Can a person withhold payment of the rent in order to get action by the landlord? When we leased our apartment, the rental agent said it would be redecorated every year. The painters now are long overdue and all we get is the runaround. A. Withholding rent payment is a risky weapon since it may backfire. Non payment of rent could give the landlord ground for obtaining your eviction, by court order.

Ordinarily, the only time a tenant cannot be evicted for withholding rent is when the tenant is a welfare recipient and the rent is being withheld by the Public Aid Department because building code violations make the building where he is living "dangerous," hazardous or detrimental to life or health." College to Get Radio Station Lincoln (Special) Lincoln Christian College will be one of the smallest colleges to have a student operated radio station when it establishes an FM station this fall. The station, located at 88.7 mega hertz, will be a noncom mercial, 10-watt station. Religious, educational and cultural programs are plann ed. The station will operate Mon day through Friday from 6 to 11 p.m., with possible expansion later.

John Young, associate professor of speech, will be faculty advisor. LCC also operates a ham radio station which communicates with missionaries throughout the world. Katzenbach, Tito Confer In Belgrade Belgrade (AP) President Tito conferred for 90 minutes Friday with U. S. Undersecretary of State Nicholas Katzenbach on the Soviet threat to Yugoslavia.

An authoritative source said Tito asked no American commitment to defend Yugoslavia and none was given. Katzenbach expressed what was described as an intense desire by the U. S. government to help bolster this Communist nation economically, and both sides described the talk as friendly and informative. Isaac Rev. Isaac Elmer Antrim, 79,1 of 238 Longview Place died at 3 a.m. Fridav in the Lakeshore Manor Nursing Home. A resident of Decatur except for a 20 year period when he lived in Oklahoma City, Rev. Antrim was a cabinetmaker for the Decatur Lumber Co.

for 20 years. He was a Salvation Army major for 13 years and was ordained a minister in Oklahoma City in 1957, serving thereafter as an evangelist minister and as a member of the League of Mercies. He was born near Cerro Gordo on Dec. 8, 1888, a son of Jesse and Frances Cox Antrim. He was first married to Dorothy Brooks, who died in 1958, then was married in 1960 to Iva Ball, who survives.

Also surviving are two stepdaughters, Mrs. Bert (Mayme) Bridgeman and Mrs. Paul (Bessie) Prince, both of Decatur; two stepsons, Oran Strohl, Decatur, and Harry Strohl, Grand Rapids, a foster daughter, Mrs. Ben (Alta) Mize, Decatur; a foster son, Leon Baker, Mount Zion, and a brother, Arthur Antrim, Kenosha, Wis. Funeral services will be at 10:30 a.m.

Monday, in the Brintlinger Funeral Home, where friends may call after 5 p.m. Sunday. Burial will be in Gracelgnd Cemetery. Harry McQueen Funeral services for Harry Francis McQueen will be at 1 p.m. Sunday in the Dawson Wikoff Funeral Home, with burial in Illini Cemetery.

Friends may call after 4 p.m. Saturday at the funeral home. Mr. McQueen, 75, of 750 W.J Olive St. died at 7 p.m.

Thursday in Decatur and Macon County Hospital. August Lee Funeral services for August Lee of Latham will be at 3:30 p.m. Sunday in the Dawson Wikoff Funeral Home, with burial in Two Mile Grove Cemetery, Latham. Friends may call at the funeral home after 4 p.m. today.

Mr. Lee, 86, died in Decatur and Macon County Hospital at 6:22 a.m. Friday. He was born Aug. 30, 1882, in Boonville, a son of John and Amanda Hodge Lee.

Mr. Lee, a retired farmer has lived in Latham for 54 years. He is a member of the Latham Baptist Church. On Dec. 25, 1907, he married Ocie Skelton in Boonville, Ind.

She survives. Other survivors include five daughters, Paul (Mae) Sollars of Creve Coeur, Marie Lee of St. Louis, Mrs. Lauren (Geneva) Emery of Maroa, Mrs. Voss (Mary) Sessions of Latham and Mrs.

Gilbert (Ruth) Farrell of Florissant, a sister, Mrs. Maude McKinney of Boonville, Mo; five grandchildren and 13 great grandchildren. Three sons, two brothers and a sister preceded him i death. Shirl Tish Funeral services for Shirl A. Tish will be at 2 p.m.

today in the Brintlinger Funeral Home with burial in Macon County Memorial Park. Mr. Tish, 68, of 1649 Gregor Ave. died at 8:54 a.m. Thursday SOPHOMORES WIN PRIZES Four St.
