Gov. Edgar was unaware of his brother's participation in the meetings, Edgar spokesman Mike Lawrence said. "He does not believe it is inappropriate for Fred Edgar to try to arrange meetings, but he would believe it is inappropriate if Fred Edgar were setting state policy," Lawrence said. "Fred Edgar is not setting state policy, and he was not trying to set state policy." Fred Edgar told the Chicago Tribune he was asked to get involved as a favor to a Colorado friend with ties to Rebound, which oversees High Plains. Richard Young, a Denver-based investment banker and former fraternity brother of Fred Edgar's at Eastern Illinois University, confirmed to the newspaper he was that friend but declined comment During the meetings, Fred Edgar said he did not try to influence McDonald or any other state officials.

He said he was not paid and does not serve as a lobbyist for Rebound. "I made it clear that I was there to listen, and whatever corrective action (that) had to be taken, I expected them to take," Fred Edgar told the Tribune. "The only influence I tried to have was to make sure the process was moved along." William Botkin, director of planning for Rebound, said his group did not ask Fred Edgar for any special favors and did not pay him. Telephone messages left by The Associated Press for Fred Edgar on Thursday were not immediately returned. SPRINGFIELD (AP) Gov.

Jim Edgar's brother met with key officials in the state's child welfare agency over a troubled Colorado center for violent Illinois children, but state officials said Thursday he had no influence on decisions to keep kids there. Fred Edgar was present during January and June meetings with the Department of Children and Family Services and also sat down twice with Director Jess McDonald to discuss the matter, officials said. A DCFS report in December said children at High Plains were sexually and physically assaulted, used illegal drugs and should be removed unless the facility could be straightened out. The children were in Colorado as part of Illinois' $60 million-a-year program that houses about 645 troubled youths throughout the country if they cannot be placed in Illinois. The state has spent about $1.4 million at the Colorado center since July 1996.

About 30 children were at High Plains in December, and DCFS officials immediately sought to ensure the children were safe. Only about 15 children are currently at High Plains, and DCFS is monitoring the center as it finishes a plan to correct its deficiencies. About 10 days ago, Fred Edgar sat down with McDonald for about an hour over a cup of coffee and asked if High Plains had improved enough to start sending Illinois kids there again, McDonald said. McDonald said Fred Edgar simply wanted to check on the status of High Plains, much like he did when they sat down in January or February. Hospital.

Mr. Young was born on Aug. 31, 1908, in Coles County, the son of John and Clara Hankey Young. He was a retired farmer and had served on the Coles County Soil Water Conservation Board and on the Humboldt Drainage District. He was a former member of the Coles County Farm Bureau and a member of Pleasant Grove Baptist Church in Cooks Mills where he was a former trustee.

He married Vesta Cobb in Marshall on Dec. 23, 1933. He is survived by his wife; daughter, Rose Haney and husband Dennis of Cooks Mills; sisters, Blanche Beavers of Areola and Ethel Fifer of Sullivan; three grandchildren and five greatgrandchildren. Mrs. Williams was born in Danville on July 9, 1911, the daughter of Joseph and Florence Miller Cowell. She was a member of Illiopolis Christian Church and retired from Perma Starch. She married Robert Williams in 1926. He preceded her in death in 1982.

She is survived by nieces and nephews. She was preceded in death by her parents, husband, one son, Robert Joseph Williams in 1954, four brothers, Rollie, Bertchell, Orville and Lawrence. Mrs. Collins was born in Cen-tralia on June 29, 1916, the daughter of Charles and Delia Delashment Simpson. She was a retired caterer and homemaker and was affiliated with New Salem Baptist Church. She married L.C. Collins on June 29, 1950.

He preceded her in death on April 4, 1996. Surviving are her sister, Jacqueline Joyce Miller of Chicago; two nephews and a niece that she raised, Pierre Perkins and Corey Walker, both of Marietta, and Kamisha Walker of St. Louis, Mo. She also leaves to mourn a host of nieces, nephews, other relatives and friends. She was preceded in death by her parents, husband, three brothers and one sister.

Gardner MAROA Elmer Eugene Gardner, 81, of Maroa died 10:02 p.m. Wednesday (June 12, 1996) in Decatur Memorial Hospital. Services will be 11 a.m. Saturday in Maroa Christian Church. Visitation will be 5 to 8 p.m.

Gardner was born in Maroa on May 11, 1915, the son of Earl and Kathleen Spicer Gardner. He retired from Standard Oil where he was a distributor in the Maroa area for 23 years. He was a retired highway commissioner for Maroa Township, a retired bus driver for the Maroa School District and a retired member of the Maroa Fire Department. He was a 47-year member of Maroa Masonic Lodge 454 AF AM being twice past master, a member of Valley of Bloomington Consistory, Ansar Shrine and Maroa Christian Church and was an avid fisherman. Mr.

Gardner married Zelda Hicks in Cisco on Feb. 22, 1938. He is survived by his wife; daughter, Maureen McDonald and husband Richard "Mac" of Vow-inckel, son, Leslie Eugene Gardner of San Diego, two brothers, Marion F. Gardner of Decatur and David R. Gardner of Maroa; three grandchildren and five great-grandchildren.

Nesbitt, 70, of Decatur died 2 p.m. Tuesday (June 11, 1996) in Decatur Memorial Hospital. Graveside services will be 1 p.m. Monday in Greenwood Cemetery with visitation noon to 1 p.m. Monday in J.J.

Moran Sons Funeral Home. Mr. Nesbitt was born June 22, 1925, in Dyersburg, the son of John and Edna Wynne Nesbitt. He was a retired truck driver. He married Minnie Davis in 1941.

Surviving are his wife, Minnie Nesbitt of Chicago; sister, Emma Brooks of Decatur; grandsons, Tony, Randy and Devon Williams, all of Chicago; and a host of nieces and nephews.
