comptroller on or before September 10 the sum of Twentyfive Cents (25c) for each such pole so maintained.

Nothing in this section shall be construed to exempt any such person, firm or corporation from any liability to the City by law or from liability for negligence or defective construction or placing or maintaining such poles nor affect any franchise heretofore or hereafter granted by the City. Penalties 28-39. Any person, firm or corporation who shall fail or refuse to allow inspections or who violates of or this fails to comply with the provisions chapter, upon conviction, be fined not less than Five Hundred Dollars Dollars ($5.00) nor more and each than Two day such violation occurs or continues shall be a separate offense. 28-40. (SEAL) City Clerk of Decatur, Illinois Station Burns Near Tuscola Tuscola, April 10 (Staff) Fire of undetermined origin Monday damaged part of the Lindell Maddox filling station and retsaurant on Route 36 and the Villa Grove road, five miles east of here. Nobody was injured. The blaze started about 11:10 a.m. and destroyed a three room apartment over the station cafe.

All the furnishings in the apartment, tenanted by Maddox, also were lost. There was smoke and water damage on the first floor. No estimate of the loss was immediately available. Firemen from Tuscola, Camargo and Murdock fought the flames. A pumper showed up from cola just as the Camargo and Murdock trucks were leaving for Villa Grove to take on more water, otherwise the blaze might have spread through the entire building.
